Salary: $47,505.26/annual minimum - $56,553.88/annual midpoint (Depending on qualifications)

Public safety is the number one priority of the Mesquite City Council. The Police Recruiter executes the department’s talent acquisition, strategic sourcing, and brand marketing initiatives to attract highly qualified, diverse candidates for beginning Public Safety personnel (Sworn Officers, Police Dispatchers, Detention Officers, and Professional Staff). This position is community-accountable and serves as the primary, professional brand ambassador for the Mesquite Police Department.

SUPERVISION

General supervision is provided by the Police Staff Support Deputy Chief or his designate.

  1. All behaviors comply with the Code of Conduct and Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual.
  2. Must be creative to develop and implement all types of presentations using Microsoft Office; and Graphic Skill in computer software applications including Microsoft Office (Word, Excel, Outlook, Access, etc.).
  3. Build and foster strong working relationships with qualified candidates with regards to recruiting individuals to take civil service tests.
  4. Assist the Police Staff Support in developing unique and creative recruiting and marketing ideas to increase the number of applicants agreeing to test for the Police Officer, Police Dispatcher and Detention Officer positions.
  5. Design and produce electronic and print recruiting promotional materials.
  6. Assist applicants with completing all necessary paperwork required throughout the Police, Dispatch and Detention application and vetting processes. 
  7. Assist in managing the advertising and marketing strategy for the police department with regard to Police, Dispatch and Detention recruitment including brochures, mailings, flyers, and online recruiting. 
  8. Be first contact to manage applicant inquiries with regard to minimum qualifications, background requirements, police/dispatch/detention operations, career ladder opportunities, salary and benefits information, and application processes.
  9. Manage a Public Safety Recruiting database of all email and phone contacts with Police Officer, Police Dispatcher and Detention Officer applicants.
  10. Design and implement study guides and pre-test seminars to increase the number of applicants successfully passing entrance exams.
  11. Serve as liaison between the Mesquite Police Department, high school and college career recruiting centers. Build relationships with teachers, university professors and instructors to identify key talent and recruit to the City of Mesquite. Attend criminal justice classes for short presentations with information packets and marketing giveaways.
  12. Research and attend job fairs, college career fairs, solicit large- and small-scale businesses such as malls or gyms.
  13. Develop, manage and/or assist with a Career Day Program with all Mesquite High Schools to promote the Detention Officers, (Explorer program), Public Safety Dispatcher and Police Records Clerk Positions. 
  14. Assist with social media, newspaper advertising with publications such as The Dallas Morning News, Mesquite Star, High School Newspapers and College Newspapers with regards to Police Officer Advertising.
  15. Develop email-marketing campaign by securing data and contact information from 5-state geographical area from all schools with Criminal Justice programs and military bases.
  16. Provide clerical support as needed by Staff Support personnel in the vetting of potential police officer, public safety dispatcher, and detention officer candidates.
  17. Performs miscellaneous job-related duties as assigned.

OTHER DUTIES AND RESPONSIBILITIES
  1. Maintain computer database records for data files.
  2. Participate in a variety of activities involving travel between various City facilities and to other related external business and government agencies.

EDUCATION 

Bachelor's degree from an accredited college or university in Business, Marketing, Advertising, Graphic Design or related field of study.

(Professional level work experience may substitute for bachelor’s degree requirement. One year of professional level work experience may be substituted for each year of required education, up to a maximum substitution of four years.  A High School Diploma or GED is required when substituting professional level work experience for the bachelor’s degree requirement.)

Adept at Public Speaking and giving presentations.

EXPERIENCE

Two to three years successful recruiting or direct response marketing.

Social media platforms (Facebook, Instagram, Nextdoor, Twitter, etc.).

Preferred:
Law enforcement experience.
Familiar with Texas Civil Service knowledge.
Public sector recruiting experience.
Public sector Human Resources experience.
Ability to speak Spanish.

LICENSES AND CERTIFICATES

Possession of a valid driver's license.

WORK SCHEDULE
  • Monday - Friday; 8:00 a.m., to 5:00 p.m.
