Pre-employment Requirements
Employment for this position is contingent upon the successful completion of a reference check, background check, driving record check, and City Council approval.

• Lead the planning, design, bidding, construction, and delivery of public infrastructure improvement projects, ensuring projects are completed in accordance with engineering best practices, applicable regulations, budget, schedule, and the city's strategic goals. Coordinate engineering consultants, city staff, contractors, utility providers, and external agencies throughout all phases of project development and implementation.
• Provide leadership and oversight of engineering operations and development review activities, including supervising the review of private development proposals, administering special assessment projects and proceedings, collaborating with Public Works on project implementation, and supporting long-range planning, capital improvement programming, grant administration, and division operations.
• Serve as a trusted technical advisor and representative of the Engineering Division, preparing reports and recommendations, presenting projects and technical information to the City Council, commissions, residents, and other stakeholders, while fostering positive relationships and responding to complex questions, concerns, and service requests.
• Lead, develop, and support Engineering Division staff by providing supervision, coaching, performance management, professional development, and accountability while fostering a collaborative, high-performing, equitable, and respectful workplace aligned with the city's mission, vision, and core values.
• Support organizational leadership and continuity of operations by assisting the City Engineer with strategic planning, budgeting, capital improvement planning, and departmental initiatives, serving as Acting City Engineer when assigned, and performing other related responsibilities to ensure effective division operations.

Knowledge of:

• Knowledge of civil engineering principles, practices, and methods in the areas of local municipal infrastructure, construction methods and materials, traffic control systems and devices, and drainage systems.
• Knowledge of federal, state, and local laws, rules, and regulations relating to municipal infrastructure system designs, construction and maintenance, land acquisition, and traffic control.
• Working knowledge of municipal state aid funding programs and methods of obtaining project approvals.
• Working knowledge of computer applications.

Need to have:

• Must have a valid Class “D” Minnesota driver’s license.
• Bachelor’s degree in civil engineering or related field from an accredited college or university.
• Registered as a professional engineer in Minnesota (or able to obtain within six months of start date).
• Four years engineering experience 
• Previous supervisory experience or experience

Nice to have:

• Master’s degree in civil engineering r related field from an accredited college or university
• Previous experience as an Assistant City Engineer, Project Engineer, or Graduate Engineer for a local municipality or county. 
• Experience with municipal projects including street preservation, mill and overlays, rehabilitation, reconstruction, and projects involving utility infrastructure. 
• Thorough understanding of Minnesota’s special assessment process.
• Experience working with MnDOT State Aid standards and funding processes.
• Experience working with ArcGIS.

Environmental Conditions:
Office environment; exposure to computer screens, regular field trips; inclement weather when inspecting projects.

• Regularly read and interpret documents and other written material. 
• Regularly communicate and exchange information with others in person, over the telephone, and using written communication methods. 
• Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery. 
• Regularly operate computers and other office equipment, such as copy machine, printer, and telephone, as well as equipment/tools consistently found in municipal engineering and planning. 

Physical Conditions:
Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; general manual dexterity; adequate hearing, vision, and speech required; must be able to operate assigned equipment. Ability to handle non standard terrain as it pertains to onsite inspection and analysis.

• Exposure to adverse weather conditions and/or in the presence of heavy construction equipment may occur on project sites. 
• Employee is subject to noise, but generally free from additional work hazards. 
• Occasionally move or transport items weighing up to 25 pounds. 
• There may be occasional exposure to hostile or aggressive behavior by members of the public.
