Overview & Responsibilities
The International Development Law Organization (IDLO), with financial support from Sweden, is implementing the Project “Advancing Integrity and Transparency for a Modern Justice Sector” aimed at strengthening integrity, transparency, and accountability within Moldova’s justice sector. The Project supports efforts to reduce corruption, foster civic engagement, and advance digital transformation within justice sector institutions, thereby enhancing institutional performance and public trust.
As part of this initiative, IDLO will support the refurbishment and fit-out of a meeting room within a partner state institution to improve its functionality and operational capacity. An interior design and technical package has been developed, including architectural drawings, layout plans, MEP solutions, finishing specifications, and supplier recommendations.
To support the procurement and implementation of the refurbishment works, IDLO seeks to engage a Consultant (Civil Engineer/Designer) to review and complete the existing technical documentation, prepare detailed technical specifications, Bill of Quantities (BoQ), and cost estimates in line with applicable Moldovan construction standards. This position is open to Moldovan nationals who are based in the Republic of Moldova.
Objective of the Assignment
The objective of this consultancy is to prepare a complete technical documentation package, including technical specifications, BoQ, and cost estimates, to support the procurement of repair and fit-out works for the meeting room of a partner state institution.
Overview & Responsibilities
Under the supervision of the IDLO Moldova Country Office, the Consultant will be responsible for the following tasks:
Review and Verification of Existing Documentation
- Review the existing technical album and identify gaps, inconsistencies, ambiguities, or additional information required prior to procurement.
- Conduct a site visit to verify existing conditions, dimensions, and technical requirements.
Preparation of Technical Documentation
- Prepare a comprehensive Bill of Quantities (BoQ) covering all required categories of works, including demolition, drywall partitions, suspended ceilings, finishing works, electrical installations, lighting systems, HVAC systems, doors, and other relevant works.
- Prepare detailed cost estimates using applicable Moldovan construction norms and methodologies and current market prices.
- Develop technical specifications describing required materials, workmanship standards, installation requirements, and quality criteria.
- Prepare the Price Schedule/BoQ template for use in the procurement process.
Finalization and Coordination
- Revise and finalize the documentation based on comments received from IDLO.
- Submit a final consolidated technical documentation package ready for the procurement process.
Deliverables
- Complete Bill of Quantities (BoQ).
- Detailed cost estimate.
- Technical specifications suitable for procurement documentation.
- Final consolidated technical documentation package.
Job Requirements
Education and Professional Experience
- University degree in Civil Engineering, Architecture, Construction Engineering, Building Services Engineering, or another relevant discipline.
- Minimum of five (5) years of demonstrated professional experience in preparing technical documentation, Bills of Quantities, and cost estimates for civil construction or refurbishment projects in the Republic of Moldova.
- Demonstrated knowledge of Moldovan construction norms and cost estimation methodologies, including preparation of Bills of Quantities and related estimates.
- Experience preparing technical documentation for public procurement processes will be considered a strong asset.
- Previous professional experience working with public institutions or state authorities in the Republic of Moldova will be considered an asset.
- Professional certification as a construction cost estimator under applicable Moldovan legislation is highly desirable and will be considered a strong asset
Languages
- Professional proficiency in written and spoken Romanian is required.
- Working knowledge of English will be considered an asset.
Specific knowledge, skills and competencies
- Strong experience in preparing technical specifications, Bills of Quantities, and cost estimates.
- Ability to conduct technical assessments and translate design concepts into procurement-ready documentation.
- Strong analytical, organizational, and communication skills
Terms & Conditions
The Consultant will be engaged under an Individual Contract for an indicative period of approximately 3 months. The assignment is expected to commence in August. The Consultant will work under the supervision of the IDLO Moldova Country Office and submit all deliverables in editable electronic formats.
