The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

CHAI Cameroon Programs Overview

 

CHAI began working in Cameroon in 2007 with a focus on improving access to HIV diagnosis, care, and treatment. Our partnership with the Government of Cameroon has since broadened to include cross-cutting health system strengthening, support to the rollout of universal health coverage, strengthening of the health product supply chain, and the introduction of point-of-care technologies and cold chain equipment that protect vaccine potency and delivery. Today, CHAI Cameroon works with the Ministry of Public Health across a portfolio spanning maternal and child health (MCH) including immunization and sexual and reproductive health.

 

Within the MCH portfolio, which sits under CHAI’s Women’s and Children’s Health cluster, CHAI supports the Expanded Programme on Immunization (EPI) to strengthen routine and campaign-based vaccination delivery, improve coverage and equity across the full schedule of antigens, and address the structural and logistical barriers that limit access for the most vulnerable communities. A current priority is closing persistent uptake and coverage gaps for the human papillomavirus (HPV) vaccine, which has been part of the national schedule for several years but continues to reach fewer adolescent girls than national targets require. This work is delivered in close coordination with other health programs, including the National AIDS Control Committee (NACC), and with community-based and civil society partners, and is underpinned by stronger measurement and use of women’s and adolescents’ health data to support equitable, evidence-based planning and resource allocation.

 

Role Overview

 

CHAI Cameroon seeks a highly motivated, detail-oriented, and results-driven professional to serve as Program Officer, Immunization Coverage and Equity (ICE). This is a field-facing programmatic role within the MCH team, supporting the delivery of technical assistance designed to raise immunization coverage and reduce inequities across the EPI schedule, with an initial emphasis on closing HPV vaccination gaps among adolescent girls. The individual will help ensure that underserved and hard-to-reach populations are identified, mobilized, and reached through routine and outreach immunization services.

 

Reporting to the Program Manager, MCH, the Program Officer will coordinate day-to-day implementation of technical assistance activities, working closely with government counterparts including EPI and NACC, community-based and civil society partners, and CHAI’s country team. The role combines program coordination with data and geospatial analysis to support targeted, evidence-based outreach strategies. It calls for strong organizational, analytical, and stakeholder management skills, together with the ability to work with rigour and autonomy against a fixed, time-bound work plan and budget.

 

The position is based in Yaoundé, Cameroon. The contract covers a six-month implementation period from 1 September 2026 to 28 February 2027 and is renewable subject to performance and the availability of funding.

Responsibilities

Program coordination and stakeholder engagement

• Coordinate day-to-day implementation of technical assistance activities aimed at improving immunization coverage and equity among underserved populations, against an agreed work plan and budget.
• Support the development and operationalization of coordination and referral mechanisms between EPI and other health programs, including NACC, to improve access for vulnerable groups.
• Organize and facilitate briefing sessions, workshops, and validation meetings with health providers, community health workers, and implementing partners, and support the capacity building of government and partner personnel on relevant tools, protocols, and approaches.
• Serve as a key point of contact, ensuring alignment of activities across government counterparts, civil society partners, and other CHAI programs.

Data and geospatial analysis

• Support the collection, tracking, and quality assurance of program data, including facility-level records and coverage data, to monitor progress against program objectives.
• Contribute to geospatial mapping and data triangulation exercises, drawing on multiple data sources, to identify underserved communities and inform targeted outreach strategies.
• Analyse and report on program indicators to strengthen evidence-based decision-making and support microplanning by government counterparts.

Community mobilization and field implementation

• Support the planning, oversight, and monitoring of community mobilization and outreach activities delivered in coordination with civil society and community partners.
• Monitor field implementation and provide rapid feedback to government and partner teams to enable timely course correction.
• Document best practices, lessons learned, and results to inform program improvement and scale-up.

Reporting and administration

• Prepare technical notes, activity updates, and progress reports, and submit them for internal review on schedule.
• Prepare, review, and provide initial sign-off on participant payment documentation, and follow up to ensure timely payment of participants and partners.
• Submit expense and activity reports within three days of completing each field activity.
• Maintain accurate and up-to-date records in CHAI’s work plan tracking tools, ensuring outputs and indicators are reported against the results' framework.
• Travel domestically 30% to 40% of the time to health facilities and priority communities.
• Perform other responsibilities as requested by program leadership.

Qualifications

• Bachelor’s degree in Public Health, Social Sciences, Statistics, Geography, or a related field, with a minimum of two years of relevant work experience.
• Demonstrated experience working on immunization, MCH, or HIV programs, ideally within a public health institution, government body, or development organization.
• Strong analytical skills, both qualitative and quantitative, with a high level of proficiency in Microsoft Excel and PowerPoint.
• Strong project management skills, with the ability to manage multiple activities, deadlines, and stakeholders against a fixed, time-bound work plan and budget.
• Excellent written and verbal communication, interpersonal, and stakeholder management skills, with a demonstrated ability to build strong working relationships with government counterparts, civil society partners, and community stakeholders.
• Ability to work independently, self-motivate, and problem-solve in a fast-paced, limited-structure, multicultural environment.
• Sound understanding of, and sensitivity to, gender-intentional programming.
• Fluency in French, with working proficiency in English.

Advantages

• Familiarity with geospatial analysis and mapping tools such as QGIS or ArcGIS, or with data visualization tools such as Power BI or Tableau.
• Experience coordinating across health programs and working with community-based organizations or civil society partners.
• Experience working with national health data systems such as the District Health Information Software (DHIS2), or with immunization or HIV program data.
• Master’s degree in a related field.
• Working knowledge of Cameroon’s health system and of regional disparities in access to health services.
• Experience producing reports, briefs, or coordination tools based on program or field data.
