Description

THOR Solutions is actively seeking an ENGINEERING TECHNICIAN V (Fire Fighting, Auxiliaries, & Pollution Abatement) with U.S. Navy shipboard experience to provide full-time support for U.S. Naval shipboard equipment at the Southwest Regional Maintenance Center (SWRMC) in San Diego, CA.

In this role, you will be part of a waterfront team that provides direct engineering and technical support to the U.S. Navy Pacific Fleet, helping keep shipboard systems reliable and mission-ready. Working alongside Navy personnel aboard ships and at regional maintenance facilities, you will apply your technical expertise to troubleshoot equipment, support maintenance and assessments, and train Ship's Force to improve Fleet self-sufficiency and readiness. This is an opportunity to contribute to a high-impact mission that directly supports the safety and combat readiness of our Fleet.

This position is contingent upon contract award, anticipated for February 2027.

Typical Responsibilities: The candidate’s responsibilities include (but are not limited to) performing or supporting the following actions:
  • Provide Full-Time Onsite Support as well as Surge Support as tasked for the following Code 251 cognizant equipment. 
  • Conduct Fleet Technical Assistance on-site or via distance support as required, to include engineering/technical evaluations, equipment functional checks, troubleshooting, test, analysis and equipment repairs as tasked.
  • Conduct Assessments, Inspections, and Grooms determining equipment condition and out of specification settings; observe operation of the equipment by ship's force to witness the full range of performance, when possible; utilize appropriate measuring equipment to obtain data for evaluation; evaluate findings and make adjustments and repairs to the maximum extent possible during the time available.
  • Provide Onboard Maintenance Training (OBMT) to Ship's Force technicians in the operation, repair, and maintenance of firefighting, damage control, pollution-abatement, and fresh-water systems. The contractor shall perform/provide support during shipboard firefighting, damage control, pollution-abatement tasking including TSRA, INSURV and Tech Assist events.
  • Analyze and review inspection data to determine source of fault, and recommend repair, replacement, or other corrective action.
  • Report findings/discrepancies as required to the designated Team Leader and/or Branch Head of Code 251 via Material Assessment Form (MAF), TAAS-Info, debrief and/or Technical Assistance Visit Report (TAVR) within two working days of completion of task.

Location: Full time onsite at the SWRMC in San Diego, CA. 

Typical Physical Activity:  Mix of desk/computer work in an office environment and visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g. confined spaces, ladders, hatches), or vision..

Anticipated Travel:  This position involves up to 10% travel, including travel to overseas/OCONUS locations.
 
Typical Pay Range: The anticipated pay for this position in the identified location(s) is $39.78/hour. Actual compensation offered will be based upon individual factors including education, qualifications, and experience. This position is covered under the Service Contract Act (SCA) and will additionally receive $5.09/hour in "health and welfare" benefits.

Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position. A candidate without a clearance but with highly relevant experience may be considered, but still must obtain a clearance prior to hire.

Required Education, Skills, Knowledge, and Abilities:
  • High school diploma/GED equivalent.
  • At least three (3) to five (5) years of recent, relevant hands-on experience within the last seven (7) years in the operation, troubleshooting, repairing, maintaining, and assessing of U.S. Navy shipboard firefighting, damage control, pollution-abatement, and fresh-water systems and their associated electrical/electronic controls including, but not limited to:
    • AFFF; CO2/Halon/HFP; Aqueous Potassium Carbonate (APC); Countermeasure Washdown (CMWD); MOGAS; fire, main-drainage, and flushing pumps and valves; temporary fire-main protection; flame/smoke ejection; water mist and saltwater sprinklers; fire-main piping.
  • Skill in reviewing the Shipboard Temporary Fire Protection Plan through friction and elevation-loss calculations to determine the most hydraulically remote station.
  • Ability to provide support for pollution-abatement and fresh-water systems — Oil Pollution Abatement (OPA), Oil Waste Separators (OWS), Oil Content Monitors (OCM), Reverse Osmosis distilling plants, CHT/VCHT, evaporative toilet systems, potable water, Electric Cooling Water (ECW), shredders, Plastic Waste Processor (PWP), Metal/Glass Shredder (MGS), and waste pulpers.
  • Ability to provide electrical support for the electrical/electronic control, detection, alarm-sensing, indicating, and monitoring equipment associated with the above systems.
  • Ability to utilize computers including the Microsoft Office Suite for compiling information for reports and history files and transfer digital pictures from camera to computer and enhance as required and label them for report purposes. 
  • Ability to communicate effectively in writing and orally.

Required Certifications/Trainings or ability to obtain within 60 and 180 days of providing direct support:
  • Oil Pollution Abatement (OPA) Inspector Certification IAW NAVSEA Instruction 9593.2B, obtained through the Environmental Systems and Materials Engineering (ESME) Technical Warrant Holder.
  • In-Service Engineering Agent (ISEA) training in support of modifications/upgrades to the covered systems and equipment.
  • CPR certification
  • OSHA 10-hour Maritime training within 90 days
