Position Purpose
Under the general supervision of the Financial Services Supervisor, and working closely with the County Attorney's Office, a Child Support Officer is responsible for paralegal functions related to the establishment and enforcement of child support orders, locating absent parents and establishing paternity.
Distinguishing Characteristics
A Child Support Officer performs a majority of the work independently and exercises individual judgment in accordance with established standard procedures. The CSO works closely with the County Attorney’s Office, income maintenance staff, social services staff, and others; testifies in court proceedings; and maintains all requisite relevant legal documentation. Drafts legal documents of significance within established formats and guidelines for submission to the County Attorney and ultimately the district court. This position assists in locating absent parents; interviews mothers and alleged fathers to establish paternity; and explains to parents their rights and obligations and negotiates out of court child support settlements.

Employment Standards
Education and Experience
- Associate of Arts in criminal justice, law enforcement, paralegal, social work, psychology, human services, or business administration or completion of a technical or community college child support AAS or diploma program
-OR-
- A high school diploma or GED AND one of the following:
-OR-
- Three years of experience providing clerical or other support services to child support staff, or experience as a legal secretary or paralegal (performing research on cases, gathering necessary documents for trials, preparing documents and pleadings, assisting attorneys in court, etc.)
-OR-
- Four years of experience in collections work in the private sector
-AND-
- Minnesota DHS Child Support Officer Merit qualified

Pre-Employment
- Basic contemporary computer technology skills; ability to enter and retrieve data
- Considerable knowledge of the legal process related to child support orders, hearings and court procedures
- Working knowledge of child support laws, rules, regulations and policies
- Working knowledge of data privacy laws
- Knowledge of federal and state income maintenance program laws, rules and regulations
- Knowledge of community resources
- Knowledge of personal financial management techniques
- Knowledge of debt collection approaches and laws
- Knowledge of human behavior and ability to handle hostile or uncooperative persons
- Ability to communicate clearly and effectively, both orally and in writing

- Ability to analyze facts and evidence to make sound recommendations
- Ability to develop and maintain effective working relationships with attorneys, child support magistrates, co-workers, clients, court personnel, human services staff, and personnel from other organizations
- Ability to maintain effective working relationships with individuals from various cultural, occupational and socioeconomic backgrounds
- Ability and skills to establish and maintain thorough case files in compliance with state and federal laws, both for on-going collections and for audit process
- Ability to prepare legal documents; working knowledge of legal terms and forms used to draft orders of judgment, contempt actions, and other legal documents
- Ability to prepare clear, concise, and comprehensive reports
- Ability to perform basic mathematical computations
- Ability to organize and prioritize work and ability to process a large volume of work independently, quickly, and accurately
Post-Employment
