Hours: 

  • The regular work hours are from 8:00am to 5:00 pm, five days a week (Monday through Friday). Night and weekend work may be required in the event of maintenance needs.
Compensation: The starting salary will be dependent upon experience and qualifications.

General Statement of Duties

Performs advanced skilled work and serves as the accountable coordinator for the reliable, safe, and efficient operation, maintenance, and repair of assigned County facilities and building systems, with primary emphasis on HVAC, plumbing, and associated mechanical systems. Plans and carries out preventive and corrective maintenance; diagnoses and resolves complex building-system issues within authorized scope; coordinates contractors and service providers; maintains maintenance, compliance, asset, and inventory records; and supports facility continuity during emergencies. Work is performed with substantial independence under the general direction of the assigned supervisor.

Essential Functions

• Owns the day-to-day operational stewardship of assigned HVAC, plumbing, mechanical, electrical, and general building systems; monitors condition, identifies risks, and recommends corrective action, repair, replacement, and lifecycle priorities.

• Develops, schedules, performs, and documents preventive-maintenance activities for assigned HVAC, plumbing, and building systems and equipment. Uses work orders, inspection findings, manufacturer guidance, and operating history to prioritize work and reduce service interruptions.

• Diagnoses, troubleshoots, repairs, adjusts, and tests HVAC equipment and controls, including thermostats, belts, motors, filters, fans, pumps, controls, electrical components, and related equipment, within training, certification, licensing, and authorization limits.

• Diagnoses, troubleshoots, repairs, adjusts, and tests plumbing systems and components, including domestic water and sanitary piping, fixtures, faucets, valves, flushometers, toilets, sinks, drains, traps, pumps, water heaters, backflow-related components, and related equipment, within training, certification, licensing, and authorization limits. Coordinates water shutdowns and restores service safely in accordance with County procedures.

• Performs advanced building maintenance and repair in one or more additional trades, including electrical, carpentry, painting, locks/hardware, and minor masonry; safely refers work requiring specialized licensure, engineering, or contractor services.

• Coordinates service calls, access, site information, shutdown windows, and acceptance of completed work for outside contractors and vendors. Verifies work against scope, reports deficiencies, and escalates material performance, safety, budget, or schedule issues to the supervisor.

• Maintains accurate work-order histories, equipment records, inspection logs, preventive-maintenance schedules, parts and supply inventory, purchase documentation, and other assigned facilities records.

• Independently assesses routine service requests and work priorities based on safety, facility operations, occupant impact, asset protection, and available resources; promptly escalates emergencies, major failures, and issues beyond delegated authority.

• Assists with developing scopes of work, estimates, technical specifications, and repair/replacement recommendations; provides practical input for annual operating and capital-maintenance planning.

• Maintains tools, vehicles, equipment, and assigned work areas in safe operating condition; identifies defective equipment and removes it from service or reports it promptly in accordance with County procedure.

• Responds to urgent building-system failures, plumbing leaks or sewer backups, HVAC outages, storm-related damage, and other facility emergencies during or outside normal work hours when assigned; documents actions and communicates status to the supervisor and affected stakeholders.

• Complies with all applicable safety procedures, including hazard assessment, required personal protective equipment, hazard communication, lockout/tagout, confined-space, fall-protection, electrical-safety, hot-work, ladder, lifting, and equipment-operation requirements, as applicable to assigned work.

• Maintains professional, responsive working relationships with County departments, occupants, contractors, and the public; communicates service impacts, work status, and safety precautions clearly.

• Performs other related duties within the scope of the classification as assigned.

Minimum Qualifications

Education and Experience: High school diploma or GED and at least five years of progressively responsible commercial facilities maintenance experience, including substantial HVAC and plumbing experience; or an equivalent combination of education, training, and experience. Experience coordinating preventive maintenance, work orders, contractors, or multiple building systems is preferred.

Licenses and Certifications:

• Valid North Carolina driver's license at the time of appointment and throughout employment.

• Preferred: Possession of a current North Carolina credential, certification, journeyman-level qualification, or comparable State-recognized trade credential in at least one of the following areas: HVAC/refrigeration, plumbing, or electrical. Candidates who do not possess such a credential at appointment must be able to obtain an applicable credential within two years of hire, subject to availability of qualifying experience, required training, examination eligibility, and applicable North Carolina law.

• Any license or certification required by North Carolina law for work performed must be maintained. The employee may perform only work authorized by applicable licensure, certification, training, and County policy.

• Ability to obtain and maintain job-related safety training/certifications required for assigned duties, which may include OSHA/NC OSH training, hazard communication, lockout/tagout, respiratory protection, confined space, fall protection, ladder safety, powered industrial trucks, aerial lifts, or hot work.


Knowledge, Skills, and Abilities

• Advanced working knowledge of commercial HVAC and plumbing systems, air-handling equipment, piping and fixtures, controls, preventive-maintenance practices, and common mechanical components.

• Working knowledge of building electrical, carpentry, and general maintenance methods; ability to read and interpret manuals, blueprints, plumbing diagrams, schematics, work orders, and safety data sheets.

• Ability to diagnose equipment failures, evaluate repair options, sequence work safely, and make sound recommendations within delegated authority.

• Ability to use computerized maintenance-management systems or comparable work-order and asset-record systems; skill in maintaining clear, complete, and timely documentation.

• Ability to coordinate vendors and contractors, inspect completed work, and communicate technical issues in understandable terms.

• Knowledge of occupational hazards and safe work practices associated with facilities maintenance; ability to recognize when work must stop, be made safe, or be escalated.

• Ability to safely operate and maintain assigned hand tools, power tools, testing equipment, vehicles, ladders, and equipment for which trained and authorized.

• Ability to communicate effectively orally and in writing and establish effective working relationships.


Working Conditions and Physical Requirements

Work is performed in offices, mechanical rooms, rooftops, exterior areas, construction/renovation locations, and other County facilities. The employee may be exposed to heat, cold, humidity, noise, dust, vibration, moving mechanical parts, electrical hazards, chemicals, fumes, heights, confined or restricted spaces, and emergency conditions. The employee must be able to safely operate vehicles, tools, and equipment; routinely stand, walk, bend, kneel, climb, and work from ladders or elevated locations; and lift, carry, push, or pull materials and equipment. This position may exert up to 75 pounds occasionally, 50 pounds frequently, and 25 pounds constantly, with or without reasonable accommodation.


Safety, Compliance, and Employment Provisions

• Safety responsibility: The incumbent must follow applicable federal and North Carolina occupational safety and health requirements, County safety policies, manufacturer instructions, and site-specific procedures; use assigned personal

protective equipment; promptly report hazards, injuries, near misses, defective tools/equipment, and unsafe conditions; and stop work and notify the supervisor when a condition presents an imminent or uncontrolled hazard. This language does not transfer the employer's statutory safety obligations to the employee.

• Authorized work only: Work involving electrical systems, refrigerants, confined spaces, energized equipment, hot work, fall hazards, powered equipment, or other regulated hazards must be performed only when the employee has been trained, authorized, equipped, and assigned to do so under applicable County procedures.

• FLSA/timekeeping: This position is non-exempt. All hours worked, including time spent responding to work calls, remote work performed, travel between work locations during the workday, and approved emergency response, must be accurately recorded in accordance with County policy. Overtime or compensatory time will be administered consistent with applicable law and County policy.
