Risk and Environmental Health and Safety Specialist

Job Summary
Coordinates and advises on safety, environmental, and occupational health related activities and applicable policies and procedures of Mt. Hood Community College (MHCC) and it related business units, in accordance with federal, state and local rules and regulations, and provides administrative assistance on risk related activities.  Performs environmental monitoring and surveillance activities and identifies and integrates green practices when opportunities are found. Coordinates and provides compliance training, maintains records, and processes environmental, health, and safety (EHS) claims.

Essential Duties

1. Assists with the development and implementation of policies, procedures, and standards for effective practices mandated by federal, state, and local laws and agencies. Recommends changes to enhance program effectiveness.
2. Reviews MHCC environment and working practices to identify and mitigate hazards.  Develop and implement loss prevention strategies.
3. Coordinates and oversees the MHCC Employee and Van Driver Programs, including reviewing applications and driving records, administering driving tests, issuing MHCC driving cards, and maintaining database.  Develops and distributes educational and informational materials to inform campus of programs.   
4. Coordinates and completes EHS and Risk related surveys and jurisdictional mandated reporting.
5. Evaluates, maintains, and calibrates safety equipment and devices to specified intervals as required by law and manufactures instructions for use (IFUs).
6. Maintains Safety Data Sheet (SDS) inventory and database, and assists departments with their inventory.
7. Inventories hazardous materials and completes annual Fire Marshal Survey of Hazardous Substances.
8. Ensures proper handling and disposal of hazardous waste in accordance with all applicable federal, state, and local regulations.  Submits monthly, quarterly, and annual reports as required by regulatory agencies.  Responds to regulatory agency/insurance inspections and directives; responds to hazardous materials emergency responses.
9. Performs annual asbestos inspection, and provides related education and support to appropriately maintain a functional and compliant Asbestos Management Program.
10. Administers SafeColleges programs. Coordinates internal subscriptions and related maintenance, delivery, and compliance.
11. Maintains strong customer service relationships with students, college employees, community members, and other district-wide constituencies.  Provides excellent customer service by treating customers with courtesy and respect, showing concern for their needs, and investigating and resolving requests and concerns.  Ensures a welcoming, supportive, and respectful work environment. 

Additional Duties

1. Provides support for incident response and accident investigation. Performs root cause, contributing systems, and gap analysis based on needs. Makes timely decisions about unsafe actions and conditions. Coordinates medical transport as needed. Generates reports on preventing reoccurrence, corrective action, and implementation of action items. Maintains accident records and associated statistics. Communicates with insurance carriers and medical facilities to allow for a timely close.
2. Performs accident and injury prevention activities such as safety inspection, ergonomic evaluations, behavioral based safety programs, safety suggestions, and follow up.
3. May serve on various committees and attend events as assigned.
4. Must be available on an on-call basis for scheduled events, Incident Command Team, Safety Officer, and other related duties during off-hours to assist with emergency management.
5. Participates in command or general staff level Incident Command System positions as assigned by acting incident commander and completes training applicable for maintaining the various role assigned.
6. Performs all other related duties as assigned.

Minimum Qualifications

• Associate’s degree in environmental, sustainability, health and safety program, risk management, safety engineering, biological or physical science, or related field.
• Two (2) years of experience in environmental health and safety, risk, occupational safety, industrial hygiene, and/or construction safety.
• Experience working with the diverse backgrounds of the College's community, students and employees and demonstrated commitment to promoting access and diversity.
• Current driver's license, insurance, access to reliable automobile during work hours for transportation to off-campus sites, and the ability to be insured by the College insurance carrier. Must have at least three (3) years of driving history.

Additional Requirements
Must obtain within 180 days of hire:

• 40-hour HAZWOPER certification
• Certified Asbestos Inspector

Knowledge, Skills and Abilities (KSAs)

• Knowledge of general chemistry, organic chemistry, hazardous materials and toxicology.
• Project management and problem-solving skills with the ability to anticipate needs and make decisions.
• Ability to build and sustain collaborative, productive, and respectful working relationships, both internally and externally.
• Ability to work effectively with diverse internal and external stakeholders.
• Excellent interpersonal and written communication skills.
• Computer proficiency (preferably in Microsoft Windows environment) to effectively communicate, gather data and generate reports.

Working Conditions
This is an on-site position. Work is typically performed in a normal office environment. Exposure to indoor and outdoor elements including noise, chemicals, etc.  Position requires lifting up to 50 pounds, bending, climbing stairs and ladders, walking, sitting for extended periods.  Works assigned schedule, and exhibits regular and predictable attendance.  As necessary to meet workload demands, works outside of typical schedule including evening/weekend hours.  Work may require travel to off-campus locations. 

Salary Placement
Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the Collective Bargaining Agreement and in accordance with all applicable state and federal laws. Please include all relevant full and part-time experience (including unpaid and volunteer experience) in your application that you want the College to review towards potential placement.  Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
