Job Description Summary
The Value Stream Performance Manager enables end-to-end performance, flow and continuous improvement of the Generator Upgrades (Legacy Alstom Technologies) value stream. Reporting to the Value Stream Leader, the role owns the value stream performance-management framework and serves as the performance and flow intelligence engine connecting Project Management, Engineering, Supply Chain, Manufacturing, Quality, Finance and Field Services.A core accountability is ownership of the Value Stream Mapping and Value Stream Management framework: establishing the methodology, maintaining current- and future-state maps, identifying systemic constraints and waste, translating findings into improvement priorities, and progressively increasing the maturity of value-stream management across the organization.
The role moves the organization from retrospective reporting and project-by-project firefighting toward forward-looking, system-level management of flow, constraints and performance.
Job Description

Key Responsibilities
Within the scope of Legacy Alstom Technologies Generator Upgrades Value Stream
1. Value Stream Performance Management - Establish and maintain the integrated KPI architecture across customer delivery, milestones, engineering, supply chain, manufacturing, quality, site execution, lead time, risk, margin and cash. Maintain definitions, targets, thresholds and ownership, ensuring measures drive end-to-end optimization rather than local functional performance.
2. Value Stream Mapping Framework - Own the methodology and governance for end-to-end Value Stream Mapping from order handover through engineering, sourcing, manufacturing, shipment, site execution and closeout. Maintain current- and future-state maps covering process time, waiting, handoffs, WIP, decision lead time, rework, constraints, information flow, quality failures and non-value-added activity.
3. Value Stream Management Maturity - Develop and manage a maturity framework covering end-to-end ownership, visibility, KPI integration, flow, constraint management, portfolio prioritization, pull/WIP management, standard work, problem solving, operating rhythms and digital enablement. Establish baselines, target conditions and improvement roadmaps, and periodically reassess maturity.
4. Flow & Lead-Time Improvement - Translate mapping and analytics into measurable improvement opportunities. Build visibility of end-to-end and stage lead times, queues, WIP, bottlenecks, constraint aging, rework, handoffs and decision latency. Partner with cross-functional teams to develop future-state designs that improve throughput and predictability.
5. Forward-Looking Execution Intelligence - Develop leading indicators for milestone readiness, schedule stability, engineering and material readiness, supplier performance, manufacturing readiness, quality risk, site readiness, critical-path movement and constraint aging. Identify deteriorating trends early and recommend interventions before customer commitments are missed.
e readiness, constraint and critical-project views
6. Performance Operating Rhythm - Own performance content and analytical architecture for weekly and monthly Value Stream/MOR reviews. Drive a disciplined sequence of gap identification, root cause, decision, owner, action and closure rather than retrospective status reporting.
7. Constraint & Portfolio Performance - Maintain an integrated view of constraints affecting the portfolio, including impact, ownership, required-by date, aging, recovery and escalation. Distinguish isolated project issues from systemic constraints and support risk-based segmentation so leadership attention is focused on the highest customer and business impact.
8. Root-Cause-Based Improvement - Use performance data and value-stream analysis to identify recurring failure patterns. Apply structured problem solving to systemic causes such as capacity, planning, priority conflicts, engineering instability, suppliers, quality/rework and decision latency. Establish baselines and verify sustained benefits.
9. Digital & Analytical Capability - Advance automated and predictive value-stream analytics. Apply digital tools, advanced analytics and AI where valuable to detect deteriorating trends, identify schedule risk, analyze recurring constraints, reduce reporting effort and improve decision speed.
Required Qualifications
· Bachelor's degree in Engineering, Operations, Supply Chain, Business, Industrial Engineering or a related discipline, with substantial experience in complex industrial, engineered-product or project-based environments.
· Demonstrated experience in value-stream management, operational performance or complex project/portfolio execution, preferably spanning Engineering, Supply Chain, Manufacturing and Project Management.
· Strong practical capability in Value Stream Mapping and Lean principles, including current/future-state design, flow, WIP, pull, bottleneck/constraint management and structured problem solving.
· Strong analytical and performance-management capability, including project schedules, milestone performance, operational KPIs, business intelligence and translating complex data into actionable insights.
· Demonstrated ability to influence across organizational boundaries, challenge senior stakeholders with facts and lead cross-functional improvement without relying on direct authority.
Desired Characteristics
· End-to-end systems thinker - optimizes the complete customer-to-delivery system rather than individual functions.
· Forward-looking and analytically curious - identifies causal relationships, emerging risks and what is likely to happen next.
· Value-stream transformation mindset - converts current-state insight into practical future-state roadmaps and progressively builds organizational maturity.
· Constructive challenger with strong executive communication - simplifies complexity, tests assumptions and influences senior stakeholders with evidence.
· Bias for sustainable improvement - changes processes, operating mechanisms and behaviors so improvements endure beyond individual projects or leaders.
