Description
This position performs specialized duties in support of the operations of the Borough's Emergency Operations Center.
Work is performed and duties are carried out in accordance with established Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork. F5High School diploma or equivalent.
Five (5) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems. Relevant experience may include: emergency management, coordinating emergency management response, planning, preparedness, response and recovery. Working with public safety entities, COOP and EOP planning, ICS/NIMS compliance, grant preparedness and maintenance. Emergency communications and infrastructure support and delivery. Operating in a high stress, delivery dependent situations.
Possession of a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated. Must be at least 19 years of age with one (1) year of driving experience.
An incumbent in this position may be required to possess: General Radiotelephone Operators License, Marine Operators Permit, and/or Amateur Radio Technician License.
Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire, ICS 300 and ICS 400 within nine (9) months of hire, and ICS 200 and IS 800 within one (1) year of hire. Incumbents may be required to complete additional Incident Command System (ICS) courses related to position.
Must successfully pass a pre-employment background check and drug screen.

- Plans, coordinates, and manages projects to ensure adequate preparation, response, recovery and mitigation of natural and man-made Type 3, 2, or 1 disasters.
- Responds to Type 4 emergency incidents as needed or assigned; provides specialized support for the operations of an Incident Command Post, including the Mobile Command Van and the Emergency Operations Center.
- Performs as a member of the Incident Management Team during drills, exercises, and actual emergencies.
- Participates in the planning and conducting of tests and exercises; coordinates and conducts ICS and NIMS compliant response activities.
- Assists in coordinating disaster response activities throughout all Borough jurisdictions and with the State of Alaska Department of Homeland Security and Emergency Management.
- Ensures all Borough claims for disaster relief and reimbursement are submitted and administered in compliance with applicable laws and regulations.
- Develops, modifies and monitors assigned projects, schedules, budgets, and cost estimates.
- Develops emergency management policies and procedures.
- Identifies and delivers ICS/EM courses as assigned and qualified.
- Maintains, controls and operations EOC, logistics, and tracking software.
- Maintains inventory of tools, equipment, and vehicles.
- When staffing the EOC performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an incident.
- Performs related duties.
