Location: Philadelphia, PA (Hybrid)

Position: FMS Logistics Analyst, Journeyman – PMA-299 Norway

Overview: ITC Defense is seeking a Logistics Analyst, Journeyman to support PMA-299 international programs supporting Norway. This position provides logistics and programmatic support within a Naval Aviation Foreign Military Sales (FMS) environment and contributes to the effective execution and sustainment of international aviation programs throughout the program life cycle.

Responsibilities:
Support could be in any combination of (but not limited to) the following general areas:
  • Provide logistics and program analysis support to PMA-299 International Program Managers, Assistant Program Managers for Logistics (APMLs), and other program stakeholders supporting Norway FMS efforts.
  • Perform Integrated Logistics Support (ILS) studies, analyses, and evaluations supporting international aviation programs and associated sustainment requirements.
  • Support planning and coordination across the twelve Integrated Product Support (IPS) elements throughout the program life cycle.
  • Analyze logistics, sustainment, supply support, maintenance, transportation, technical data, and related program requirements; identify issues and recommend solutions to support program objectives.
  • Coordinate international transportation of classified, sensitive, high-value, oversize/overweight, and general cargo associated with aviation systems and equipment.
  • Evaluate transportation requirements and recommend appropriate shipping methods while ensuring compliance with applicable U.S. Government export/import, security, and transportation requirements.
  • Develop, review, and update Transportation Plans and shipping documentation supporting the movement of classified, Communication Security (COMSEC), and other program material.
  • Coordinate with Department of Defense activities, Original Equipment Manufacturers (OEMs), origin shippers, freight forwarders, and Norwegian stakeholders to support logistics and transportation requirements.
  • Support FMS case development, implementation, execution, and follow-on sustainment activities.
  • Analyze and track program status, schedules, milestones, action items, and corrective actions; identify potential risks or problem areas and recommend solutions.
  • Support Program Management Reviews (PMRs), Technical Coordination Meetings (TCMs), conferences, briefings, and other program activities occurring CONUS and OCONUS, as required.
  • Other duties as assigned.
Minimum Qualifications:
  • Active Department of Defense Secret or Interim Secret Security Clearance
  • Bachelor’s Degree from an accredited college or university and greater than three (3) years of professional experience in Foreign Military Sales (FMS), logistics, program management, acquisition, life-cycle management, or a related technical or business analysis discipline.
  • Experience supporting logistics planning, analysis, coordination, or sustainment activities for complex programs or systems.
  • Working knowledge of Integrated Logistics Support (ILS) and/or Integrated Product Support (IPS) principles and processes.
  • Ability to analyze program and logistics requirements, identify issues, and develop recommendations to support program objectives.
  • Experience developing, reviewing, or maintaining program documentation, reports, briefings, schedules, or other analytical products.
  • Strong written and verbal communication skills with the ability to effectively coordinate with Government, industry, and international stakeholders.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Ability to travel CONUS and OCONUS, as required.

Preferred Qualifications

  • Previous Foreign Military Sales (FMS) experience.
  • Previous experience supporting NAVAIR, Naval Aviation, or a Navy acquisition program office.
  • Experience supporting an International Program Office (IPO) or working directly with international partners.
  • Experience with international transportation, shipping, freight forwarding, or movement of classified, sensitive, COMSEC, high-value, or oversize/overweight material.
  • Familiarity with FMS case development, implementation, execution, and sustainment.
  • Experience supporting aviation logistics, sustainment, supply support, maintenance planning, or technical data requirements.
  • Familiarity with DoD acquisition and life-cycle logistics processes.
