Qualifications
- Bachelor's Degree in Civil Engineering
- Master's Degree in Civil Engineering or Transportation Engineering
- Professional Civil Engineer (PRC Licensed)
- Construction Safety Training (40-hour COSH or equivalent)
- Training in QA/QC Inspection
Experience
- Minimum 8 years of civil engineering experience.
- Minimum 5 years in road construction supervision or inspection.
- Experience in mountainous road construction, earthworks, drainage and slope stabilization.
- Experience in quality inspection and testing of civil works.
- Experience coordinating with contractors and consultants.
Role/Tasks
- Conduct daily inspection of road construction activities, including earthworks, excavation, embankment, drainage systems, pavement, retaining structures, culverts, and slope protection works.
- Verify that all construction activities comply with approved engineering drawings, technical specifications, contract requirements, and relevant industry standards.
- Monitor contractor workmanship, construction methodologies, and resource utilization to ensure efficient project execution.
- Inspect construction materials and witness field and laboratory tests to confirm compliance with project quality requirements.
- Identify non-conforming work, prepare inspection reports, recommend corrective actions, and verify that deficiencies are rectified promptly.
- Monitor contractor compliance with health, safety, and environmental (HSE) requirements and report unsafe conditions or practices.
- Verify the implementation of environmental protection measures, including erosion and sediment control, drainage management, and slope stabilization.
- Measure completed works and assist in verifying contractor progress and quantities for progress payment assessments.
- Prepare daily, weekly, and monthly inspection reports, including photographic records and documentation of construction progress, quality observations, and site issues.
- Coordinate with the Resident Engineer, design engineers, surveyors, geotechnical engineers, QA/QC personnel, environmental specialists, and contractors to resolve technical and construction-related issues.
- Participate in site meetings, technical inspections, and coordination meetings, providing updates on construction progress and inspection findings.
- Assist in reviewing method statements, inspection and test plans (ITPs), material submittals, and requests for inspection submitted by the contractor.
- Support project inspections conducted by the Client, regulatory agencies, and other stakeholders.
- Maintain complete and accurate site records, inspection logs, non-conformance reports (NCRs), punch lists, and as-built documentation.
- Perform other duties assigned by the Resident Engineer that support the successful delivery of the Main Access Road works.
