SALARY INFORMATION

 

Community Education Specialist I: $4,867-$6,212 APPROXIMATE MONTHLY* /$28.08-$35.84 APPROXIMATE HOURLY*


Community Education Specialist II: $5,262-$6,716 APPROXIMATE MONTHLY* /$30.36-$38.75 APPROXIMATE HOURLY*


This position is in the UPEC General bargaining unit. Please refer to the applicable bargaining unit labor agreement (Memorandum of Understanding) for potential future salary increases: Shasta County Labor Agreements

 

The salary range consists of six (6) salary steps, with approximately 5% between each step. Newly hired employees are appointed at Step A of the assigned salary range. Employees are eligible for a merit-based salary increase from Step A to Step B after six months of satisfactory service. Thereafter, employees may be eligible for annual merit-based step increases, beginning one year from the Step B effective date, until they reach the top step of the salary range.

ABOUT THE DEPARTMENT

 

The Sheriff's Office is organized into five divisions: Custody, Services, Enforcement, Investigations, and Coroner.


The Custody Division includes the County Jail, the Annex Work Facility, and the Court Transportation facilities. The purpose of the jail is to incarcerate offenders while providing basic medical care for county, state, out-of-county, and federal prisoners who are ineligible to be assigned to alternative custody programs. The jail is a maximum-security facility that houses both pre-sentenced and sentenced persons.


The Services Division includes the local Office of Emergency Services, Personnel and Hiring, Background Unit, Internal Affairs, and Records Unit.


The Enforcement Division handles all patrol-related matters. The Enforcement Division is responsible for municipal law enforcement services within the City of Shasta Lake. The Animal Regulation Unit is also under the Enforcement Division of the Sheriff’s Office.


The Investigations Division includes the Major Crimes Unit, Crime Lab, Shasta Interagency Narcotics Taskforce (SINTF), Marijuana Eradication Team (MET), and the AB109 Compliance Team. The Major Crimes Unit augments patrol and investigates property crimes, crimes against people including homicide and sexual assault, and other in-depth investigations. The other units such as SINTF, MET, and the AB 109 Compliance Team augment the Major Crimes Unit along with handling drug-related offenses, probation offenses, parole offenses, and other investigations, as assigned. 


The Sheriff is also the County Coroner; therefore, the Coroner’s Division is responsible for investigating sudden, violent, unusual, and unexpected deaths when the decedent has not been recently seen by a physician. The Coroner’s Division is commanded by a Lieutenant who serves as the agency’s Chief Deputy Coroner.


ABOUT THE POSITION

 

Community Education Specialist I: Positions in this classification may be assigned to specific duty assignments in different departments that emphasize particular kinds of knowledge and skills. The common thread is that under close supervision, incumbents will learn to plan and implement community education and outreach activities; media plans; assist in the coordination of programs; and other duties as assigned.


Under close supervision, incumbents will learn to plan and implement a variety of public information, and recruitment activities; maintain and optimize the Office’s social media platforms and website; and perform other duties as assigned.


Community Education Specialist II: Positions in this classification may be assigned to specific duty assignments in different departments that emphasize particular kinds of knowledge and skills. The common thread is that under supervision, incumbents plan and implement community education and outreach activities, media plans, and coordinate comprehensive programs. 


Under supervision, incumbents will plan and implement a variety of public information, and recruitment activities; maintain and optimize the Office’s social media platforms and website; and perform other duties as assigned.

 

SPECIAL NOTE: An individual will be required to pass a background investigation relevant to working in a law enforcement office or facility prior to being hired.


DISTINGUISHING CHARACTERISTICS

 

Community Education Specialist I: This is an entry-level class in the Community Education Specialist series. Under supervision, incumbent will perform a variety of public information, community education and program coordination activities. As skill is gained, supervision is reduced, and an incumbent performs the required duties more independently.


Community Educational Specialist II: This is the experienced, journey level class in the Community Education Specialist series. Incumbents in this class perform more complex Community Education Specialist duties under limited supervision. Incumbent will perform a variety of public information and community education activities; coordinate comprehensive programs to address community health needs; and may oversee subordinate work.

 

IDEAL CANDIDATE


The ideal candidate will have extensive experience and understanding of the principals involved in the effective use of social media and preparation of social media content. Create and articulate messaging for the Sheriff’s Office on relevant issues to be shared with the media and public. Ability to write, edit, plan and coordinate a wide variety of documents, media and programs to inform and educate citizens, promote the Sheriff’s Office, and increase positive media exposure. Have experience with community outreach and recruitment efforts. Have excellent written and oral communication, to include interpersonal communication and public speaking ability. Have extensive experience as it pertains to Computer software programs such as word processing, graphical design and layout programs. Understand pertinent local, State and Federal rules, regulations, and laws. Ability to work with stringent deadlines and produce accurate information in short time frames. Ability to plan, organize, and manage multiple and changing priorities.

Duties include, but are not limited to, the following:

 

Under direct supervision, reports to the Office of the Sheriff and Services Division Captain; develops, maintains, and optimizes the Agency’s website, e-mail, and social media platforms; develops promotional content and materials; conducts outreach to allied agencies, community, and media entities; writes information articles and press releases on Agency events, services, and programs; prepares flyers, pamphlets, brochures, and informational videos; organizes and arranges public information campaigns and press conferences; coordinates release distribution to the media; coordinates and edits the Agency’s newsletter; maintains strict confidentiality; reads, analyzes, and interprets law enforcement reports and documents for information regarding news worthy events. Incumbents are subject to callouts on days off, afterhours, and on weekends during high-profile events, natural disasters and large-scale emergencies; works within the Incident Command System (ICS) to generate and distribute important information to the community.

Knowledge of: Principles and practices of health education, environmental education, social and behavioral sciences, and health behavior change as they apply to public health, mental health or human services***; physical and biological sciences as they apply to the environment and pollution prevention strategies****; methods and uses of mass communication, media, social marketing, and media advocacy; basic statistical concepts and methods for collecting, compiling and interpreting data; principles, methods, techniques, theories and practices of health education and public health or human services***; underlying determinants of health and risk factors for disease/injury or social welfare principles and practices.***

 

Ability to: Communicate clearly in written and verbal forms; establish and maintain effective working relationships; operate a personal computer and use common software; write clear and effective reports, correspondence, and educational materials; develop, implement and coordinate community education or outreach programs and activities; interpret federal, state, local laws and regulations and applicable data relating to specific health issues (e.g. tobacco, injury prevention)*** or emission sources monitoring or the enforcement, storage, use, transport, and proper disposal or recycling of hazardous materials and waste, including used motor oil****; conduct effective public presentations for school, professional and community groups; design brochures, advertisements and newsletters; evaluate effectiveness of programs.


Sheriff’s Office: 
Techniques to plan, develop, and implement a cost effective and efficient public information/community relations program; general graphic design principles, including typography, color, and layout composition; techniques of cinematography; sourcing social media outlets for public information and public outreach programs; data collection, research, and analysis techniques and methods; possess the general knowledge of a law enforcement public information officers role within the Incident Command System (ICS).


Community Education Specialist II: 


Knowledge of: Principles and practices of health education, environmental education, social and behavioral sciences, and health behavior change as they apply to public health; mental health, or human services***; physical and biological sciences as they apply to the environment and pollution prevention strategies****; methods and uses of mass communication, media, social marketing, and media advocacy; statistical concepts and methods for collecting, compiling and interpreting data; principles, methods, techniques, theories and practices of health education and public health or human services***; underlying determinants of health and risk factors for disease/injury***, or social welfare principles and practices***; principles and practices of program management, including funding, developing and evaluating program quality and effectiveness.


Ability to: Plan, assign, supervise and oversee the work of other personnel; demonstrate effective written and verbal communication skills; develop budgets, proposals, and grant applications; establish and maintain effective working relationships; provide leadership to community coalitions or collaboratives; operate a personal computer and use common software; write or edit clear and effective reports, correspondence, and educational materials; interpret health related data and communicate it to the public in a meaningful way; interpret federal, state, local laws and regulations and applicable data relating to specific health issues (e.g. tobacco, injury prevention)***or emission sources monitoring or the enforcement, storage, use, transport, and proper disposal or recycling of hazardous materials and waste, including used motor oil****; plan, implement, evaluate or oversee community education or outreach programs or activities; develop and conduct effective presentations or trainings for school, professional and community groups; design or review brochures, advertisements and newsletters; evaluate effectiveness of programs.


Sheriff’s Office: Communicate clearly in written and verbal forms; establish and maintain effective working relationships; work as a team to accomplish goals; operate a personal computer and use common software; proficiently operate cinematography and still photo equipment and related editing software; write clear and effective reports, correspondence, and educational materials; develop, implement and coordinate community education or outreach programs and activities; interpret federal, state, local laws and regulations and applicable data relating to public safety issues, conduct effective public presentations for school, professional, and community groups as needed; design brochures, advertisements, and newsletters; evaluate effectiveness of programs.


MINIMUM QUALIFICATIONS

Community Education Specialist I:


An associate or bachelor’s degree from an accredited college or university in public communication, public relations, marketing, graphic design and program management, public administration, or closely related field AND one (1) year of experience in performing related duties.

 

Community Education Specialist II: 

 

A bachelor’s degree in public communication, public relations, marketing, graphic design and program management, public administration, or closely related field AND two (2) years of experience in performing related duties. 

 

SPECIAL REQUIREMENTS

 

Some positions in this classification may require possession of a valid California driver's license. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, and sit. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.


Positions in Resource Management may work at household hazardous waste collection events and waste tire collection events requiring working on uneven surfaces both paved and unpaved, wearing appropriate protective clothing in various weather conditions, and being exposed to a variety of household-type chemicals under appropriately regulated conditions. The employee is occasionally exposed to moving mechanical parts, vehicle exhaust fumes, and outside weather conditions.

An employee in this classification will also contribute up to 9.5 % of their pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
