Description

Under general supervision of the Infrastructure Manager, this role is responsible for all aspects of the SRPMIC Public Safety voice radio communications system.  This includes Radio Team supervision, maintenance, operations, programming and administration of Land Mobile Radio Communications Networks, Microwave Backhaul Networks and Mobile/Portable Radio Subscriber equipment.  Recommend technical and operating decisions and develop standards for the Community and Tribal Government communications systems.   This job class is treated as FLSA Exempt. This is a driving position.

Essential Functions: Essential functions may vary among positions and may include the following tasks and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not intended to be comprehensive listing of tasks performed by all positions in this classification.

1. Supervision:  
  • Responsible for the direct supervision of the Radio Team consisting of experienced and junior staff in the roles of Public Safety Communication Analyst and Public Safety Communication Technician.  
  • Ensure Radio Team staff are meeting all department goals for Service Level Agreements, project deadlines/scheduling requirements and Key Performance Indicators (KPIs).
  • Review and approve all staff leave requests.   Process time sheets for bi-weekly payroll.  Ensure remaining staff coverage is adequate when leave is granted.
  • Instructs and trains Radio Team members on radio system and subscriber (mobile and portable radios) programming, functions and troubleshooting.
  • Keeps the team informed on any administrative policy or procedure changes. 
  • Ensure all support personnel have appropriate tools, training and support documentation to maintain the system.
  • Writes, or reviews, all necessary system documentation such as Standard Operating Procedures (SOP), System Operation Guides (SOG) and training materials.
  • Ensures the team follows the Information Technology standards set for Production Change Control for changes made to the radio systems.  Communicates and coordinates changes with the appropriate and impacted departments.
  • Meet regularly with staff to address questions and problems, help develop training plans to meet individual expectations or professional aspirations. 

2. Vendor Management: Manages vendor relationships, contracts, warranties and follows the SRPMIC vendor management processes.
  • Serves as the primary point of contact between SRPMIC and Motorola Solutions for all activities and issues related to the radio systems.
  • Serves as the primary point of contact for other agencies and vendors on the 700 MHz trunked radio system.
  • Serves as the primary point of contact for other agencies and vendors on the UHF MotoTRBO radio system.
  • Writes, or reviews, SRPMIC CRAS documentation to issue single or multi-year service agreements to vendors.
  • Writes, or reviews, documentation for all radio system specifications and request for bids (RFB) or proposals (RFP).
  • Reviews all radio system engineering plans and proposals.
  • Ensures all systems are maintained under warranty or service contracts by obtaining quotes for annual maintenance agreements. 
  • Sends quotes and proposals to the IT Budget and Accounting division for processing Purchase Requests and Purchase Orders.
  • Reviews invoices for accuracy before approving for payment.
  • Manages spending within the allocated budget line items.

3. Partner Management: Manages external radio entity relationships for the Community.
  • Works with the Regional Wireless Cooperative (RWC) and Topaz Regional Wireless Cooperative (TRWC) members to ensure we have a strong partnership and reliable two-way communication.
  • Interfaces with the Arizona Department of Public Safety (DPS) and the Maricopa County Sherriff’s Office (MCSO) as needed, on radio communication and interoperability functions.
  • Acts as a resource to the Salt River Public Safety Communication Manager to assist with relationship and technical assistance for the Phoenix Fire/MR911 systems. 
  • Participates in, and represents, the Community at local APCO, NENA and other regional planning committees to help guarantee the Community has a strong regional alliance.
  • Assists the SRPMIC Business Enterprises with communication issues, questions and concerns as directed.
  • Serves as a liaison with the Federal Communications Commission (FCC), license coordinators and other Public Safety user groups concerning radio licensing functions.
  • Coordinates and reviews FCC license documents.
  • Research and analyzes frequency usage and the Community future communications needs.
  • Coordinates frequency use issues and problems with other entities.

4. Communication Systems Support & Maintenance: Acts as the SRPMIC primary point of contact for oversight for all Community Radio Communications equipment.
  • Helps the Radio Team coordinate the maintenance and repair of mobile and portable radio equipment, mobile data devices and fixed site radio equipment such as base stations, repeaters, remote control units, microwave and multiplex equipment, computer control, system control equipment and other RF radiating and wireless system control devices.
  • Helps the Radio Team coordinate the installation, maintenance and upgrades of hardware and software for all voice and data communications systems.
  • Helps the Radio Team coordinate the inspection of two-way radio equipment, communications facilities, radio towers, rooftop antenna installations and/or vehicular installations to ensure system operability, compliance with FCC rules, safety procedures and established operating and installation procedures.
  • Diagnoses advanced issues, problems and complaints about system operation and recommends changes or other actions to improve radio system or microwave transport network performance.
  • Oversee field and special tests to determine efficiency, adequacy and durability of equipment and systems.

5. Operations & Administration: Maintains timely and quality documentation and communication with management, administration officials, vendors, contractors, coworkers, other governmental agencies and the Community as necessary.
  • Prepares written documents, reports, comments and other correspondence as necessary.
  • Replies to federal rulemaking proposals.
  • Makes verbal and written presentations on technical, regulatory and organizational matters with clear organization and presentation.
  • Serves as the primary responsible party for ensuring the ASTRO P25 radio system site locations, and MotoTRBO radio system sites are fully operational and well maintained.  This includes, but not limited to, physical quality control, battery systems, generators, physical security, microwave systems, and all radio equipment and peripherals.  
  • Resolves procedural, operational and other technical work­ related problems.
  • Ensures spare parts and equipment availability.
  • Schedules, assigns and prioritizes daily work in accordance with assigned priorities.  Reviews work prioritization weekly with supervisor.
  • Administers safety practices to maintain a safe workplace environment.
  • Provides training on Communications equipment and technologies, communication, leadership and other needed training to all SRPMIC staff, customers and vendors.
  • Participates in an on-call rotation with other Radio Team members.

6. Miscellaneous: Performs other job-related duties as assigned by the IT Management Team.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.
  • Knowledge of the principles of electrical, electronic and radio communications theory.
  • Knowledge of the Motorola ASTRO Public Safety 700 MHz P25 Phase 2 voice radio communications system.  
  • Knowledge of the Motorola MotoTRBO UHF 450-MHz radio communications system.  
  • Knowledge of the principles and practices involved in designing, constructing, installing, maintaining and operating a variety of communications systems and testing devices.
  • Knowledge of Transmission Control Protocol/Internet Protocol (TCP/IP) applications in Local and Wide Area Networks (LAN/WAN).
  • Knowledge of FCC rules and regulations pertaining to radio systems.
  • Knowledge of the use of spreadsheets and database management software program applications.
  • Knowledge of budgetary principles and practices.

  • Skill developing communications systems standards, policies, practices and procedures.
  • Skill reviewing the work of employees, contractors and vendors in order to assure quality control.
  • Skill interfacing at all staff levels and providing effective verbal and written communication.
  • Skill effectively managing communications systems related change and requirements gathering in a fast-paced, high-demand work environment.
  • Skill with a personal computer including the Microsoft Office software suite and Microsoft SharePoint.
  • Skill training end-users on both mobile and portable radio operation.

  • Ability to learn job-related material including new technology and systems.
  • Ability to draft communications project proposals and requests for proposals to vendors to define goals, identify the scope, specifications and background.
  • Ability to determine cost of equipment and services.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to advise management of the future communications needs of the Community and Tribal Government.
  • Ability to provide quality control input for project and operations & maintenance functions.
  • Ability to recommend difficult technical and operating decisions.
  • Ability to provide technical support to departments regarding communications equipment purchases.
  • Ability to present technical facts clearly and concisely to both technical and nontechnical personnel.
Education & Experience:
  • Six (6) years of full­time experience related to the support of two-way radio communications systems is required.
  • Two (2) years of demonstrable experience supervising a technology focused team, preferably in the area of Radio Communications is preferred.
    • A Bachelor’s Degree in Electrical Engineering, Communications Engineering, Electronics Engineering or a related engineering field is highly desired.
  • Experience supporting and troubleshooting Motorola MotoTRBO and ASTRO P25 Phase 2 TDMA radio multi-zone simulcast trunked radio public safety voice networks and mobile data communications systems and connected devices such as subscribers.
  • Experience with system platforms is required.
  • The following are preferred:
    • Experience supporting and troubleshooting Microwave and Fiber Backhaul Networks.
    • Experience using radio communications test equipment such as an antenna analyzer, RF power meters, communications service monitors and frequency counters.

Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

  • Must possess and maintain a valid Arizona Driver’s License 
  • Will be required to successfully complete a Salt River Police Department (SRPD) background investigation and polygraph examination.
