The City of Jacksonville is looking for motivated professionals to join our Engineering team as a Project Manager, with opportunities ranging from Apprentice through Senior Project Manager based on experience and qualifications.
In this role, you’ll help move important City residential, public utility and public works infrastructure projects from concept to completion—coordinating construction, reviewing plans and specifications, managing schedules and budgets, working with consultants and contractors, and helping ensure projects are delivered successfully for our community.

- Oversees the construction of various City infrastructure and replacement projects and other municipal facilities.
- Reviews plans and specifications prepared by consultants for conformity to City needs and scope of service in conjunction with other technical members of the Engineering Division staff.
- Plans, prepares and communicates schedules and progress records of project activities and expenditures.
- Reviews, analyzes and prepares reports and other correspondences on all activities and transactions related to assigned projects, and provides timely information and status updates on assigned projects.
- Analyzes and compiles construction cost estimates, proposals, quotations and bids.
- Attends pre-bid meetings, pre-construction meetings and weekly project update meetings.
- Coordinates the selection, negotiation, progress evaluation and payment of professional consultants and other engineering services.
- Prepares, manages and maintains the necessary records for federal and state reporting and permitting.
- Assists in the development of City project scopes of work.
- Assists in complaint investigation.
- Assists construction inspector in field review.
- Answers questions from public.
- Performs related tasks as required.
Any combination of education and/or experience equivalent to graduation from an accredited two-year college or university with major course work in project management and/or business administration or related field and six (6) months of construction project experience.
- Employee may be called upon in case of a disaster, either natural or man-made, to serve the Citizens of Jacksonville and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.
Junior Project Manager
Any combination of education and/or experience equivalent to graduation from an accredited four-year college or university with major course work in project management and/or business administration or related field and one (1) year of construction project experience.
- Employee may be called upon in case of a disaster, either natural or man-made, to serve the Citizens of Jacksonville and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.
Project Manager
Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major course work in civil and/or environmental engineering, construction management or related field and a minimum of two (2) years' experience in public works or utility construction. Certified Construction Manager or Construction Management Diploma is preferred but not required.
- Possession of an appropriate driver's license valid in the State of North Carolina. Proficient at the use of spreadsheet software such as MS Excel and word -processing software such as MS Word.
- Completion of the Contracting for Construction and Design Services Course with UNC School of Government.

Senior Project Manager
Baccalaureate degree in civil and/or environmental engineering, construction management, Business Management, or related field and a minimum of five (5) years' experience in the design and/or construction of major (i.e. greater than $2 million) water and wastewater, storm water, roadway and/or public building facilities. Certified Construction Manager is preferred but not required.
- Possession of an appropriate driver's license valid in the State of North Carolina.
- Strong familiarity with project management software such as MS Project or Oracle Primavera.
- High level of proficiency with spreadsheets such as MS Excel and word processing software such as MS Word.
- Possession of the NC State Construction Management Diploma.
