Work Hours:           8:30 – 5:00


Salary Range:        Starting salary $91,423 commensurate with experience

                                 -For current Office of Attorney General employees, promotional pay increase rules will apply


Basic Function


The candidate selected for this position will serve as the statewide Section Director for the Technical Operations Group. Work entails directing all aspects of highly confidential investigations and operations by providing expert technical support and training in a variety of electronic surveillance activities. In addition, the position directs any on-site electronic surveillance examination to incident response and search warrant activities, maintains evidence via chain of custody, and provides subject matter expertise on electronic surveillance capabilities. This position will ensure all Technical Operations Group activities are conducted in accordance with The Commonwealth Attorneys Act, the Public Welfare Code, and other applicable Commonwealth laws, statutes, and regulations. Additionally, the position will perform a wide variety of administrative duties. Knowledge of all of the various technologies utilized in electronic surveillance and communications are essential for this position. This position reports to the Deputy Chief of the Bureau of Investigative Services.


Assignments may require that the employee work irregular hours and/or an irregular work week and may include extended stays away from the office location to which the employee is assigned.



  • Plans and directs Technical Operations Group missions
  • Supervises and manages personnel by monitoring, documenting, and evaluating work performance; counseling/coaching personnel; resolving conflicts; assigning team specific work responsibilities; and monitoring compliance with rules, policies, and regulations
  • Supervises the collection, evaluation, development, and preparation of evidence for presentation for prosecution or provides assistance with these tasks
  • Assists in making arrests and executing searches pursuant to court-ordered warrants
  • Supervises the conduct of various forms of surveillance of individuals and locations
  • Maintains and manages Class A and B wiretap certifications of subordinates in order to conduct consensual and nonconsensual interceptions
  • Conducts, assists, or supervises installations on telephone poles for wire or video surveillances
  • Conducts, assists, or supervises custom audio or video enclosure design, fabrication, and instruction
  • Conducts, assists, or supervises the conduct of GPS tracking device installations covertly
  • Conducts, assists, or supervises the conduct of tying electronic surveillance systems into existing power sources or assists with this task
  • Supervises the installation, operation, and maintenance of radio communication devices or provides assistance with these tasks
  • Prepares, assists, or supervises the preparation of written summary reports of investigative activities and detailed reports of electronic surveillance utilized or conducted
  • Appears in court or other legal proceedings to offer testimony and evidence
  • Conducts an annual fiscal analysis, determines team equipment priorities, and makes recommendations to agent command staff
  • Tests and reviews equipment and works with agent command staff and vendors on procurement
  • Researches and applies for grant opportunities to assist with the acquisition of approved team equipment and vehicles
  • Evaluates workload, personnel, and equipment needs and projects future needs and costs for incorporation into the budget
  • Updates agent command staff on activities
  • Other duties as required


  • Four years as a Special Agent II and/or Narcotics Agent II with two years of qualifying supervisory experience OR 
  • Two years as a Special Agent III and/or Narcotics Agent III (with four years of experience as a Special Agent II and/or Narcotics Agent II, other qualifying supervisory experience can be substituted for time as an Agent III) OR


Successful completion of Act 120 certification or an Act 120 equivalent certification, or graduation from the Commonwealth Investigator Training Program (CITP) AND


  • Graduation from an accredited college or university with an associate’s degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and eight years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Graduation from an accredited college or university with a bachelor’s degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Graduation from an accredited college or university with a master’s degree in Criminology, Criminal Justice, Police Science, Police Administration, or a related major specific to the criminal investigative field, or a technical or specialized major related to a specific position, and five years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Ten years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Four years of active duty military experience with honorable discharge and six years of relevant law enforcement or investigative experience or experience in a technical or specialized field related to a specific position including two years of qualifying supervisory experience OR
  • Ten years of active duty military experience with honorable discharge including six years as a Military Police Officer with the Criminal Investigations Division or a relevant Military Occupational Specialty (MOS) and two years of qualifying supervisory experience OR
  • Any equivalent combination of relevant education, experience, and training


  • Practical experience using commercial electronic surveillance hardware and software suites including JSI/VoiceBox/UCM, Pen-Link, Milestone, ViewCommander, Cradlepoint, or Cellebrite
  • Knowledge of electronic surveillance technologies
  • Familiarity with Microsoft Windows, Apple, and various mobile device OS versions, file systems, and applications
  • Experience with digital evidence handling
  • Professional certification and affiliation such as: National Technical Investigators’ Association (NATIA) member, Certified Technical Investigator (CTI), Cellebrite certified examiner
  • Other technical certifications and qualifications will also be favorably considered
