Company Overview
Chameleon Integrated Services has expertise in operations management, quality systems, data operations, and cybersecurity. We secure some of the most sensitive data for the Department of Defense (DoD) and for other U.S. federal government agencies. We are known for the great care we take with clients and employees, and we believe in promoting from within.
Position Overview
Chameleon Integrated Services is seeking an executive-level CIO technical leader to serve as the CODE Services Task Lead / CODE Strategy Support. This is a Government-designated Key Personnel position primarily based out of the contract's main hub in Linthicum Heights, MD.
This role serves as the primary technical interface to the Chief Information Officer (CIO) and leadership directorate. The ideal candidate functions as a strategic visionary who drives enterprise IT and cyberspace strategy, enterprise architecture, cloud and data strategies, portfolio governance, and resource allocation analyses. Because these requirements are critical to the government's evaluation, we will not relax these criteria during the sourcing process. This candidate is highly likely to come from senior DoD CIO offices, DISA, USCYBERCOM, a Service cyber component, defense contractor enterprise-IT leadership, or comparable national-security IT programs.
Responsibilities
  • Act as the primary technical interface and advisor to the agency CIO and CISO regarding planned, recommended, and directed enterprise architecture actions.
  • Lead the development, alignment, and execution of comprehensive IT enterprise strategic initiatives, acquisition strategies, and technology roadmaps synchronized with the mission.
  • Oversee multi-disciplinary teams across a global operational footprint, delivering capabilities that span cyberspace operations, cybersecurity, software engineering, and data/AI workforce elements.
  • Supervise personnel responsible for receiving, interpreting, planning, briefing, executing, and reporting on USCYBERCOM operational orders and taskers.
  • Manage infrastructure engineering efforts across unclassified, Secret, and TS/SCI environments, including unified communications and multi-classification video teleconferencing systems.
  • Guide legacy system migrations into multi-cloud and hybrid-cloud environments while overseeing modern data strategies, data lake implementations, and automated CI/CD pipeline structures.
Required Skills & Qualifications (Hard Screening Criteria)
  • Active Project Management Professional (PMP) certification.
  • Active TS/SCI clearance eligibility.
  • Minimum 1 year of experience within the last 3 years leading and supervising teams performing work across all four elements: IT/Cyberspace, Cybersecurity, Software engineering, and Data/AI.
  • Proven experience within the last 5 years briefing a CIO and CISO on agency-wide planned, recommended, and directed actions.
  • Minimum 2 years of experience within the last 7 years overseeing personnel interpreting, planning, and executing orders issued by USCYBERCOM, a subordinate commander, the National Manager for National Security Systems, or an authorized commander over comparable systems.
  • Minimum 3 years of experience within the last 10 years leading teams in classified and unclassified government or private networking and infrastructure environments.
  • Minimum 3 years of experience within the last 10 years building, operating, securing, defending, and extending LAN/WAN systems involving wireless components, firewalls, routing/switching, IPv6, VPN, cloud, and virtualized services.
  • Minimum 5 years of experience within the last 7 years supporting unified communications/VTC across Unclassified, Secret, and TS/SCI environments.
  • Minimum 1 year of experience within the last 3 years leading teams operating CI/CD pipelines using modern containerization, micro-segmentation, and Infrastructure as Code (IaC).
  • Minimum 2 years of experience within the last 5 years leading legacy-system migration into multi-cloud or hybrid-cloud environments.
  • Minimum 2 years of experience within the last 7 years leading personnel developing or implementing data lakes and modern data architectures.
