OVERVIEW

The Assessor's Office is accepting applications for a Commercial Appraiser III. This position performs duties associated with the valuation of the County's commercial, industrial, and specialized property assets. 

This is a full-time benefited position, generally working Monday - Friday, 8:00 a.m. to 5:00 p.m. All benefits start on the first day! Medical, Dental, Vision, Life, 401k, Utah Retirement System, 14 paid holidays, and 18 days of Personal Leave in the first year.

RESPONSIBILITIES

  • Independently perform valuations of the most complex and high-value assets-including shopping malls, multi-story hotels, and heavy industrial plants-utilizing advanced technical expertise and sophisticated modeling.
  • Perform standard valuations for retail strips, office buildings, and warehouses using all three recognized appraisal approaches: Cost, Sales Comparison, and Income Capitalization.
  • Analyze rent rolls, operating statements, and lease/expense data to calculate Net Operating Income (NOI) and determine appropriate capitalization rates.
  • Utilize Computer-Assisted Mass Appraisal (CAMA) software, financial programs, and GIS mapping tools to identify inconsistencies, develop queries, and maintain valuation models.
  • Represent the Assessor's Office by preparing comprehensive evidence and providing expert testimony for complex appeals at the State Tax Commission or in court.
  • Prepare written narratives and evidence to defend appraised values before the local and state Board of Equalization.
  • Ensure all appraisal work adheres to the Uniform Standards of Professional Appraisal Practice (USPAP), the International Association of Assessing Officers (IAAO) standards, and relevant state property tax statutes.
  • Conduct on-site inspections of commercial and industrial properties to verify physical dimensions, construction quality, condition, and intended use.
  • Gather and verify data for real property permits and ensure improvements are accurately reflected on property records.
  • Analyze digital photography, aerial imagery, and property sketches; compare these against property characteristic data to ensure accuracy.
  • Perform field reviews of commercial completion percentages for new construction.
  • Lead the commercial team in market trend analysis and the establishment of county-wide commercial valuation standards.
  • Develop and implement protocols for the assessment of new or emerging commercial property types.

MINIMUM QUALIFICATIONS

Education and Experience: Graduation from college with a Bachelor's degree AND Five (5) years full-time progressively responsible experience performing primary duties of appraising commercial and income-producing properties along with other related duties as outlined; OR An equivalent combination of education and experience.
