Under general supervision by the Services Coordinator, the Road Supervisor performs various technical and clerical duties in carrying out the operation of the transit service for the City of Fargo. Positions in this class are responsible for overseeing on the road operations of the fixed route and Paratransit transportation systems. Incumbents draw upon training, experience and guidelines established by the Department and state and federal transportation agencies to determine the appropriate response to each call.

Scope of Responsibility:
The Road Supervisor is responsible for indirectly supervising and giving work direction and responsibilities to all Paratransit and Fixed Route Bus Operators. The Road Supervisor is also responsible for performing general administrative and shift scheduling support, Bus Driver safety evaluations, investigating and responding to situations, helping to resolve operational issues, and assisting with transit passengers as necessary. 

Essential Duties and Responsibilities:

  1. Communicates effectively, professionally and courteously and maintains working relationships with others in carrying out job functions;
    1. Frequently provides work direction to Paratransit Bus Operators and Fixed Route Bus Operators by building and maintaining a strong team through effective communication, training and coaching;
    2. Takes responsibility for day-to-day communication of job requirements and responsibilities to drivers, counseling and evaluation reports to the Services Coordinator;
    3. Liaisons between Paratransit Drivers and Fixed Route Drivers and appropriate management staff in customer service issues;
    4. Maintains records according to established procedures.
       
  2. Demonstrates and monitors safety practices for the department;
    1. Knows and follows department and City rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed, makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner;
    4. Conducts on the scene accident investigation; assists drivers in preparing accident reports, OSHA reports and safety violation documents;
    5. Evaluates and monitors driver safety and performance, as well as compliance in legal, employment and labor policy matters;
    6. Helps address passenger issues as necessary by administering operating policies and procedures under management guidance;
    7. Enforces FTA drug and alcohol policies, including conducting or coordinating fit-for-duty and post-accident testing procedures in accordance with regulations.
       
  3. Oversees daily operations of transit.
    1. Reviews video footage received from the Transit Department feedback system;
    2. Monitors and evaluates Bus Operators to assure quality customer service.
    3. Reviews on-time-performance data to address performance issues with individual Bus Operators;
    4. Assists other operations staff in instances of severe weather or other service disruptions;
    5. Is deployed to solve many in the field incidents including accidents, mechanical breakdowns, detour events, and other operational disruptions; evaluates multiple response plans and applies independent judgment to choose the best corrective action;
      1. Ensures post-accident drug testing, mechanical logs, feedbacks and other post-incident documentation is completed;
    6. Drives routes periodically to cover Paratransit Driver and Fixed Route Driver callouts.
      1. As needed, drives and operates a commercial passenger bus or Paratransit motor vehicle, transporting passengers; 
      2. Collects proper fares and validates passes and identification cards, utilizing electronic fare registering and collection equipment. Exercises care in the handling of funds and other valuables;
      3. Consistently adheres to established schedules to ensure that passengers are able to arrive at their destinations on time;
      4. With limited supervision, utilizes knowledge of transit policies and procedures to solve issues as they occur;
      5. Utilizes in-vehicle technology to notify Fixed Route or Paratransit Dispatchers of equipment failures, schedule delays, update destination signs, and hazardous or dangerous conditions along bus routes and passenger loading zones;
      6. In accordance with the Americans with Disabilities Act, assists disabled passengers in boarding, riding, and alighting in a safe manner. Operates bus ramps for mobility aids and secures passengers utilizing wheelchairs or scooters. 
         
  4. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

  5. Performs other duties and activities as assigned.
The Transit Road Supervisor must possess a high school diploma or its equivalent (G.E.D.), a valid Driver’s License, be at least 21 years of age, have four (4) or more years of progressively responsible experience working with the public in social services, transit or customer service, and previous supervisory experience. Must possess a Class B commercial driver’s license without air brake restriction and with passenger endorsement. Additional training will be provided to ensure compliance with Federal Transit Administration regulations.

Knowledge, skills, and ability include:
  • Knowledge of the concepts and principles of fixed route and paratransit operations;
  • Knowledge of basic vehicle mechanical processes and maintenance;
  • Skill in Microsoft Office Suite: Word, Excel and PowerPoint;
  • Skill in operating computer terminals sufficient to enter, retrieve and manipulate data;
  • Skill in English, both written and spoken;
  • Skill in providing customer service;
  • Ability to gain geographical knowledge of the Fargo, Moorhead, West Fargo, and Dilworth areas;
  • Ability to read maps and interpret transit operating rules and policies;
  • Ability to work extended or flexible schedules as needed;
  • Ability to safely drive a transit vehicle in all traffic and weather conditions;
  • Ability to communicate and interact effectively with coworkers, supervisor, the general public, and others, sufficient to exchange or convey information and to receive work direction.
Physical Demands & Working Conditions:
The physical demands listed here are requirements that must be met by the Transit Road Supervisor to perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Essential functions include:
  • Approximately 30% of work is done indoors and in air-conditioned facilities;
  • Approximately 70% of work is done outside in varying temperatures, weather, and humidity conditions;
  • Ability to frequently stand or walk; ability to sit for up to three hours; walk for long distances and on possibly sloped group and slippery or uneven surfaces; demonstrates normal annual dexterity and hand-eye coordination; ability to lift materials.; ability to bend, stoop, kneel, crawl and crouch; and demonstrates a normal range of hearing and vision;
  • Exposure to heavy traffic areas while performing duties of the job;
  • Exposure to various amounts of vehicle fumes and noise.

Moderate Work: This job is rated for Moderate Work, meaning that the incumbent may exert up to 75 pounds of force occasionally, and/or up to 10 pounds of force frequently.
