Job Description
PURPOSE SUMMARY. Responsible for the supervision of assigned front counter/personal property appraisal department activities and functions under the general supervision of the County Assessor or designee.
ESSENTIAL DUTIES.
1. Supervise Front Counter/Personal Property Department
Manage the full employee lifecycle for assigned staff, including recruitment, work assignment, training, coaching, performance evaluation, employee development, and disciplinary actions in accordance with County policies and procedures.
Ensure appropriate staffing levels during peak seasons/times of day.
Initiate overtime based on project needs within budgetary constraints.
Train staff in customer service soft skills and de-escalation tactics.
Provide staff with relevant/current resources and tools (electronic and print).
Train staff in personal property valuation procedures and processes.
Train staff in Computer-Assisted Mass Appraisal (CAMA) system for record creation, maintenance, and property information.
Audit staff work product for accuracy, consistency, and completeness and provide regular feedback.
2. Manage Front Counter/Personal Property Department
Develop short and long term objectives and goals consistent with office-wide objectives and goals.
Plan, organize, and implement a program for tracking, verifying, and auditing manufactured home changes in collaboration with Appraisal Department.
Oversee exemption requests, mailing address changes, and general account maintenance.
Provide input for Assessor’s Office budget.
Participate in responding to state-mandated evaluation.
Assist with developing and implementing office-wide policies and procedures.
Plan, organize, and facilitate public outreach events on behalf of the Assessor’s Office.
3. Train Front Counter/Personal Property Department
Orient and train new staff in the statutory responsibilities, policies, procedures, and operational processes of the County Assessor's Office and the Front Counter/Personal Property Department.
Create comprehensive standard operating procedures (SOPs) and provide staff training and re-training as necessary.
4. Perform Front Counter/Personal Property Duties
Provide customer service support in person, telephonically, and/or electronically.
Process business personal property or livestock reports, create or update mobile home records, apply exemption requests, update mailing addresses.
Conduct manual or electronic research.
Audit accounts and provide statistical analysis regarding productivity.
ADDITIONAL DUTIES. Other duties as assigned.
QUALIFICATIONS.
A. Education. High school diploma or equivalent.
B. Experience. Five (5) years of experience in property support, appraisal support, customer service operations, or a related field. Supervisory experience preferred.
C. Education/Experience substitution. In accordance with County policy. No substitution for required education.
D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Knowledge of:
Customer service best practices.
Business English, spelling, grammar, punctuation, and composition..
Create and format business documents (letters, memos, reports, statistical analysis, flyers, etc.)
Records management methods and practices.
Standard modern office equipment and computer software and peripherals.
Skill in:
Paper and computerized research using internal and external sources.
MS Office Suite specifically Word and Excel at an advanced level.
Organizational/time management techniques to organize, schedule, plan, and execute tasks and projects.
Ability to:
Foster employee engagement and address performance management.
Work independently and self-initiate tasks and projects and follow through to completion.
Become a subject matter expert in personal property mass appraising.
Learn general mass appraisal principles.
Become a proficient user of the CAMA records system to include auditing accounts and creating productivity reports.
Be adaptable and flexible and able to shift priorities to meet office demands.
Establish and maintain effective working relationships through honesty, integrity, and service.
Read and comprehend information with ability to present information effectively to a wide range of audiences.
Compensation Range
