Program Manager-Broadband and Cable Affairs

Loudoun County’s Department of Information Technology is currently seeking a talented and highly motivated individual to serve as the ambassador for the County’s Broadband Strategic Plan who is familiar with broadband infrastructure. ?The focus of this position will be on working collaboratively with citizens, County staff and the Board of Supervisors to communicate and work towards advancement of the County’s Broadband Strategic Plan and to advance activities to improve broadband, particularly in western Loudoun County.  This is not solely a technical position. There is a large element of policy development and community collaboration that is necessary. 

This position will: 

• Provide program oversight for ongoing broadband projects and coordination of those activities, and effectively communicating status 
• Coordination between internal County staff and external vendors, consultants, and stakeholders 
• Coordinate franchisee support for cable/broadband buildouts in new and renovated County facilities, including specifications, scheduling, acceptance, and close-out; partner with Facilities and Finance to address cable billing and inter-departmental accounting issues.
• Liaison between the Department of Information Technology and County Administration for all matters regarding broadband
• Serve as the primary point of contact for citizen requests and concerns related to cable franchise and broadband matters; oversee intake, triage, and resolution via the Loudoun Express Request (LEx) system, and maintain monthly status reporting.
• Communication plan and website updates to reflect the advancement of broadband through a variety of activities
• Lead outreach that promotes County broadcast television and broadband services to residents and businesses, aligning efforts with the broadband communication plan and collaborating with Public Affairs.
• Cooperation with the County’s Communications Commission
• Ensure A/V logistics and technology coordination for Communications Commission meetings and related monthly LEx update presentations by partnering with DIT audio-visual staff; act as the meeting technology point-of-contact on agenda nights.
• Develop governance for all aspects of broadband related projects and activities
• Provide non-technical advisement on broadband, wireless, and cable technologies by coordinating input from technical subject-matter experts to inform policy, procurement, and program decisions.
• Provide strategic oversight for digital equity related issues including affordable broadband to low income and disadvantaged housing, providing for telehealth, education, and employment services, and coordinating supporting initiatives across the County
• Identify resources and present analysis of possible vendors/projects that will address broadband needs in Loudoun County
• Write Requests for Proposals for provision of broadband internet services, both wired and wireless
• Draft and recommend policy changes to support implementation, maintenance, and expansion of affordable broadband services
• Research and work with Grant’s Coordinator to explore and apply for broadband related grants
• Reviews, initiates, and explains legislative items that are before the state General Assembly, the FCC, and Congress. 
• Demonstrates compliance with County, Department, and Division policies and procedures, and federal state laws and regulations, as applicable to position.
• Administers the County’s cable franchise agreements.
• Support special projects as assigned to advance broadband and cable objectives across the County.
• Possess and demonstrate in-depth knowledge of principles and practices related to broadband to the premises
• Holds a working knowledge of broadband legislation and franchise agreements, and has a willingness to remain current on the changing landscape
• Experience administering public-facing request/case systems (e.g., LEx) and producing recurring operational reports for stakeholders.
• Ability to coordinate cable/broadband construction activities in County facilities and to resolve vendor billing and inter-departmental accounting issues.
• Capability to translate technical input on broadband, wireless, and cable into clear program decisions and communications for non-technical audiences.

Hiring salary is commensurate with experience.

Bachelor's degree; five (5) years of related work experience with experience with cable TV, telecommunications, or broadband services; or equivalent combination of education and experience.

Preferred Qualifications:

• Experience with broadband providers and equipment vendors preferred
• Experience with SharePoint, Teams, and ServiceNow; local government experience preferred.
• Certifications such as SCTE, ITIL Foundation, PMP or CAPM; familiarity with Planview/Innotas.
• PMP certification a plus.
