Parsons is seeking an experienced Project Director to lead the day-to-day delivery of the Site Supervision Consultancy Services for a luxury hospitality and entertainment development in Qatar. The development is a state-of-the-art entertainment hub, set to attract millions of visitors annually with its immersive experiences and diverse attractions.
The Project Director will have full responsibility for managing the construction supervision services for this world-class hospitality, entertainment, retail, residential, and mixed-use destination. The role is accountable for leading the multidisciplinary site supervision team throughout construction, testing & commissioning, handover, and the Defects Liability Period (DLP), while ensuring that all works are executed in accordance with the Contract Documents, approved drawings, specifications, applicable codes, quality standards, and the Client's objectives for safety, schedule, quality, and operational readiness.
The Project Director will serve as the Client's primary day-to-day representative, leading the Resident Engineers, discipline engineers, inspectors, and specialist consultants while coordinating closely with the Contractor, designers, operators, authorities, utility providers, and other project stakeholders to ensure the successful delivery of the Project.
SPECIFIC RESPONSIBILITIES:
Lead the overall delivery of the Site Supervision Consultancy Services throughout the construction lifecycle.
Manage the multidisciplinary site supervision organization, including Resident Engineers, discipline engineers, inspectors, and specialist consultants.
Serve as the Client's primary day-to-day representative for all construction supervision activities.
Direct and oversee construction supervision, contract administration, quality assurance, HSE compliance, and contractor performance monitoring.
Ensure the Contractor executes the Works in accordance with the Contract Documents, approved drawings, specifications, project requirements, and applicable statutory regulations.
Lead the review of shop drawings, material submittals, method statements, RFIs, technical queries, inspection requests, and other construction submissions.
Monitor construction progress against the approved programme and direct corrective and recovery actions where required.
Administer the construction contract, including site instructions, variations, claims support, payment certifications, substantial completion, and final acceptance processes.
Coordinate inspections, testing & commissioning activities, authority inspections, and operational readiness activities to ensure successful project completion.
Lead project controls covering construction progress, quality, HSE, risk management, reporting, document control, and contractor performance.
Coordinate effectively with the Client, Lead Design Consultant, specialist designers, contractors, operators, statutory authorities, and utility providers to resolve technical and construction interface issues.
Ensure timely resolution of NCRs, quality issues, construction deficiencies, and technical non-conformances.
Oversee snagging, de-snagging, handover documentation, Defects Liability Period activities, and final project closeout.
Prepare and review project reports, executive dashboards, contractual correspondence, and recommendations for submission to the Client.
Drive collaboration across all project participants to achieve safe, high-quality, and timely project delivery.
EDUCATION & SPECIFIC ROLE REQUIREMENTS:
Bachelor's Degree in Engineering, Architecture, Construction Management, or related discipline.
Master's Degree preferred.
Professional certification such as PMP, MRICS, PE, CEng, or equivalent preferred.
Minimum 20 years of experience delivering major hospitality developments through Construction Supervision, Resident Engineering, Engineer, or Construction Management roles.
Demonstrated experience managing large multidisciplinary construction supervision teams on major building developments.
Experience delivering luxury hotels, integrated resorts, theme parks, entertainment destinations, or mixed-use developments.
Strong experience in contract administration under FIDIC or similar forms of contract.
GCC experience is highly desirable.
SKILLS/COMPETENCIES:
Comprehensive knowledge of construction supervision, contract administration, and project delivery for major hospitality, mixed-use, and destination developments.
Strong understanding of construction methodologies, site supervision practices, quality assurance, testing & commissioning, handover, and Defects Liability Period activities.
Extensive knowledge of construction planning, contractor performance monitoring, contract administration, change management, claims, quality management, HSE, and project reporting.
Proven ability to lead multidisciplinary site supervision teams comprising Resident Engineers, discipline engineers, inspectors, specialist consultants, contractors, operators, and statutory authorities.
Strong understanding of construction documentation, shop drawing reviews, material approvals, inspection procedures, and regulatory compliance requirements.
Excellent leadership, organizational, communication, and stakeholder management capabilities within complex construction environments.
Strong analytical and problem-solving skills with the ability to proactively resolve construction, contractual, technical, and operational challenges.
Ability to successfully lead large-scale construction supervision assignments while maintaining focus on quality, safety, schedule, contractual compliance, and the Client's objectives.
