Business Innovation, Technology and Security (BITS)

Operations & Strategy provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Operations & Strategy comprises Human Resources; Facilities Management; Audit; Business Innovation; Technology and Security; Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.


Business Innovation, Technology, and Security (BITS) is responsible for managing the Department’s information technology (IT) providers, including relations with the Governor’s Office of Information Technology (OIT). The division serves as the main point of contact for departmental issues involving technology resources and needs and coordinates activities with the program staff for IT support, operations, maintenance, modernization and implementation of new IT systems.


Hybrid Work Assignment:  Minimum of 2 days per week in the office

Duties
This position will build and maintain CDHS Data using extracted data from various computer programs; to maintain the database and ensure data accuracy; run reports as needed for CDHS; analyze CDHS data to generate metrics to identify trends, patterns, and correlations; to make recommendations and/or propose solutions to improve metrics; and present data to non-technical individuals in a clear, concise manner.

Data Analysis
  • Performs simple to highly complex data analysis using data from multiple data sources to identify trends, patterns, and correlations, summarizes findings and presents data-derived insights to HR team members, HR leadership and other CDHS employees and leadership.
  • Researches, evaluates, and analyzes HR data to determine HR metrics and create compelling stories, charts and graphs that drive business to action.
  • Consults with HR team members, HR leaders, AS leaders, and CDHS leaders to define their analytic needs and determine the best way to address those needs. 
  • Supports CDHS leadership team to identify business challenges; use fact-based solutions and data analysis to help influence changes to operations, processes, or programs.
  • Investigates problems and applies both quantitative and qualitative methodologies towards recommending solutions.
  • Provides guidance, training, and subject matter expertise to other staff in asking appropriate questions, selecting the right metrics, interpreting the data, and translating data into actionable recommendations.
  • Builds relationships with business leaders to better understand their business and human capital needs, including identifying and determining the appropriate data to be analyzed to support the objectives of key stakeholders.
  • Documents model assumptions and processes. 

Data Management
  • Performs simple to complex data manipulation and aggregation of data from multiple HR data sources.
  • Designs, develops, and implements data management processes, procedures, and systems.
  • Manipulates and manages large, complex databases, spreadsheets, and queries.
  • Create SQL databases with efficient structures. Write optimized queries, views, and triggers for integration with other applications. Maintain high standards of data quality and integrity. Understand issues related to network performance and security.
  • Consults with others to understand the HR systems currently available, what data and how data is stored/contained within the system and the best way to pull data from the system.
  • Collaborates with stakeholders to determine the type of data to be reported on and incorporates this information into the CDHS HR database.
  • Collaborates with stakeholders to design, build, and automate key HR metrics.
  • Reviews data input and output reporting for accuracy.
  • Maintains data integrity.
  • Creates and maintains audits of various data sets and measures results against various metrics.
  • Looks for new ways to create efficiencies and increase integrity of data.
  • Researches trends, best practices, and emerging technologies that impact HR analytics.
  • Become proficient in any and all new software/technology adopted by CDHS.
  • Performs data back-up and archival on a regular basis.

Reporting
  • Creates simple to complex queries and reports, utilizing multiple data sources, for HR and CDHS.
  • Create and maintain standard operating procedures for report creation and criteria used to create reports.
  • Standardizes queries wherever possible for recurring requests.
  • Actively monitor the data analyst shared email account and ensure all inquiries are responded to in a timely manner.
  • Implements and maintains protocols and procedures for reporting data on a daily, weekly, monthly, quarterly and/or yearly basis.
  • Produces reports as requested by HR and CDHS employees, including requests to meet obligations for the AGs office, DPA, CORA and legislative requests.
  • Debugs and optimize existing queries, views, and tables to improve performance.


EXPERIENCE ONLY:

Six (6) years of relevant experience in Data Analysis or other occupation related to the work assigned to this position


OR


EDUCATION AND EXPERIENCE: 

A combination of related education and/or relevant experience in Data Analysis or occupation related to the work assigned equal to six (6) years.


Preferred Qualifications:
  • Experience working with SQL Server

  • Familiarity with R or Python

  • Familiarity with Tableau

  • Familiarity with AppSheets

  • Familiarity with JavaScript

  • Familiarity with Excel and other MS Office applications

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications, experience, work products, and accomplishments as they relate to the position and minimum requirements.

Comparative Analysis Process – Structured Application Review 

After minimum qualification screening, the comparative analysis process will involve a reviewing and rating of all the information you submit. The comparative analysis step may also include your results from standardized testing.
