Firm Resilience is responsible for designing, implementing and continuously enhancing global Firmwide programs in Key Business Services Resilience, Business Continuity, Third Party Resilience, Business and Technology Recovery Planning & Testing and, Resilience Governance capabilities. The department works across business units, technology, operations, risk management, and third-party providers to ensure the Firm can effectively withstand, respond to, and recover from operational disruptions while maintaining critical services for clients and markets.
The team develops and oversees enterprise resilience frameworks, policies, standards, testing programs, and governance processes that strengthen the Firm's ability to identify, assess, mitigate, and manage business disruption risks. Through collaboration with stakeholders across the organization, Firm Resilience drives preparedness, supports regulatory compliance, and promotes a culture of resilience across the enterprise.

Team Profile
Morgan Stanley is seeking a senior Business Resilience and Continuity Planning Manager in Hong Kong to work as part of a global team in support of the Asia implementation of the Firm Resilience portfolio of programs. This includes strategic planning, program development and working closely with business units across front and back office functional stakeholders to implement a resiliency strategy that complies with Firm and regional regulatory requirements. The Resilience portfolio coverage includes:

  • Key Business Services ensure that the Firm can respond to operational disruption of its critical and important business services, and that plans/workarounds are in place to facilitate response and recovery.

  • Business Continuity program which is an adaptive risk-based program and methodology that ensures the Firm's business continuity capability is fit for purpose through tests and exercises in order to protect the Firm's assets, facilitate the life safety of employees, and enable operational resilience.

  • Third Party Resilience which establishes the proper governance, processes and controls to support the resilience of the Firm's business services where there is a reliance on external third parties.

  • Resilience Governance supports a robust governance across Firm Resilience programs through committee reporting, synchronizing lessons learned and continuous improvement of policies and procedures

  • The Resilience Testing and Exercise Program collaborates with key stakeholders to design, sequence, and deliver a series of risk-based cyber, technology, business continuity exercises and technical recovery tests to enhance operational resilience and preparedness for the


The Role
A Business Resilience and Planning Manager is expected to partner with stakeholders across Firm organizations to provide subject matter expertise and guidance in the areas of business resiliency and continuity. This is a senior, hands-on role focused on strengthening operational resilience capabilities, supporting regulatory readiness, and assisting in the delivery of the broader regional portfolio.
The candidate would be responsible for designing and implementing programs in these areas, as well as supporting 'business as usual' (BAU) business continuity and key business services activities, ensuring high quality outputs that enhance the resilience posture of the Firm and meet regulatory obligations in the Asia region. Key Responsibilities:

  • Lead the delivery and implementation of resiliency programs, including enhancements to existing frameworks to support the Asia region

  • Liaise and partner with key business stakeholders to ensure support of BAU business continuity and key business services activities, including business impact analysis, continuity planning, identifying key business services, testing of appropriate and executable plans, recovery strategy review, service documentation, dependency mapping, and resilience assessments

  • Drive and execute program requirements while working within a global team environment

  • Support associated senior and Firm-level operational resilience and continuity governance forums and oversight committees

  • Partner with Compliance, Legal, Risk, Technology, Operations, Cyber, Corporate Services and business stakeholders to ensure resilience and regulatory expectations are understood, evidenced and embedded into BAU

  • Assist in regulatory or audit activity relating to resiliency or continuity; including preparation of regulatory-ready evidence, supervisory review materials, remediation tracking, governance updates, and issue closure documentation

  • Track and support delivery of regulatory commitments, remediation actions, audit observations, and control enhancements relating to operational resilience

  • Apply a risk-based lens to project and BAU deliverables, challenging whether outputs reflect business realities, regulatory expectations, and Morgan Stanley's risk appetite

  • Maintain awareness of emerging risks and industry developments, including cyber events, technology outages, cloud concentration, data disruption, third-party failures, geopolitical events, and market infrastructure disruption


Skills and Requirements

  • At least 8+ years of relevant experience in operational resilience, business continuity, crisis management, technology risk management or other related operational risk and regulatory management function

  • Operational resilience experience is desirable, but candidates with strong risk management, business operating model knowledge, regulatory execution experience, and delivery capability will also be considered.

  • Excellent verbal, written, presentation and interpersonal skills

  • Ability to operate independently, with strong analytical background and an ability to manage competing priorities in a fast-paced and evolving environment

  • Experience in successfully leading and managing complex projects/project plans, leading teams of individuals and coordinating efforts across multiple teams and stakeholders across the globe

  • Strong influencing skills, including ability to articulate complex issues across stakeholders of different expertise levels

  • Understanding of Asia risk and regulatory landscape with experience in the financial industry desired
