JOB SUMMARY
The Payroll Tax Specialist is responsible for supporting accurate, compliant, and timely payroll tax administration across PACS’s multi-state portfolio of healthcare facilities. This role researches and resolves federal, state, and local payroll tax notices; coordinates with tax agencies, ADP SmartCompliance, internal payroll teams, and facility contacts; and maintains accurate tracking, documentation, and audit-ready records. The Payroll Tax Specialist also supports tax account registrations for newly acquired entities, assists with payroll tax reconciliations, tax rate changes, and compliance inquiries, and helps strengthen payroll tax processes, controls, and reporting through continuous improvement and attention to detail.
Responsibilities
Research and resolve federal, state and local payroll tax notices across PACS’s multi-state portfolio of healthcare facilities
Analyze penalty & interest assessments to determine responsibility and identify abatement eligibility
Review and validate ADP SmartCompliance response packages for accuracy and completeness before closing notices in tracking log
Communicate effectively with federal, state and local tax agencies via phone, email and agency portals to resolve notices and disputes
Provide support to internal payroll teams and facility level contacts regarding notice-related inquiries
Monitor and manage FreshService ticket queues related to tax notices to ensure SLAs are met and issues are routed appropriately
Maintain the agency notice tracking log and ensure all notice activity is documented accurately for audit reporting purposes
Register for state & local withholding/unemployment tax IDs for newly acquired companies
Facilitate the creation of state specific POA forms to grant ADP legal authorization to act on acquired entity’s behalf
Ensure adherence to department and company SOPs and support the maintenance of process documentation
Manage unemployment tax rate changes
Collaborate with team members to identify efficiencies and improve notice resolution workflow
Stay updated on payroll tax legislation, agency rule changes and filing requirements to help prevent future notices
Support the preparation and maintenance of payroll tax policies, procedures and internal reference materials
Assist with internal and external audit support and compliance inquiries as needed
Qualifications
3+ years of payroll tax experience in a multi-state environment
Hands-on experience with payroll, specifically tax processing and adjustments
Working knowledge of tax systems for notice tracking and resolution
Solid understanding of federal, state and local payroll tax compliance requirements
Strong organizational skills with the ability to manage multiple deadlines and notice queues simultaneously
Clear written communication skills for agency correspondence and internal documentation
Ability to work independently and escalate issues with good judgement
Proficiency in Microsoft Excel for reconciliation, tracking and reporting
Comfort navigating federal and state agency portals
Prior experience setting up tax jurisdictions for newly acquired entities
Familiarity with SUI/FUTA reconciliation and unemployment tax management
Preferred
Experience with Workday and ADP SmartCompliance
Multi-entity and multi-state payroll

Work Location
This role is based at PACS Headquarters in downtown Salt Lake City, UT. Relocation assistance is available for qualified candidates who reside outside the greater Salt Lake City area.
Travel
Travel is expected across regions to build relationships and support implementation. Anticipated travel: 5% depending on business needs.
