Description
ACLC, LLC is seeking an exceptional, highly experienced Program Manager to provide comprehensive leadership, operational oversight, and contract management for a diverse team of multi-functional contractor professionals supporting the U.S. Army Central (USARCENT) Headquarters staff. The selected candidate will serve as the primary corporate point of contact for government leadership and will directly manage personnel embedded within the USARCENT G1 (Human Resources, Payroll, Suitability), G2 (Intelligence, Current Operations, SSR, Foreign Disclosure), G4 (Logistics, Supply, Maintenance, Munitions, Mobility, Acquisition, Program Analysis), and Public Affairs (PAO) sections.
This is a full-time, on-site position, which requires a Top SECRET clearance.
This position is contingent upon contract award.
Essential Duties and Responsibilities:
- Contract & Operational Leadership: Direct day-to-day operations of all contract personnel across multiple staff sections, ensuring 100% compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and corporate performance baselines.
- Government Customer Interface: Serve as the principal liaison to the government Contracting Officer (CO), Contracting Officer's Representative (COR), and USARCENT staff section directors to review deliverables, resolve operational issues, and brief contract execution status.
- Personnel Management & Recruiting: Oversee workforce retention, performance evaluations, and the rapid recruitment/onboarding of highly qualified candidates possessing active security clearances (Secret to TS/SCI) to maintain optimal contract manning levels.
- Financial & Resource Oversight: Manage program budgets, labor hour tracking, monthly invoicing verification, and subcontract allocations to ensure maximum fiscal efficiency and prevent corporate cost overruns.
- Risk Management & Security Compliance: Establish, monitor, and enforce strict corporate and government security protocols, specifically governing personnel security, clearance verifications, handling of classified material, and operational safety (OPSEC).
Required Qualifications:
- Education: Bachelor's degree in Business Administration, Management, Logistics, National Security, or a related field (Master's degree highly preferred).
- Experience: Minimum of 8–10 years of progressive program management experience overseeing large-scale, multi-functional Department of Defense (DoD) or Department of the Army service contracts. Direct experience working within an Army Component Command (ASCC), Corps, or Division staff environment is highly preferred.
- Certification: Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) is mandatory.
- Clearance: Active DoD Top Secret clearance with SCI eligibility is required at the time of application and must be maintainable.
- Skills: Expert knowledge of the Federal Acquisition Regulation (FAR/DFARS), military command structures, and executive-level resource management. Masterful verbal and written communication skills are necessary to brief senior military leadership (O-6 and General Officer level).
