Our Regulatory Technology team is kicking off a large scale, cross Enterprise program to ensure alignment with new Accessibility standards and needs an experience Delivery Lead. As Director of Regulatory Programs, you will lead the design, build, and execution of a large-scale Accessibility program while stewarding a portfolio of critical regulatory initiatives across the organization. This is a high-impact leadership opportunity to shape governance frameworks, drive compliance strategy, and own the delivery of a large program from start to finish. You will work at the intersection of business, technology, and regulation—building capabilities that protect RBC, enable growth, and create lasting organizational change. You'll collaborate across all business lines and functions, build teams and operating models and help deliver a key initiative for the bank.

WHAT WILL YOU DO?

  • Lead enterprise Accessibility program development – Design and build comprehensive accessibility frameworks, standards, and governance structures that span technology, operations, and customer experience across RBC

  • Develop and execute regulatory strategies – Translate complex regulatory requirements into actionable program roadmaps; anticipate regulatory changes and proactively shape organizational response

  • Manage complex, multi-workstream program portfolios – Orchestrate large, interconnected programs with multiple concurrent initiatives; prioritize competing demands and ensure on-time, on-budget delivery

  • Establish governance, reporting, and accountability structures – Create transparent governance models, dashboards, and reporting mechanisms that provide visibility to executive leadership and stakeholders

  • Drive cross-functional stakeholder alignment – Build and maintain relationships across diverse groups (legal, technology, operations, business units, external regulators); influence decision-makers and resolve conflicts

  • Identify and manage risk and compliance – Continuously monitor regulatory landscape; anticipate risks; develop mitigation strategies and escalation protocols

  • Build and mentor high-performing teams – Recruit, develop, and coach program managers and subject matter experts; foster a culture of excellence, accountability, and continuous improvement

  • Communicate strategy and progress – Translate regulatory complexity into clear narratives for executive audiences; maintain transparency with all stakeholders on program status, risks, and outcomes

WHAT DO YOU NEED TO SUCCEED?

Must Have

  • Director-level program management experience – Proven track record leading large, complex, multi-year programs with budgets and enterprise-wide scope

  • Large project/program delivery expertise – Demonstrated success delivering transformational initiatives on time and within scope; experience managing concurrent workstreams and dependencies

  • Cross-functional stakeholder management – Proven ability to influence and align diverse groups (business leaders, technical teams, external partners, regulators) without direct authority

  • Regulatory and compliance knowledge – Understanding of financial services regulation, compliance frameworks, and governance requirements; ability to translate regulatory language into business impact

  • Strategic communication and influence skills – Excellent written and verbal communication; ability to present complex topics to executive level audiences; strong facilitation and negotiation capabilities

  • Results-oriented mindset – Deadline-driven, quality-focused; ability to drive accountability and deliver measurable outcomes while navigating ambiguity

Nice-to-Have

  • Accessibility or regulatory domain expertise – Specific experience with accessibility standards, WCAG compliance, or regulatory programs (privacy, anti-money laundering, conduct and culture)

  • Enterprise transformation experience – Track record leading large-scale organizational change, technology transformations, or process redesign initiatives

  • Matrix organization leadership – Experience working effectively in complex, matrixed environments across multiple business lines and geographies

  • Financial services or regulated industry background – Prior experience in banking, insurance, or other heavily regulated sectors

  • Budget and resource management – Experience managing program budgets, resource allocation, and vendor relationships at scale

  • Strategic thinker – Ability to think systemically about enterprise challenges; demonstrated capacity to influence strategy and shape organizational direction
