The Mechanical Systems Engineer provides specialized technical oversight, inspection, testing, and acceptance support for mechanical systems associated with complex federal construction, renovation, and infrastructure projects. Serving as part of the Government's Owner's Representative team, this position evaluates mechanical system installation, performance, commissioning, and operational readiness to ensure compliance with design requirements, applicable codes, and federal standards. Working closely with Government stakeholders, engineers, commissioning specialists, and construction contractors, the SME supports the successful testing, acceptance, and turnover of mechanical systems.

What You'll Be Doing:

  • Provide technical oversight and acceptance support for mechanical systems, including HVAC, plumbing, piping, central utility plants, building automation, and associated mechanical equipment.
  • Review mechanical drawings, specifications, equipment submittals, testing procedures, and commissioning documentation for compliance with contract requirements and applicable standards.
  • Conduct field inspections and technical assessments to verify mechanical system installation, functionality, and readiness for testing and acceptance.
  • Witness and evaluate mechanical equipment startup, Testing, Adjusting, and Balancing (TAB), functional performance testing, and commissioning activities.
  • Review mechanical system performance data, test reports, deficiencies, and corrective actions to verify compliance with design and operational requirements.
  • Coordinate with Government representatives, design engineers, construction managers, commissioning agents, and contractors to resolve technical issues and facilitate system acceptance.
  • Evaluate mechanical system integration with electrical, fire protection, building automation, and other facility systems.
  • Identify installation deficiencies, performance issues, and potential operational risks; recommend corrective actions and verify resolution.
  • Support the review of Requests for Information (RFIs), technical submittals, design changes, and contract modifications affecting mechanical systems.
  • Review mechanical system closeout documentation, including as-built drawings, operations and maintenance manuals, warranties, training records, and commissioning reports.
  • Prepare technical inspection reports, deficiency lists, acceptance recommendations, and system readiness assessments to support Government decision-making.

What Required Skills You'll Bring:

  • Bachelor's degree in Mechanical Engineering.
  • Minimum of 10 years of related professional experience in mechanical engineering, mechanical systems construction, inspection, commissioning, or systems acceptance.
  • Must possess at least one of the following professional licenses:

  • Demonstrated experience with mechanical building systems, including HVAC, plumbing, piping, mechanical equipment, and associated controls.
  • Experience reviewing mechanical construction drawings, specifications, equipment submittals, and technical documentation.
  • Knowledge of mechanical system installation, testing, commissioning, and acceptance procedures.
  • Familiarity with applicable mechanical codes, ASHRAE standards, and construction quality assurance practices.
  • Ability to evaluate mechanical system performance, identify deficiencies, and recommend corrective actions.
  • Strong analytical, problem-solving, communication, and technical writing skills.
  • Ability to coordinate effectively with Government stakeholders, engineers, contractors, and multidisciplinary construction management teams.
  • Proficiency in Microsoft Office applications and familiarity with construction documentation and commissioning software.
  • Must be a U.S. citizen and able to satisfy applicable federal background investigation requirements.

What Desired Skills You'll Bring:

  • Experience supporting Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), or similar federal construction and facilities programs.
  • Experience supporting Military Construction (MILCON), federal infrastructure modernization, or mission-critical facility projects.
  • Familiarity with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and applicable federal mechanical engineering standards.
  • Experience with mechanical systems commissioning, functional performance testing, and integrated systems testing.
  • Knowledge of central utility plants, chilled water systems, steam distribution, energy management systems, and building automation systems.
  • Familiarity with ASHRAE commissioning guidelines, energy efficiency standards, and facility operational readiness requirements.
  • Experience reviewing Testing, Adjusting, and Balancing (TAB) reports, commissioning plans, and mechanical system acceptance documentation.
  • Additional certifications such as Certified Commissioning Professional (CCP), Certified Building Commissioning Professional (CBCP), or Commissioning Process Management Professional (CPMP).
