WBL Employability and Liaison Officer (Jobs Growth Wales+)
Application Deadline: 9 November 2026
Department: Work Based Learning
Employment Type: Permanent
Location: Graig Campus
Reporting To: Head of Work Based Learning
Compensation: £29,828 - £32,367 / year
Description
We are seeking an organised WBL Employability and Liaison Officer to support the delivery of our Jobs Growth Wales Plus programme. This is a full-time, permanent role based at Graig Campus. The post offers an opportunity to make a difference to young people as they build confidence, develop employability skills and progress towards employment, an Apprenticeship or further learning.
At the heart of the role is employer engagement. You will develop relationships with employers, promote the benefits of working with JGW Plus and identify work placements, employer visits, work trials and progression opportunities. You will coordinate placements from the first conversation through matching, preparation, commencement, monitoring and completion, ensuring that learners and employers understand what is expected. You will also support the completion of suitability, health and safety, safeguarding, accessibility and reasonable adjustment arrangements.
The role also has a delivery focus. Working alongside JGW Plus Training Advisors, you will help create a structured and engaging induction and centre-based programme. You will plan and deliver inclusive and innovative workshops covering areas such as CV development, applications, interview preparation, workplace expectations, communication, digital skills and personal effectiveness. Training Advisors will retain responsibility for learner caseloads and programme coordination, while you provide support with employer engagement, placements, workshops and progression activity.
You will work with Learning Support, ALN, Wellbeing, Safeguarding, Careers, curriculum teams and other specialist services. This will include helping to coordinate support, referrals and reasonable adjustments, as well as supporting educational visits, employer talks, community activities, trips and enrichment opportunities. Accurate records, clear communication and follow-up will be essential throughout.
We welcome applicants from varied professional backgrounds. Direct experience of JGW Plus or education is not required where you can demonstrate relevant transferable experience. You may have worked in employer engagement, recruitment, account management, customer service, training, community provision, events, employability or another role involving relationship building and coordination. You should be confident communicating with audiences, able to manage competing priorities and committed to safeguarding, inclusion and outcomes for young people.
Joining Coleg Sir Gâr and Coleg Ceredigion means becoming part of a collaborative organisation that values professionalism, innovation, bilingual opportunity and continuous improvement. You will work with supportive colleagues and external partners, contribute ideas and shape a responsive learner experience. If you enjoy building relationships, creating opportunities and helping people move forward across our communities, we would welcome your application.
Key Responsibilities
The WBL Employability and Liaison Officer will:
Employer engagement and placement coordination
- Develop and maintain effective relationships with existing and prospective employers, promoting the JGW+ programme and the benefits of providing meaningful work experience and progression opportunities.
- Identify and develop suitable work placements, employer visits, work trials, employment opportunities and Apprenticeship vacancies that reflect learners’ interests, support needs and progression goals.
- Coordinate the placement process from initial employer contact through to matching, preparation, commencement, monitoring and completion, ensuring that learners and employers understand their respective expectations.
- Ensure that placement suitability checks, risk assessments, health and safety arrangements, insurance, safeguarding considerations, accessibility and agreed reasonable adjustments are completed and recorded in accordance with College and programme requirements.
- Maintain regular communication with employers, learners and Training Advisors to monitor attendance, performance, wellbeing and progress in placement, responding promptly to concerns and supporting appropriate action.
- Maintain accurate and current records of employer contacts, placement opportunities, vacancies, learner matches, activity and outcomes using approved College systems.

JGW+ programme and Training Advisor support

- Support Training Advisors to re-engage learners and coordinate timely interventions where attendance, wellbeing, confidence, support needs or other barriers are affecting participation or progression.
Workshop design and delivery

Learner support and partnership working
- Work across College departments, including Learning Support, ALN, Wellbeing, Safeguarding, Careers, curriculum teams and other specialist services, to help Training Advisors coordinate appropriate support for learners.
- Support referrals to internal and external services in accordance with agreed procedures, consent, professional boundaries, confidentiality and data protection requirements, maintaining clear records and following up agreed actions.
- Help communicate agreed support arrangements and reasonable adjustments to relevant colleagues and employers, where appropriate and authorised, so that learners can participate safely and successfully.
Induction, visits and enrichment
- Support Training Advisors with the planning and coordination of a structured and engaging induction and centre-based programme, including employer talks, educational visits, community activities, trips and other enrichment opportunities.
- Coordinate the practical arrangements for visits and activities, including approvals, risk assessments, accessibility, transport, emergency arrangements and learner consent, in line with College procedures.
- Transport learners using an authorised College vehicle or minibus when appropriately qualified, assessed, authorised and insured to do so.
Quality, communication and continuous improvement
- Contribute to JGW+ performance targets, quality improvement activity, self-assessment and action planning by providing accurate information and using learner and employer feedback to improve provision.
- Contribute appropriate case studies, employer stories and promotional content, working with relevant College teams and obtaining the necessary consent.
- Promote equality, diversity, inclusion, safeguarding, the Welsh language and opportunities for bilingual participation throughout all aspects of the role.
- Attend team and College meetings, participate in appraisal and undertake relevant continuing professional development and mandatory training.
- Undertake other reasonable duties commensurate with the grade and purpose of the post, as directed by the Principal or an authorised manager.
