As our new Manager of Government Affairs in the Enterprise Standard, Policy and Governance group, you will support the OIT Executive Staff by serving as the leader of Legislative Liaisons, and Policy Advisors, being a subject matter expert on OIT’s strategy for legislation and policy, developing communication materials, being the conduit of information between the department subject matter experts and the Legislature, and providing leadership, direction, management and supervision for the Government Affairs team. 

You will be relied upon by OIT’s Executive Director and OIT’s Executive Staff to provide technical and financial expertise on legislative proposals and assist with written communications to legislators. You will conduct technical/financial research and analysis on: existing programs; proposals for new legislation; the impact of proposed legislation and/or bills on OIT; and recommend changes (e.g. policy, statutory, systems, programs, etc.) for improvement or action based on analysis to the executive management. You will coordinate the engagement of legislators regarding OIT legislation and budget proposals and the communication of complex IT programs administered by OIT, and all related policies and changes between OIT, legislators, and other key stakeholders. 

Some of the day to day duties include:

Coordinating the development of  performance objectives related to OIT’s government affairs (legislation, policies, rules, etc.) to meet the strategic activities and strategic goals.

Leading formal projects and initiatives to help OIT meet current and future goals and objectives related to OIT’s government affairs. This includes tracking and reviewing project progress and providing updates.

Participating in strategic planning, including metric development, to provide input and alignment with the Governor’s Office goals, OIT’s Wildly Important Goals (WIGS), and related or influential legislation, rules or policy changes. 

Assisting in the creation and maintenance of Standard Operating Procedures (SOPs), memorandums, guidance, or other documentation related to OIT’s Government Affairs and the work of the team.

Supervision of staff which includes, but is not limited to: regular communication and check in with the team, creating performance plans, performance evaluations, mid-year reviews, and providing approvals as needed for time cards, requests, etc. As needed, address unsatisfactory employee performance as delegated and in a timely manner, within organizational guidelines.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis. 

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows: 

Minimum Qualifications:

A minimum of five (5) years of experience in coordination of cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization. Experience must include working in a legislative or public policy environment, including lobbying, direct communication or negotiations with elected officials.

A minimum of three (3) years of experience performing a strategic role within a government affairs or comparable role. 

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Project management experience.

Program management experience.

Legislative experience.

Policy advisor experience.

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work. 

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed. 

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.  A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
