Anticipated Hiring Range: $6022 - $6971/month; $72,264 - $83,652/year
Full Salary Range: $6022 - $8474/month; $72,264 - $101,688/year

This position travels state-wide approximately 80% of the time
Work unit core business hours, Monday - Friday, 8:00 a.m. - 5:00 p.m.
This position serves as a Specialized Program Evaluator and Quality Assurance Specialist for providers of community corrections supervision and treatment. The Specialized Program Evaluator and Quality Assurance Specialist has the primary leadership and consultation responsibility for the ongoing oversight and feedback regarding adherence to specialized contract requirements within residential and non-residential community corrections programs. When issues of compliance are identified, the Specialized Program Evaluator and Quality Assurance Specialist, issues corrective actions, follows-up on corrective actions and determine whether further sanctions/interventions are required in order for programs to continue to operate specialized programming. Program evaluation activities will emphasize the Principles of Effective Intervention, Evidence Based Practices (EBP), Cognitive Behavioral Therapeutic approaches and Implementation Science within the field of reentry, inclusive Colorado Community Corrections Standards. This position is the primary lead and liaison for specialized programs across the State in the area of technical assistance, contract waivers, interagency collaboration, and on-going program development.
This position works with the OCC Unit Manager, Supervisors, OCC Staff, the Governor’s Community Corrections Advisory Council and professional consultants to develop program evaluation protocols specifically and oversight of specialized programs for the duration of applicable specialized contracts while serving as a member of the OCC integrated evaluation team.
Key Responsibilities
Specialized Treatment Program Evaluation and Performance Feedback
Serve as a primary member of an integrated team for the execution, adaptation and improvement of a formal specialized program evaluation process for community corrections programs. Lead and complete all pre-evaluation preparation steps including scheduling; provider education and notice; coordination with referral agencies; determination of sampling methods; sample selection; coordinating team assignments and preparation of all evaluation tools and materials. Lead and complete all field work steps including on-site data collection; file reviews; staff interviews; client interviews; direct observation of supervision; treatment and behavioral intervention practices; policy and procedure reviews; information data system analyses; and application of evaluation tools and data collection instruments. Complete collaborative and formal feedback sessions post evaluation with program administration, implementation teams and staff. Lead and complete all post-field-work data management including data entry, data analysis and evaluation team meetings to review observations. Lead and complete written feedback report including drafting of initial report and coordination of formal review by evaluation team and supervisor. Lead and coordinate collaborative feedback process with program administration and staff. When necessary, issue and follow-up on corrective actions. This position serves as a staff authority and coordinator for the specialized programming request for proposal process (RFP) and oversight of resulting specialized service contracts held by the Office of Community Corrections. They are responsible for stakeholder engagement in development of the scope of work for these programs, oversight of compliance, coordination of any regulatory updates and processing of applicable waivers as needed throughout the contract period. This requires travel throughout the State of Colorado to complete program evaluation functions.
Program Quality Assessment and Performance Feedback
Support the integrated quality assurance team in the overall execution and finalization of formal performance audits, evaluations and quality assurance reviews for community corrections programs. Support and complete all field work steps including on-site data collection and file reviews; staff interviews; client interviews; direct observation of supervision and treatment practices; policy and procedure reviews; information system data analysis; and application of quality assurance tools and data collection instruments. Complete collaborative exit interview and formal feedback sessions with program administration. Support all post-field-work data management including data entry, data analysis and audit team meetings to review audit data. Complete draft of formal quality assurance feedback report including drafting of initial report and coordination of formal review by quality assurance team and supervisor. This requires travel throughout the State of Colorado to complete quality assessment functions.
Follow Up Technical Assistance, Feedback, Mentoring and Implementation Support
Provide mentoring and technical assistance to staff and agencies following the delivery of program evaluation and quality assurance reports. Provide technical assistance to program administration and field-level staff in addressing programmatic issues. Determine unique and site-specific challenges and barriers to specialized programing, EBP implementation, or Standard. Conduct one-on-one technical and adaptive learning processes based on the observations and formal measurement of actual program practices. After measuring the degree of adherence/fidelity of program practices, the position will produce and provide expert feedback based upon the program evaluation and quality assurance tools and professional observations. The position will also provide off-site mentoring, technical assistance, and represent OCC in various stakeholder forums. These collective duties require travel throughout the State of Colorado to deliver training and technical assistance on an ongoing basis.This position will work within a hybrid model of home, office and the field. The position will need to be flexible in their work site location.
Interagency Collaboration and Strategic Problem Solving
Creates, organizes, and facilitates multi-level problem solving team meetings and collaborations statewide. Collaborates with agency program staff and administration, community corrections board staff, evaluation team staff, integrated quality assurance team staff, information technology staff, referral agency representatives, and representatives from other state oversight agencies such as the Behavioral Health Administration, Department of Human Services, or the Department of Corrections in order to address statewide and systemic problems that may inhibit effective program delivery. Confers and collaborates with multiple system subject matter experts and stakeholders to identify local and state level opportunities for strategic and overall system improvement and access to resources. Represents the Division of Criminal Justice at multi-disciplinary meetings and events. Remains informed and advises community corrections administration and other designated personnel of significant systems issues arising in the correctional or treatment settings. Is skilled at team facilitation and while clarifying issues and educating the group on the range of appropriate solutions, collaboratively decides on the best resolution to address the problem.

Proven Experience, Knowledge, Skills
Seven years of professional experience working in a clinical setting, including substance use, mental health, and/or an offense specific treatment program.
OR
A combination of related education and relevant experience equal to seven (7) years. If you are using education to meet the minimum qualifications, transcripts must be attached at the time of application.
Preferred Qualifications and Competencies
Master’s Degree in social work, psychology, mental health or forensics
Licensure in the behavioral health field (LCSW, LPC, LAC, CAT, or similar)
Experience working in a community-based corrections field (community corrections, probation, parole, offender re-entry, or institutional correction)
Experience evaluating compliance with Standards, statutes, contracts, or program policies
Knowledge of the interaction between agencies responsible for correctional treatment.
Experience in a community corrections agency or system
Experience in multi-agency collaboration and conflict resolution with diverse agencies and groups;
Strategic problem-solving experience;
Project planning skills and experience;
Strong analytical skills;
Understanding of evidence-based correctional practices
Ability to present in front of various audiences.
Conditions of Employment
Must be a Colorado resident at the time of application.
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking, and driving history.
Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30 days of hire. Ability to operate motor vehicles and to travel throughout the state in a variety of weather conditions.
