Job Description:

World Vision International Nepal (WVI Nepal) has launched a Category II Emergency Response in the districts of Rasuwa and Nuwakot, Bagmati Province, following devastating flash floods along the Bhote Koshi and Trishuli river corridors that caused casualties, displacement and extensive damage across Rasuwa, Nuwakot and Dhading. The 12-month Nepal Flash Flood Response (NFFR) 2026 plan which is funded by several donors targets 25,000 people, including 10,000 children, from around 5,000 affected households across seven sectors, moving from relief into early recovery. This position will also support health and nutrition activities in the other emergency response project funded by the US government (RISE project) focuses on moderate acute malnutrition in districts of Madhesh Province (Mahottari, Sarlahi and Rautahat).

 

This position has responsibility to lead the health and nutrition activities in the Nepal Flash Flood Response project and RISE project to respond to emergency needs and to functionalize health, nutrition and hygiene (WASH) interventions. The activities will take place in the emergency response locations (Rasuwa and Nuwakot) and in WVI Nepal's development program areas (such as in Mahottari, Sarlahi and Rautahat  districts).  The role ensures technically sound programming of World Vision and partner NGOs in the areas of health, nutrition and the hygiene component of WASH. The role will also ensure the technical aspects are compliant with WVI Nepal’s standards, government policies, and humanitarian norms. Key Responsibilities include:

• Monitoring partner NGOs’ health, nutrition and hygiene program quality and project delivery.
• Providing technical and functional support for quality health, nutrition and hygiene programming.
• Leading on emergency nutrition actions including IYCF-E, screening, management of MAM and referral of SAM cases, community mobilization, and integrated health and WASH interventions.
• Coordinating with government authorities, UN agencies, INGOs, and cluster coordination mechanisms
• Developing annual technical support plans and rolling out tools, benchmarks, and guidance for emergency contexts and in development contexts, where relevant.

 

MAJOR RESPONSIBILITIES

Technical support in project implementation

• Support the project and PNGO managers to implement health, nutrition and hygiene (related to WASH programming) planning, budgeting, implementation, monitoring, and support reporting to ensure achievement of agreed emergency response and DHR funded RISE project objectives, targets, and quality standards.
• Provide overall technical leadership to the World Vision team and partner NGOs implementing nutrition interventions, including Positive Deviance (PD) Hearth, Management of Moderate Acute Malnutrition (MAM) and referral support for severe acute malnutrition, maternal health and nutrition, and integrated WASH activities.
• Ensure timely and quality implementation of emergency nutrition interventions, including community screening, identification and referral of SAM and MAM cases, growth monitoring, child vaccination support, and hygiene interventions.
• Conduct community awareness sessions on personal, household, and environmental hygiene.  Educate community members on proper handwashing with soap at critical times, including before eating and after using the toilet.
• Promote safe water handling, treatment, storage, and consumption practices to prevent waterborne diseases.
• Capacity development of health operations and management committees to functionalize health systems at local health facility level.
• Conduct regular program reviews with partners to assess progress, address bottlenecks, and strengthen implementation quality.
• Lead project start-up, transition, close-out, and sustainability planning processes together with partners.
• Facilitate integration of Gender Equality and Social Inclusion (GESI) principles throughout project planning, implementation, monitoring, and evaluation.

 

Emergency Preparedness and Response

• Provide technical leadership and coordination for emergency health and nutrition responses, including floods, earthquakes, disease outbreaks, and other humanitarian emergencies.
• Lead rapid needs assessments for health and nutrition and support emergency response planning, implementation, monitoring, and reporting.
• Ensure implementation of emergency nutrition interventions, including IYCF-E, acute malnutrition screening and referral, micronutrient support, and hygiene activities.
• Support emergency health response activities, including disease surveillance, rapid health assessments, referral of vulnerable cases, and coordination with health facilities to ensure timely access to essential health services.
• Conduct community outreach and health awareness sessions on disease prevention, hygiene promotion, safe water practices, outbreak preparedness, and emergency health measures during disasters and public health emergencies.
• Coordinate with government and humanitarian partners on emergency health, nutrition, vaccination, WASH, and health and nutrition related risk communication and community engagement activities.
• Monitor public health and nutrition risks and support preparedness and response measures during emergencies.
• Ensure integration of nutrition, health, WASH, with other sectors such as protection, and integrate psychosocial considerations within emergency responses.

 

Information Management and Learning

• Ensure accurate, timely, and real-time collection, analysis, and reporting of nutrition-related data, including SAM/MAM caseloads, maternal nutrition indicators, and maternal, newborn, child health and nutrition service coverage.
• Health and hygiene information management - timely information sharing on possible disease outbreaks and prepared mitigation measures as per the context.
• Support the design and implementation of digital and paper-based monitoring systems that improve data quality and decision-making.
• Collaborate closely with the MEAL team to roll out emergency information management systems such as SORMAS, 5Ws reporting, and other donor-required reporting mechanisms.
• Conduct routine data verification, validation, and quality assurance exercises to ensure accuracy and reliability of program information.
• Generate periodic analytical reports highlighting program achievements, gaps, trends, and recommendations for management decision-making.
• Document and disseminate case studies, success stories, lessons learned, and best practices from both non-emergency health, nutrition and hygiene programming and emergency flood response interventions
• Support the project managers to maintain proper program documentation and information management systems in compliance with organizational policies.

 

Capacity Strengthening and Technical Support

• Assess technical and operational capacity gaps related to health, nutrition and hygiene related to WASH among partner staff and develop capacity-strengthening plans.
• Provide technical guidance, coaching, mentoring, and supportive supervision to WVI Nepal staff, partners staff and government staff to improve program quality and effectiveness.
• Strengthen partner capacity on key nutrition interventions, including:
  • Infant and Young Child Feeding (IYCF) and IYCF in Emergencies (IYCF-E) practices (e.g. Exclusive breastfeeding promotion and support, complementary feeding for children aged 6-23 months).
  • Community-based management and referral of acute malnutrition.
  • Maternal nutrition interventions.
  • Super Cereal distribution and monitoring.
• Support establishment and quality functioning of IYCF corners in shelters, temporary settlements, health facilities, and communities.
• Strengthening community mobilization, behaviour change communication, and nutrition awareness initiatives in communities and schools.
• Strengthening partner capacity on key health and hygiene interventions, including:
  • Community-based disease surveillance and outbreak preparedness and response.
  • Hygiene promotion, handwashing practices, and risk communication and community engagement.
  • Infection Prevention and Control (IPC) measures in community and health facility settings.
  • Maternal, newborn, and child health (MNCH) awareness and referral mechanisms.
• Promote integration of GESI, disability inclusion, safeguarding, protection, and environmental sustainability across partner program.

 

Monitoring, Evaluation, Accountability and Learning

• Conduct regular field monitoring visits to assess programme quality, effectiveness, compliance, and beneficiary satisfaction.
• Monitor project performance against approved indicators, benchmarks, work plans, and donor commitments.
• Verify program data through spot checks, field observations, and review of partner reporting systems.
• Work closely with the MEAL team to strengthen community feedback and accountability mechanisms and ensure appropriate response to beneficiary concerns.
• Monitor coverage and quality of nutrition, health, and WASH services at community and facility levels.
• Support evaluations, assessments, operational research, surveys, and learning reviews to enhance programme effectiveness.
• Promote utilization of monitoring and learning findings for adaptive program management.

 

Risk Management & Compliance

• Identify, assess, and monitor program risks related to public health emergencies, disease outbreaks, operational challenges, supply chains, and service delivery.
• Develop and implement risk mitigation and contingency plans related to health, nutrition and hygiene programming in collaboration with partner NGOs, local authorities, and relevant stakeholders.
• Ensure compliance with World Vision International policies, donor regulations, government guidelines, and humanitarian principles through engagement with partner NGOs and project visits.
• Support partners in maintaining adequate documentation and evidence required for audits, donor reviews, and compliance assessments.
• Strengthen accountability, transparency, safeguarding, and ethical practices throughout program implementation.

 

External Engagement and Coordination

• Build and maintain productive relationships with provincial and local governments, UN agencies, INGOs, NGOs, and other stakeholders.
• Represent World Vision International Nepal in nutrition, health, WASH, and emergency coordination forums at local and provincial levels.
• Participate in relevant technical working groups, clusters, task forces, and coordination mechanisms.
• Advocate for improved access to quality nutrition and health services for vulnerable populations.
• Strengthening collaboration, information sharing, and joint planning among partners to enhance program effectiveness and avoid duplication.
• Contributes to increased visibility, communication efforts and donor engagement by showcasing program achievements, impact, and learning.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

• A 2-3 years proven record of health and nutrition experience working both in emergency and in development program 

 

Required Education, training, license, registration and certification

• Bachelor’s degree in Public Health, Nutrition, Nursing, or in the fields suitable for development.

 

Essential Knowledge and Qualifications

• Knowledge of development and humanitarian industry.
• Writing quality reports.
• Data management.
• Demonstrate collaboration & team building skills.
• Effective relationship management skills; ability to influence without having authority.
• Strong oral and written English and Nepali communication skills.

• Cross-functional management experience in an I/NGO, UN/ bilateral organizational environment
• Knowledge and experience of humanitarian response action in Nepal
• Perform other organizational and business processes that are required to contribute to WVIN’s strategic objectives and to maintain a healthy organizational life
