The Vice President of Operations and Chief Financial Officer is a key member of the President's Cabinet, providing strategic leadership for the College's operational functions. Reporting directly to the President, the Vice President/CFO oversees finance, budgeting, human resources, facilities, purchasing, risk management, marketing, auxiliary services, and capital planning. This executive ensures the responsible stewardship of resources, supports data-informed decision-making, and promotes operational excellence while advancing the College's mission and strategic priorities.

As a trusted advisor to the President and Board of Trustees, the Vice President/CFO will build strong relationships across the College and throughout the community, helping position Randolph Community College for continued growth and success.

Position purpose:
The Vice President of Operations and Chief Financial Officer leads the financial and operational systems that allow Randolph Community College to serve students, employees, and Randolph County. As the President’s principal financial advisor and a member of the executive leadership team, this position turns institutional priorities into sound budgets, dependable services, safe and secure facilities, and timely, efficient and effective decisions. The vice president is accountable for fiscal stewardship, transparent planning, compliance, and measurable improvement across the assigned portfolio.Scope of responsibility
The assigned portfolio includes finance, budgeting, purchasing, human resources, marketing, information technology, facilities and grounds, construction and renovation, auxiliary services, institutional audit coordination, safety and security, and policies and procedures. The bookstore and café are included in auxiliary services. Responsibilities include supporting the RCC Foundation business operations too. The President may adjust reporting lines and assignments as organizational needs change.
Essential responsibilities
- Institutional leadership and resource decisions
- Advise the President and Cabinet on the financial, staffing, technology, facilities, and service implications of strategic choices; present practical options, costs, benefits, risks, and tradeoffs.
- Lead a collaborative annual budget process tied to the strategic plan and institutional priorities. Establish criteria for evaluating requests, document decisions, and provide budget managers with regular, understandable reports.
- Build multiyear revenue, enrollment, expenditure, staffing, and capital scenarios; identify sustainable funding, cost savings, and responsible opportunities to generate revenue.
- Set annual goals for the Operations division, develop its leaders, review service results with campus partners, and resolve persistent barriers to timely, efficient and effective service.
- Oversee accounting, payroll, cash management, purchasing, contracts, grants fiscal administration, budget monitoring, and financial reporting; maintain appropriate separation of duties and internal controls.
- Direct preparation of operating and capital budgets, forecasts, required financial statements, and Board reports in accordance with applicable governmental accounting standards and North Carolina community college requirements.
- Lead institutional coordination of financial, operational, and compliance audits and reviews; ensure timely responses, corrective action, and follow through with responsible departments. Maintain effective internal controls and audit readiness. Lead EAGLE participation if applicable under state law or State Board direction.
- Develop, review, and maintain clear policies and procedures for assigned operations. Oversee compliance with applicable Chapter 115D requirements, State Board of Community Colleges Code, state procurement and construction rules, and federal grant requirements, including applicable Uniform Guidance and Education Department requirements; coordinate with responsible institutional officers on collegewide requirements.
- Maintain a prioritized facilities master plan and a transparent list of deferred maintenance, accessibility, safety, and capital projects; assess life cycle costs and available funding before recommending projects.
- Provide executive oversight of construction, renovation, campus maintenance, custodial services, grounds, procurement, and auxiliary operations, with clear schedules, budgets, contract controls, and service expectations.
- Work with information technology leaders to maintain reliable systems, cybersecurity and data protection practices, recovery plans, and a practical roadmap for technology investments. Coordinate with campus leaders on responsible adoption of new tools, including artificial intelligence.
- Provide executive oversight of campus safety and security, including security operations, emergency preparedness, incident response planning, continuity of operations, and coordination with law enforcement and other partners.
- Oversee human resources and marketing within the assigned portfolio, supporting fair employment practices, useful workforce planning, clear public communication, and consistent campus service.
- Present accurate, timely financial and capital information to the President and Board of Trustees; support assigned Board committees and communicate candidly about material risks.
- Serve as Treasurer of the Randolph Community College Foundation and as an ex officio member of its Board, consistent with Foundation bylaws; coordinate gift accounting and financial stewardship with Foundation leadership.
- Maintain constructive working relationships with county and state partners, auditors, contractors, employers, and community stakeholders.
- Bachelor’s degree from an accredited institution in accounting, finance, business administration, public administration, or a related field.
- At least ten years of progressively responsible supervisory experience with substantial responsibility across most of the position’s major functions, including finance, budgeting, facilities and construction, information technology, human resources, purchasing, and campus operations. Experience may come from higher education, government, or another comparably complex organization. Candidates must demonstrate the ability to lead specialists in functions beyond their own technical background.
- Demonstrated ability to interpret financial information, build budgets and forecasts, lead teams across multiple functions, communicate clearly with governing boards, and improve operations through collaboration.
- Sound judgment, integrity, discretion, and commitment to the community college mission and to service for students and employees.
- Master’s or doctoral degree in a relevant field.
- Credentialed CPA.
- Executive leadership in a community college or public higher education setting in North Carolina.
- Deep experience in institutional budgeting and resource allocation, construction and capital projects, and the laws, regulations, and administrative rules governing North Carolina community colleges. Experience with audits, campus safety and security, grants, and foundation financial stewardship is also desirable.

- Perform other duties and responsibilities as needed or assigned.
