Supporting TMX's vision as a technology-driven solutions provider, Global Technology Services (GTS) delivers information technology, vendor management, innovation, data management & analytics, and project management services across the organization.The Technology Lead Post-Trade , Depository & Digital Market Infrastructure leads the technology engineering, delivery, and ongoing support for The Canadian Depository for Securities (CDS) and TMX Post Trade Innovations (PTI), including the core CDSX platform and its supporting applications. In addition, this leader defines and executes the multi-year CDS technology and market-infrastructure modernization strategy. This pivotal role positions CDS as a peer-leading central securities depository, clearing, and settlement utility across settlement efficiency, asset servicing, collateral/liquidity services, client connectivity, operational resilience, data, AI, and digital assets.A core part of the mandate is to enable CDS capabilities for tokenized securities, DLT-enabled settlement models, smart-contract-enabled workflows, digital custody/key management, interoperability with existing CDSX and post-trade platforms, and the regulatory controls required to preserve settlement finality, privacy, asset servicing and operational resilience.

Job Location: Hybrid (2-3 days in office) - based in Toronto, ON.
Key Accountabilities:
Portfolio Leadership & Strategic Delivery
- Strategic Technology Direction: Provide leadership across all technical aspects of CDS and PTI, evaluating enterprise-wide problems across TMX business units and executing multi-year platform evolution strategies.
- Digital Market Infrastructure Strategy: Define and execute the CDS technology strategy for digital securities and tokenized assets, including DLT-enabled settlement, token lifecycle management, smart-contract governance, digital custody/key-management models, privacy/confidentiality, participant identity, entitlement management, corporate actions, and integration with existing CSD books of record.
- DLT Architecture & Integration: Establish the target-state architecture for how distributed ledger capabilities would safely interoperate with CDSX and other post-trade platforms, including API/event integration, reconciliation between ledger and system-of-record, data lineage, operational controls, cyber resilience, disaster recovery, and participant connectivity.
- Executive & Stakeholder Engagement: Partner closely with senior business executives to align technology capabilities, product backlogs, solution architectures, and investment roadmaps with long-term business goals.
- Lifecycle & Operational Governance: Own the end-to-end lifecycle for new and existing post-trade platforms—including vision, definition, architecture, continuous delivery, and 24/7 SLA/SLO support.
- Service Availability & Incident Command: Oversee 24/7 application support, guiding teams through complex incident resolution while exceeding operational targets, regulatory requirements, and participant SLAs.
- Enterprise Representation: Communicate product portfolio vision, technology investments, and outcomes across enterprise business reviews, town halls, and market participant forums.
Platform Modernization, Industry Leadership & Resilience
- Digital Market Infrastructure & DLT Expertise: Demonstrated expertise in regulated digital securities, tokenization and DLT-enabled post-trade models, including ledger architecture, token lifecycle, smart contracts, digital custody and key-management models, privacy/confidentiality, participant identity, interoperability with legacy CSD/clearing platforms, settlement finality, asset servicing, corporate actions, reconciliation, operational resilience and regulatory governance.
- Modernization Roadmap Execution: Lead the CDS technology transformation roadmap, driving readiness for T+0/intraday settlement, extended-hours processing, ISO 20022 messaging, participant connectivity, and regulated digital asset/tokenization capabilities.
- Target-State Architecture: Define and govern resilient architectures featuring event-driven processing, API-first integration, active-active disaster recovery, hybrid-cloud governance, DevSecOps, and SRE/observability capabilities.
- Market & Regulatory Engagement: Represent CDS technology in industry working groups, regulatory sessions (Bank of Canada, clearing agency oversight), participant testing initiatives, and peer FMI forums.
- Operational & Cyber Resilience: Ensure systemically important FMI compliance with PFMI standards, third-party risk management frameworks, recovery planning, cyber resilience controls, and transparent regulatory reporting.
- Data & AI Innovation: Drive practical data, AI, and automation use cases across post-trade operations, including fail prediction, exception triage, reconciliation automation, corporate actions data quality, and capacity forecasting.
People, Financial & Vendor Management
- Team Leadership & Culture: Recruit, mentor, and empower a diverse, high-performing team spanning legacy engineering, modern cloud architecture, risk, data, and platform delivery disciplines.
- Vendor & Ecosystem Management: Direct third-party vendor selection, outsourcing oversight, critical service provider controls, and technology concentration risk management.
- Financial Stewardship: Manage departmental operational and capital expenditure budgets, developing compelling investment cases linked to measurable business value and risk reduction.
Must Have(s):
- Senior Leadership Experience: 10+ years of progressive technology, product, or transformation leadership within financial market infrastructure (CSD, CCP, clearing agency, custody, securities settlement, or systemically important financial platforms).
- Education: University degree in Computer Science, Engineering, or equivalent practical experience.
- Market Transformation Track Record: Demonstrated success leading enterprise- or market-wide transformations (e.g., T+1/T+0 settlement implementation, ISO 20022 migration, CSD/CCP modernization, or custody platform overhaul), digital securities/tokenization strategy, DLT post-trade implementation, or regulated digital market infrastructure pilots moving toward production capability.
- Technical Architecture Expertise/Knowledge: Deep hands-on background with large-scale, high-availability distributed systems across cloud, hybrid, and on-premise environments. Familiarity with SOA, BPM, microservices, DB2, PostgreSQL, MQ/WebSphere, and DevSecOps pipelines, ledger integration patterns, smart-contract governance, digital custody/key-management controls, and reconciliation between distributed ledger records and traditional CSD books of record.
- Domain & Regulatory Acumen: Comprehensive knowledge of CSD settlement concepts (DVP, netting, novation, finality, corporate actions, asset servicing), global market structures (DTCC, SEC, ESMA, Euroclear, Clearstream) and the regulatory considerations associated with tokenized securities, DLT-based settlement, digital custody, privacy, participant access and legal finality.
- Data & Messaging Standards: Mastery of post-trade data standards (ISO 20022, ISO 15022, SWIFT, FIX, ISIN, LEI, canonical data models, and data lineage).
- Influence & Communication: Outstanding executive communication and interpersonal skills, with a proven ability to simplify complex technical/market structure concepts and build consensus across matrixed organizations.
Nice to Have(s):
- Direct experience working inside a CSD, CCP, global custodian, or central bank infrastructure provider.
- Exposure to global peer regulatory frameworks and market utilities (e.g., T2S, CSDR settlement discipline, DORA resilience standards).
- Hands-on implementation experience with AI/ML solutions applied to core financial or operational workflows.
- Direct hands-on experience with one or more institutional DLT / digital market infrastructure platforms or patterns, such as Canton/Daml, Corda, Hyperledger, Ethereum enterprise/L2 models, tokenized deposits, CBDC concepts, institutional wallets, MPC/HSM key-management, smart-contract assurance, privacy-preserving ledger models, or digital bond / tokenized fund issuance.
- Strong familiarity with Cloud-Native platforms, modern API architecture, and Agile transformation practices.
