About the Unified Care Team:

The Unified Care Team (UCT) brings together more than a dozen city departments and partners for a coordinated, strategic, and data-driven approach to ensuring Seattle’s public spaces, sidewalks, and streets remain open and accessible to all.

Position Overview:

The Manager 2 reports to the Manager 3 and provides support to both the Manager 3 and Manager 1 in planning, prioritizing, and directing encampment-related operations for the UCT. This position provides overall leadership and management for all 5 North SPR UCT Council Districts, and oversees one Crew Chief and approximately thirty full-time employees through subordinate supervisory staff.

These teams are responsible for maintaining City-wide Parks and Right of Way (ROW) areas by addressing trash and debris associated with encampments, including obstructions, hazards, RVs, and lived-in vehicles (LIV), to ensure safe, accessible, and well-maintained public spaces.

  • Respond to concerns, questions and requests from both internal (Parks and other city personnel) and citizen inquiries in a timely manner.
  • Collaborate with supervisory staff to oversee and manage personnel processes, including recruitment and hiring, safety training, employee development, disciplinary review, and related personnel matters.
  • Lead strategic efforts within the district and represent the department at events and meetings, and multi-department task force, or committees on encampment and homeless issues, and more.
  • Build community relationships within the districts and play a significant role in the overall leadership of the unit as a member of the senior management team.
  • Develop partnerships and collaborate to maximize resources and program efforts with other agencies, such as Seattle Department of Transportation (SDOT); Seattle Public Utilities (SPU); Seattle City Light (SCL); Human Services Department (HSD); the Mayor’s Office (MO); and other City agencies; and advisory councils, neighborhood associations, businesses, volunteer groups, and other community groups.
  • Maintain a customer service philosophy that is responsive and strives to improve park and ROW safety, security and accessibility.
  • Engage in strategic thinking to analyze and evaluate the present and future unit needs.
  • Exercise sound fiduciary responsibility for an 11.5-million-dollar budget, assuring accurate record keeping, expense distribution, and revenue recovery as dictated by the annual budget.
  • Promote and follow the Parks, UCT, and City of Seattle mission statements, values, and expectations.

Required Qualifications:

  • Bachelor’s degree in Public Administration, Business Administration, or a related field.
  • Two years of progressive experience managing staff with direct and indirect supervision. Including hiring, managing work assignments, performance evaluation and performance management of staff.
  • Experience managing, regulating, and carrying out safety measures or OSHA-related safety rules.
  • Experience working with maintenance crews and in the removal and managing the cleanup of encampments in urban cities, forested areas, or any related park, or landscape maintenance crew.
  • Qualifications and experience may substitute for education (combinations of education, training, and experience will be evaluated on an individual basis for comparability).
You will be successful in this role if you have:
  • Experience managing and directing a multi-skilled, and specialized crew of bio-hazard workers, laborers, heavy equipment operators, and understand traffic control and safety practices related to operations involving hazardous substances.
  • The ability to be flexible and comfortable with people at all levels of City government, on local and regional issues.
  • Strong analytical skills, and the ability to handle multiple tasks while changing priorities swiftly.
  • Experience with Microsoft 365 products.

Licensing/Certification:
  • Current Washington State Driver's License or evidence of equivalent mobility.
