ROLE SUMMARY

The Clinical Engineering Manager is responsible for the management and maintenance of all medical equipment and other aspects of clinical engineering in single and multiple facilities and to ensure compliance with all relevant Netcare policies and procedures as well as international and national best practices and guidelines.

KEY WORK OUTPUT AND ACCOUNTABILITIES

CONSISTENCY OF CARE & OPERATIONAL EXCELLENCE

Clinical Engineering management

  • Interact with hospital staff, management and doctors regarding Clinical Equipment.
  • Manage all medical equipment and other aspects of Clinical Engineering in single and multiple facilities, as specified in the Netcare policies and procedures.
  • Implementing and maintaining of the CMMS (SAP PM) for all medical equipment.
  • Manage and maintain medical equipment installed base for CAPEX, rentals, demo and loan equipment on the CMMS
  • Planning and executing timely equipment services, via the CMMS, to comply with manufacturer specifications, ECRI and/or Health Technology Regulations, in line with Netcare Technical requirements.
  • Accept service certificates from contractors, ensuring data is completed correctly at correct intervals of service, National service level agreements are adhered to and follow-up repairs are planned and prioritised.
  • Ensure results of all maintenance (reactive and preventive maintenance) are captured accurately on the CMMS. These entries should reflect spares used, labour involved, associated costs, tasks performed / actions taken and persons / suppliers involved – in accordance with Netcare Technical (H.O.) requirements.
  • Ensure commissioning tests are performed prior to acceptance of new, demo and/or loan equipment, maintaining the necessary documentation as proof of this.
  • Ensure all (new) medical equipment is barcoded in line with Netcare Technical recommendations, and maintained on the CMMS.
  • Conduct six monthly equipment audits to ensure the CMMS database accuracy, and ensure results of these audits are kept on file.
  • Responsible for correct technical specifications of all medical equipment.
  • Perform troubleshooting and root cause analysis of medical equipment failures.
  • Coordinating the operations of CETA’s in the facility.
  • Provide training and mentorship to CET’s, CEC’s, MEM’s, CETAs and Nursing Staff.
  • Implement policies and procedures as directed by Netcare Technical Division.
  • Perform repairs, modifications and installations on equipment according to procedures that comply with the standards and recommendations of the manufacturers and/or governing agencies.
  • Use medical test equipment to perform inspections and diagnose equipment failure where possible.
  • Perform maintenance tasks as stipulated in “Equipment Type Skills Assessment TGL v1.1”.
  • Meet all competency and output requirements as defined in the ECSA’s “Competency Standard for Registration as a Professional Engineer” document.

Budget planning and control

  • Develop  a physical asset (medical equipment) based operational budget.
  • Develop a physical asset (medical equipment) replacement budget with required motivation.
  • Purchase and motivate for the purchase of medical equipment in line with the facility’s requirements.
  • Compile a medical equipment replacement schedule (5 year plan) and obtain business approval from Hospital General Manager.
  • Conduct equipment life cycle assessment for decision making purposes.
  • Conduct feasibility analysis for replacement and purchasing of critical equipment.

Reporting

  • Report on medical equipment to the Technical Services Manager and Hospital General Manager.
  • Develop and maintain trends (trend analysis) of equipment failure and maintenance costs, and report to Netcare Technical Management team.
  • Where applicable, evaluate National projects implemented, and provide status reports to Netcare Technical Management team.

TRANSFORMATION OF OUR SOCIETY

Stakeholder relationship management

  • Interact with management regarding the motivation and driving of the procurement process of medical equipment. Involve stake holders in planning (ward and theatre managers and doctors where applicable).
  • Liaise with medical equipment suppliers to stay informed and trained in latest technological development.
  • Interact with Hospital Management, Ward and Theatre Managers on a regular basis, addressing issues including but not limited to status of repairs, planned services, incidents, repair costs and capital equipment purchase.

People management

  • Management of Clinical Engineering Technician/s (CET’s) and Clinical Engineering Technician Assistants (CETAs).
  • Maintain regular interaction, training and mentorship of CETs, CETAs and Nursing staff.

  • Active involvement in achieving a satisfactory level of technical and appropriate clinical skill and knowledge.

SKILLS PROFILE

EDUCATION

Essential

  • B Tech Clinical Engineering degree at NQF level 7 / or National Diploma in Clinical Engineering.
  • Member of the Clinical Engineering Association of South Africa (CEASA).
  • Professional registration as a Technician at the Engineering Council of South Africa (ECSA).

WORK EXPERIENCE

Essential

  • 3 years relevant experience in a similar role.
  • Computer literate in MS Office.

Preferred

  • Previous financial and budgeting exposure.

KNOWLEDGE

Essential

  • Occupational Health and Safety Act’s regulations relating to machinery.
  • Knowledge of the R158 building regulations, specifically with regards to hospitals, theatres and industrial kitchens.
  • Previous exposure to a financial background would be advantageous.
