ICS Technology Innovation Center Specialist

MAIN RESPONSIBILITIES (BUT NOT LIMITED TO) ：

MOEA Funding & Grant Management

• Identify, evaluate, and track MOEA, ITRI, and other government-sponsored innovation funding opportunities relevant to ICS technology roadmaps.
• Lead the preparation, coordination, and submission of grant applications, technical proposals, business cases, project plans, and supporting documentation.
• Manage the end-to-end funding lifecycle, including proposal development, budget planning, milestone tracking, reporting, and audit compliance.
• Monitor grant performance and ensure project execution meets funding agency requirements and deliverables.
• Maintain knowledge of government funding policies, regulations, and emerging funding initiatives.

Innovation Program Coordination

• Support the Innovation Center Leader in developing and executing externally funded technology programs.
• Coordinate cross-functional proposal teams consisting of R&D, engineering, manufacturing, commercial, finance, and business stakeholders.
• Facilitate project reviews, progress reporting, and stakeholder communication throughout the funding process.
• Ensure alignment between funded projects and corporate technology strategies.

Technology Intelligence & Opportunity Assessment

• Monitor emerging technology trends, government technology priorities, and industrial development programs.
• Conduct market and technology research to identify areas suitable for external funding and collaborative innovation.
• Support competitive benchmarking and technology assessment activities to strengthen proposal value propositions.
• Generate innovation opportunity reports and recommendations for management review.

External Collaboration & Ecosystem Development

• Establish and maintain working relationships with MOEA, ITRI, universities, research institutes, industry associations, and consortium partners.
• Support formation of strategic research partnerships and joint-development programs.
• Represent the company in funding workshops, innovation forums, and government engagement activities.
• Facilitate collaboration agreements and partnership frameworks related to funded projects.

Innovation Center Operations Support

• Develop and maintain funding opportunity databases, project trackers, and KPI dashboards.
• Support innovation portfolio reviews and funding pipeline management.
• Track financial performance and return on investment from funded projects.
• Assist with technology award submissions and innovation recognition programs when applicable.

Qualification ：

Education :Master's degree in Materials Science, Chemical Engineering, Electrical Engineering, Mechanical Engineering, Industrial Engineering, Business & Technology Management, or a related technical discipline.

Experience

• 5-10 years of experience in R&D, technology management, innovation programs, government-funded projects, or advanced technology development.
• Experience preparing technical proposals, grant applications, or externally funded research programs.
• Proven experience coordinating cross-functional projects and managing multiple stakeholders.
• Experience working with government agencies, research institutes, universities, or industrial consortia is highly desirable.

Technical Knowledge

• Understanding of advanced packaging, electronic materials, semiconductor technologies, PCB/substrate manufacturing, AI infrastructure, or related technology sectors.
• Knowledge of innovation management, technology roadmapping, and technology commercialization processes.
• Familiarity with project management and funding compliance requirements.
• Experience with data analysis, business case development, and KPI management.

Preferred Qualifications

• Experience with MOEA, ITRI, NSTC, Industrial Development Administration (IDA), or similar government-funded programs.
• Certification in Project Management (PMP), Innovation Management, Design Thinking, or Six Sigma.
• Experience in proposal success tracking and grant portfolio management.
• Strong presentation skills for executive and government stakeholder communications.
