Senior Program Operations Manager

Manages program finances, contributing to fiscal management and strategic planning through short- and long-term forecasts. Plays a key role in tactical business planning, identifying new product lines and services to enhance program relevance. Manages the efficient use of resources, reviews contracts and contractor performance. Guides program offerings from introduction to obsolescence, adjusting plans to align with industry and organizational requirements. Oversees day-to-day operations, allocates resources strategically, and contributes to the achievement of the Consortium's, SAE ITC's, and SAE International's goals. Leads recruitment efforts, reviews usage data, and maintains customer relationships. Engages in external activities to promote program offerings. Manages marketing and communications strategies and conducts user-experience research for product and service development.

ESSENTIAL FUNCTIONS

• Responsible for revenue and expense budgets for a program and related products and services under areas of responsibility. Revenues and/or expenses comprise important segment of program revenue stream or expenses.

• Contributes to fiscal management and strategic planning by developing and annually updating short- and long-term forecasts of the program, including business and financial projections.

• Participates in tactical business planning process. Contributes to the tactical planning process through the identification of new product lines and/or services that expand program's relevance to users and customers, with an emphasis on new issues and solutions. Manages tactical phases to achieve annual business plans that meet organization-wide objectives for responsible products and services.  Adjusts program plans addressing products and services to align with industry and organizational requirements and best practices.

• Manages the efficient and effective use of volunteers, contractors/ vendors and consultants. Review and negotiate contracts, as applicable. Review contractor performance and escalate shortcomings.

• Manages and contributes to program and department product and service offerings from introduction through obsolescence and evaluates new technologies. Manages product and service development. Adjusts program and department product and service plans to align with strategy.

• Oversees day-to-day operations of program or area of responsibility. Manages how, where and when approved staff, budget and resources are allocated across program, product and service lines to ensure successful results and attainment of departments objectives.

• Contribute to the achievement of the Consortium's, SAE ITC's, and SAE International's goals. Additional special projects as assigned.

• Recruitment of potential members and sponsors and promotion of membership and sponsorship opportunities. Reviews program as well as product and service usage, and satisfaction data and maintains an ongoing dialog with customers and internal stakeholders, particularly sales & responsible director, on trends, risks and opportunities. Maintains key customer and other stakeholder relationships at senior manager levels. Spends time on external activities with customers and managers in industry and government to promote program related products and services. Communications include running meetings, attending forums and conferences and issuing regular correspondence at senior levels. Manages marketing and communications strategies and plans. Defines user-experience research to identify obstacles, improve ease-of-use, customer satisfaction and inform future product and service development.

MINIMUM REQUIREMENTS

• 8 years’ experience in technical engineering, project management, or business management positions, or combination.
• Bachelor’s degree in engineering, quality, science, or business management.
• Contributes to fiscal management and strategic planning by developing and annually updating short- and long-term forecasts of the program, including business and financial projections.
• Technical/engineering expertise with experience in the areas of responsibility for position.
• Strong interpersonal and communications skills along with excellent analytical, writing and editing and presentation skills.
• Ability to organize effectively, carry out independent action, work on simultaneous assignments, and perform functions of a confidential manner.
• Strong project management skills and proficient with planning software and tools.
• Global and cultural sensitivities.
• Attention to detail.
• Strong team development, collaboration and problem-solving skills.
• Understanding of trade association operations.
• Strong leadership skills developing and achieving organizational long- and short-range business plans and goals.
• Ability to work with high-level executives, industry (commercial, government, military, academic) leaders.

PREFERRED QUALIFICATIONS

• Master’s Degree in engineering, science, quality, finance, or business management.

• Strong computer skills including MS Office and typical office application software; Knowledge of software and database systems.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

• Standard business hours with flexibility for global meetings.
• Remote office with reliable, secure internet connection and proper ergonomic setup.
• Frequent virtual meetings; occasional travel (up to 30%) for technical conferences or committee sessions.
• Must maintain a confidential and secure workspace and comply with company data security policies.
