About the Work UnitThe purpose of this unit is to provide engineering expertise in developing, building, and maintaining a safe and integrated transportation system. The unit manages and oversees projects for upgrading, reconstructing, and maintaining the highway system along with other projects that have federal, state and local funds. Design, design oversight, construction management, National Environmental Policy Act (NEPA) documentation management, consultant management, and overall project management are provided.
About the Position
As the Engineering Assistant III (EPSA III), Construction, you will support the Project Engineers by enforcing established standards, procedures, and tests across highway construction projects. Core duties involve overseeing contractor operations for contract compliance, conducting materials testing, and providing design-phase administrative support. Daily technical responsibilities include collecting field samples, performing quantitative analyses, operating specialized equipment, and maintaining all testing supplies to ensure results meet project specifications. Additionally, the role provides Public Information and ADA compliance support by preparing communications and accessible documents for use during construction. While non-supervisory, this position is responsible for advising the Project Engineer, providing work directions to staff, and conducting quality control on peers' deliverables, such as materials final packages.
Your duties and responsibilities will include, but are not limited to, the following
- Conduct laboratory and field testing of soils, fill materials, aggregate base course, hot bituminous pavements and concrete used on CDOT projects.
- Ensure that sampling and testing frequencies meet CDOT's Field Materials Manual.
- Document and record samplings and test schedules, results of inspections, test results, etc. using various required software applications and forms.
- Evaluate, document, compile and distribute inspection and materials test results in accordance with the contract and established procedures.
- Oversee and inspect the work performed and materials incorporated into the project by the Contractor to ensure compliance with the contract documents (e.g., plans, specifications, and State/Federal/Local requirements).
- Document the Contractor's work and methods to ensure compliance with plans, specifications, and Contract Documents.
- Inspect and monitor traffic control activities for compliance with established standards and methods of handling traffic (MHTs) (e.g., CDOT guidelines and the Manual of Uniform Traffic Control Devices).
- Under the direction of the Project Engineer interpret plans and specifications.
- Review and comment on Methods of Handling Traffic in accordance with CDOT Standards and the MUTCD (Manual on Uniform Traffic Control Devices).
- Review and comment on Contractor MS Project and/or Primavera (P6) project schedules and schedule updates in accordance with Contract Documents.
- Conduct field measurements and assist in generating pay quantities for Contractor's work.
- Interview contract workers and check certified payrolls for compliance with EEO (U.S. Equal Employment Opportunity Commission) guidelines and regulations.
- Assist the Project Engineer in paperwork required to meet Federal, State, and Local guidelines and regulations.
- Assist in receiving correspondence from the public, municipalities, businesses, special interest groups, utility companies, etc. regarding construction activities or conflicts.
- Work with the Project Engineer or CDOT Public Relations Office to respond and coordinate with those groups.
- Complete the inspector certification training program, Traffic control, erosion control, and other technical classes required for the construction inspection.
- A valid driver’s license is required to perform this duty.

Minimum Qualifications
Education/Licensure/Certification/Experience:
- High school diploma or General Education Diploma (GED)
- Two (2) years of relevant experience in an occupation related to the work assigned to this position

Conditions of Employment
- Must achieve LABCAT ABC certifications, ACI Field Testing Technician certification, ACI Concrete Strength Testing Technician certification, WAQTC Soils Testing Technician certification within 6 months of hire.

The Exceptional Applicant will be a Materials Tester with demonstrated ability or accomplishment in the following:
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;

- Familiarity with the CDOT Field Materials Manual and the Laboratory Manual of Test Procedures;
- Knowledge and experience with HMA testing;
