As a Senior Programme Officer, you will work across the full project lifecycle, from business case development and approval through to delivery, monitoring, evaluation and closure. About the role

As a Senior Programme Officer, you will take the lead on a portfolio of housing programmes and projects, supporting delivery partners and scheme promoters to develop high-quality proposals and successfully deliver new homes in South Yorkshire.

You will provide guidance and challenge throughout the project lifecycle, ensuring projects are managed effectively, funding agreements are robust, risks are identified and mitigated, and reporting requirements are met. Working closely with internal teams and external partners, you will help ensure projects remain on track, deliver agreed outcomes and comply with governance and assurance requirements.

The role includes monitoring financial performance, processing funding claims, supporting change control processes, maintaining accurate programme information and preparing reports for senior leaders and decision-making boards. You will also contribute to programme reviews, evaluation activity and continuous improvement initiatives that strengthen programme delivery across SYMCA.

In addition, you will provide support and guidance to Programme Officers and colleagues within the team, helping to build capability and promote consistent, high-quality programme management practices.

About you

You are an organised and analytical programme professional with experience of managing projects or programmes through different stages of the delivery lifecycle. You are confident working in a fast-paced environment, balancing competing priorities and building productive relationships with a wide range of stakeholders.

You will bring:
  • Experience of project and programme management, governance and reporting.
  • Experience of managing projects through the full project lifecycle.
  • Strong stakeholder engagement and relationship management skills.
  • Experience of preparing reports, briefings and project documentation for a range of audiences.
  • Knowledge of project governance, assurance and risk management processes.
  • Strong organisational skills and attention to detail.
  • The ability to analyse information, identify solutions and make sound recommendations.
  • Experience of working collaboratively across organisational boundaries and with delivery partners.
  • Financial awareness and an understanding of monitoring project budgets and funding.
  • The ability to work independently, use initiative and make informed decisions.
You will be a confident communicator with strong influencing skills and a commitment to delivering high-quality outcomes. Most importantly, you will be someone who enjoys working collaboratively to turn investment into tangible benefits and who is motivated by helping deliver programmes that make a real difference across South Yorkshire.
