Position Summary
ANSER is seeking a dynamic and results-driven Director of Business Development to lead the company's federal growth strategy while managing a team of business development professionals and maintaining responsibility for an individual portfolio of strategic opportunities. Reporting to the Chief Strategy Officer, you will lead opportunity identification, capture, proposal development, customer engagement, and strategic partnerships to achieve revenue growth objectives. Working collaboratively with executive leadership and cross-functional teams, you will develop qualified pipeline, grow high-performing talent, and strengthen ANSER's business development capabilities.
Day-to-Day Responsibilities
- Lead, coach, and develop a team of Business Development Account Executives.
- Establish team objectives, conduct pipeline reviews, and monitor performance against key performance indicators (KPIs).
- Foster a culture of accountability, collaboration, and continuous improvement.
- Develop and execute business development strategies aligned with corporate growth priorities.
- Manage an assigned portfolio of federal customers and territories.
- Develop account plans and customer engagement strategies aligned with customer missions and ANSER capabilities.
- Build, qualify, and manage a healthy pipeline of federal opportunities.
- Collaborate with executive leadership on annual growth plans and revenue forecasts.
- Lead opportunity qualification, capture strategy, proposal development, and pursuit execution through award.
- Shape opportunities through customer engagement, RFIs, white papers, conferences, and other business development activities.
- Partner with capture, proposal, and technical teams to develop competitive solutions, pricing strategies, and win themes.
- Build and maintain relationships with government customers, contracting officials, industry partners, and teammates.
- Analyze market trends, procurement forecasts, competitive activity, and contract vehicle strategies using federal market intelligence tools.
- Achieve individual and team business development, revenue, and win-rate objectives.
- Maintain a qualified pipeline that supports growth targets and accurate forecasting.
- Meet established customer engagement, qualification, and capture metrics.
- Develop high-performing business development professionals through coaching and mentorship.
Required Qualifications
- Clearance: Ability to obtain and maintain a TS/SCI security clearance.
- Education: Bachelor’s degree.
- Experience: Minimum of 10 years of progressive experience in federal government business development, capture management, account management, and growth leadership. Equivalent combinations of education and experience may be substituted on a year-for-year basis.
- Proven track record of developing and executing disciplined business development and growth strategies that achieve revenue objectives and exceed performance targets.
- Demonstrated success identifying, qualifying, capturing, and winning federal government opportunities, including DoD, Department of the Army, and other defense-related customers.
- Experience building, managing, and forecasting qualified opportunity pipelines throughout the full business development and capture lifecycle.
- Strong knowledge of the federal acquisition process, including FAR-based procurements, RFIs, RFQs, RFPs, IDIQs, GWACs, BPAs, OTAs, and task order competitions.
- Demonstrated experience developing competitive proposals and supporting successful proposal submissions.
- Experience developing customer, partner, and stakeholder relationships through proactive engagement, needs assessment, and solution alignment.
- Experience collaborating across cross-functional teams and leading, mentoring, and developing business development professionals to achieve shared objectives.
- Proficiency with GovWin, SAM.gov, Salesforce, CRM platforms, and federal market intelligence tools.
- Excellent communication, presentation, negotiation, and relationship-building skills.

Preferred Qualifications
- Established relationships, or the ability to quickly build relationships, within DoD, federal civilian, intelligence, or other targeted federal agencies.
- Experience developing and winning business with federal civilian, intelligence, or state and local government customers.
- Experience selling professional services and technology-enabled solutions.
