Full-time | Anticipated period: September 2026 – June 2028
ASR International Corporation is seeking a full-time Construction Inspector (CI) to provide on-site surveillance for a U.S. Coast Guard design-build project: Engineering & Weapons Training Building Phase 2 at USCG Training Center Yorktown, VA. The work is a two-story facility interconnected to Phase 1 (Sam Travis Hall).
About the role
- Full-time, on-site at USCG Training Center, Yorktown, VA 23690
- Standard schedule: 40 hours/week, 8 hours/day, 7:00 a.m.–4:00 p.m., Monday–Friday, until building occupancy
- Overtime only when directed by the Government (up to about 10%)
- Field office provided on site; you will use ASR-furnished laptop, phone, camera, and inspection equipment
Responsibilities
- Attend pre-construction, quality control, progress, and other project meetings; take minutes when directed
- Review drawings, specifications, schedules, submittals, RFIs, and proposed changes; provide comments, including cost and schedule impact
- Perform daily inspection and surveillance of construction work for conformance with the contract
- Review, comment on, and sign Daily Construction Reports; notify the PM/COR of non-compliant work
- Witness field tests; maintain a field-test log; review contractor test reports
- Monitor survey layout and elevations; verify that as-builts match field conditions
- Track submittals and maintain organized project files (UniFormat)
- Observe safety performance and report violations within the limits of the inspector’s authority
- Review contractor payment requests, quantities, and certified payrolls; conduct monthly labor-standards interviews
- Keep a bound inspector’s daily diary and weekly progress reports with dated, captioned photos
- Participate in pre-final and final inspections; help develop and close punch lists
- Review as-builts, installation instructions, and O&M manuals
- Coordinate base access, outages, excavations, and haul/delivery routes with Coast Guard stakeholders
- Safeguard sensitive but unclassified / CUI information and identify yourself as a contractor at all times
Required qualifications
- U.S. citizenship (required for USCG installation access)
- Ability to work full-time on site in Yorktown, VA for the full project duration (approx. Sep 2026–Jun 2028)
- Willingness to sign a letter of intent and commitment as the named Construction Inspector
- Experience as a construction inspector, quality control manager, or superintendent on building construction — federal, military, or design-build experience strongly preferred
- Ability to read and interpret construction drawings, specifications, and schedules
- Working knowledge of construction means and methods across civil, structural, architectural, mechanical, electrical, and site work
- Strong daily documentation skills (diary, DCRs, photos, weekly reports)
- Proficiency with Microsoft Office and Adobe Acrobat; experience with construction management software (Procore or equivalent) preferred
- Valid driver’s license and ability to work outdoors in all weather, including on active construction sites
- Ability to obtain installation access / PIV badging; no specific security clearance is stated for this role
Preferred qualifications
- Prior USCG, NAVFAC, USACE, or other DoD/DHS construction inspection or QA experience
- Degree in construction management, engineering, or a related field, or equivalent field experience
- USACE Construction Quality Management for Contractors (CQM-C), OSHA 30, and/or relevant trade or inspection certifications
- Experience with certified payrolls, SCA/Davis-Bacon labor interviews, and as-built verification
- Local to the Hampton Roads / Historic Triangle area, or willing to relocate for the assignment
Physical / work environment
Work is performed on an active construction site and in a field office. The role requires walking uneven terrain, climbing, standing for extended periods, wearing required PPE, and working in heat, cold, rain, and dusty conditions.
