Description

DPD seeks an analytical, service-oriented Functional Analyst II to provide functional systems, data, reporting, and process support to the Director's Office. The successful candidate will have access to sensitive and privileged information related to the Deputy & Director's work is accountable for maintaining strict confidentiality. The ideal candidate is organized, comfortable with Excel databases, Office 365, and SharePoint, and able to manage several priorities and deadlines. They should also communicate well with both technical and nontechnical individuals and approach their work through equity, inclusion, and social justice lens.
This position supports the Director and Deputy Director by organizing and analyzing data, maintaining spreadsheets and databases, preparing professional documents, and responding to special data requests. The functional analyst may also help employees use department technology by troubleshooting issues, providing training by creating instructions and training materials, and explaining technical information to employees with varying levels of technical knowledge.
This position may be filled as a Career Service (CS) Term-Limited Temporary (TLT) or Special Duty Assignment (SDA), based on departmental needs. This recruitment may also be used to establish an eligibility list for future Functional Analyst II vacancies within the Director’s Office for up to six months.

ESSENTIAL JOB FUNCTIONS AND DUTIES include, but are not limited to, the following:
- Provide technical support that requires interpreting established policies. procedures, processes, and data.
- Research and summarize specialized or technical information from varied sources. This may require selecting the most appropriate material and the use of spreadsheets and customized database applications.
- Maintain accurate spreadsheets with pertinent information and data related to the Director and Deputy Director’s work.
- Compose, draft, summarize, prepare, proofread and/or edit documents, forms, correspondence to ensure grammar and professionalism.
- Develop, create and maintain training documentation, user guides, and process documentation.
- Query, clean, and standardize data from management databases to support accurate reporting and analysis.
- Assist with ad-hoc data requests in support of policy initiatives, strategic planning, and budgetary or programmatic needs, often under deadline.
- Support colleagues in building technical proficiency and confidence using Department data systems and software applications.
- Other duties, as assigned.

Minimum Qualifications:
- Minimum of three years of experience in the administration and expert use of data spreadsheets and systems in a legal setting; OR any equivalent combination of experience, education, or training that demonstrates the desired skills, knowledge, and ability required to perform the work
- Valid Washington Driver’s License or the ability to travel throughout King County in a timely manner.
Desired Qualifications:
- Demonstrated working experience in a law firm, preferably public defense.
- Demonstrated working experience in a unionized environment.
- Creating reporting tools used by Leadership or Executives.
- Experience developing dashboards, reports, and using tools like Power BI, Power Query, Tableau, or similar platforms.
Knowledge of:
- Organizational skills and the ability to manage multiple, sometimes competing, priorities to produce accurate and timely work products.
- Client organizational business systems and practices, business systems integration and design, workflow analysis.
- Systems analysis; relational databases and automated systems data modules, automated systems testing procedures, data conversion analyses, design, and troubleshooting applications; table relationships, and views
Ability to:
- Provide technical support to non-technical staff.
- Create training materials and deliver training to staff with varying levels of technical proficiency.
- Manage documents and information within Microsoft Office Suite: Excel, Power Point, Visio, Word, Access, Power BI, and SharePoint, including organizational structure and access management.
- Analyze raw data, including cleaning and standardizing data for reporting purposes.
- Interact with a broad range of key interested parties — including staff, leadership, and external partners — to understand needs, translate them into workable solutions, and communicate technical information clearly to non-technical audiences.
- Apply a lens of equity and social justice in the work and demonstrate inclusive behaviors as a team member.
- Communicate effectively, both orally and in writing, with individuals from diverse backgrounds and technical skill levels.
- Handle multiple competing priorities and producing quality detailed work within tight timeframes.

This recruitment may be used to fill a Career Service (CS), Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) Functional Analyst II position, and to establish an eligibility list for vacancies that may occur within the next six months. Term-Limited Temporary and Special Duty Assignments may last up to 12 months and may be extended or end early based on business needs.
Note: Special Duty opportunities are only open to current King County career service employees that have completed their initial probation. Special Duty applicants must have approval from their current supervisor to accept an assignment.
Pay Upon Special Duty Placement: current employees selected for special duty will be compensated based upon the provisions of the King County Code/Personnel Guidelines for their base position.
The selection process may include evaluation of application materials and supplemental questions, interviewing, references, a personnel file review going back the last three (3) years, and if applicable a background check. WORK SCHEDULE AND LOCATION
The Director’s Office works in a hybrid model, with an onsite minimum of three (3) days per week. During the probationary period, employees are required to work onsite four (4) days per week. The ratio of telecommuting to onsite work will be dependent on business needs and is subject to change. The primary onsite location for this position is the Dexter Horton Building, 710 Second Avenue, Seattle.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
The typical workweek is 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is non-exempt from the provisions of the Fair Labor Standards Act and is eligible for overtime.
Rotations of work location and practice area and/or workflow are an essential function and can occur based on business need. You may be required to report to any of our Seattle and/or Kent locations.

Outside Work Policy for Administrative Staff will apply to employees, such that you must receive approval from your supervisor and Managing Attorney before being permitted to engage in outside employment for compensation or volunteer.
