The San Francisco Bay Area Rapid Transit District (BART) is seeking a dedicated Environmental Health and Safety Specialist to support the District’s comprehensive safety and compliance programs. Under general supervision, this position provides direct environmental health and safety services to employees and operational divisions, assisting in the development, implementation, and auditing of EH&S programs across a wide range of regulatory topics. The incumbent plays a key role in strengthening the District’s safety culture by conducting accident and incident investigations, preparing detailed reports, analyzing trends, and recommending corrective measures to reduce risk and improve workplace safety. This role also supports the creation and delivery of OSHA-compliant training, including video, CBT, and contractor-provided instruction, and prepares procurement documentation as needed to maintain program readiness and regulatory alignment.

In this role, the Environmental Health and Safety Specialist contributes directly to the protection of employees, patrons, and the public by performing facility and operational inspections, documenting findings, and monitoring PPE use to ensure adherence to established safety procedures. The position applies professional-level knowledge of environmental health and safety principles, Title 8 CCR regulations, and industry standards to support compliance and operational excellence. The incumbent serves as a liaison to regulatory agencies, participates in District-wide safety meetings and campaigns, and delivers toolbox talks on diverse safety topics to reinforce awareness and accountability. Through sound judgment, collaboration, and technical expertise, this position helps drive continuous improvement and ensures that BART’s operations meet or exceed regulatory safety requirements.

The most qualified candidate for this position will have highly developed competencies in the following areas, which will be reinforced with related work experience and will be clearly articulated during the selection process:

• Supports District Safety Program - develops, implements and audits programs and procedures to comply with State regulations and District rules and procedures.
• Investigates accidents and incidents, documents findings, prepares reports.
• Conducts job safety observations and PPE hazard assessments.
• Conducts inspections of District facilities and worksites.
• Serves as liaison to representatives of regulatory agencies.

Pre-employment processing will include a background check. This requirement does not apply to current full-time District employees unless the position requires additional evaluations or clearances.

1. Implements and monitors occupational health and safety program activities including facility inspections, accident investigations and emergency planning operations; monitors program compliance with mandated laws, rules and regulations.
   
   
2. Monitors and inspects new and planned District facilities for compliance with environmental requirements including noise, equipment layout, air quality and related health and safety issues.
    
3. Provides assistance in administration of the Illness and Injury Prevention program; reviews Cal/OSHA standards; observes District operations to assess potentially unsafe working practices and conditions; makes recommendations to address these issues.
    
4. Participates in the administration of a variety of programs addressing occupational health and safety issues including cumulative trauma, blood borne pathogen, hearing conservation and emergency preparedness programs; evaluates program goals and objectives; determines training or other support requirements; makes recommendations on program implementation.
    
5. Conducts safety inspections of a variety of District owned vehicles including automotive and heavy equipment.
    
6. Maintains records and develops reports on new or ongoing programs and program effectiveness; prepares statistical reports as required.
    
7. Participates in the development of safety education and safety training programs; evaluates training needs; develops materials and conducts training sessions to meet District safety objectives.
    
8. Provides technical safety information and compliance requirements to District management staff, employees and contractors.
    
9. Reviews safety accident investigation reports of employee injuries; determines cause and recommends preventive measures.
    
10. Participates in the District's defensive driving program; schedules and teaches classes; maintains participant database.
     
11. Maintains awareness of new developments in the field of industrial safety.

Education:
A Bachelor’s degree in safety engineering, industrial engineering, industrial hygiene, or a closely related field from an accredited college or university.

Experience:
Two (2) years of (full-time equivalent) verifiable professional occupational health or safety program experience.
 
Other Requirements:
Must be physically able to access the BART operating right-of-way, climb on and off rail equipment, climb ladders, walk on uneven surfaces, and visit construction sites.
Must be able to respond to after-hours incidents and to perform after-hours assignments for the various District work shifts.
Must possess a valid California driver’s license and have a satisfactory driving record. Must be able to understand, read and communicate in English.
Must be able to wear respiratory protective equipment during the performance of assigned duties in accordance with the District Respiratory Program and applicable Cal- OSHA requirements.
 
Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A Bachelor’s degree is preferred.Knowledge of:
