Description
Oneida Technical Solutions, LLC (OTS) has a rich history of providing IT support and associated services in highly complex, highly regulated, highly secure environments, including the U.S. Department of Defense (DoD), law enforcement, health care, retail, and the casino gaming industry. OTS is a wholly owned subsidiary of Oneida Innovations Group.
OTS is seeking a Security/COMSEC Subject Matter Expert (SME) and Project Manager in Norfolk, Virginia. This position is contingent upon contract award to OTS.
The Security/COMSEC SME and Project Manager will be responsible for providing subject matter expertise and project oversight for a COMSEC project. This includes cybersecurity expertise and technical support for COMSEC infrastructure and support execution of core COMSEC operational activities, Local Element support, equipment maintenance and upgrades, audits, training, and compliance support. This position will support inspections, reporting, Local Element management, and day-to-day operational continuity for the COMSEC program. This position also supports shipboard and shore-based equipment installations, cybersecurity and RMF activities, incident response actions, and user training needed to sustain secure COMSEC operations across the program. The Security/COMSEC SME and Project Manager will also be responsible for oversight of a small project team, including managing personnel, schedule, cost, communications, quality, and risk.
Responsibilities
- Manage day-to-day Navy COMSEC account operations, including compliance support for COMSEC visits and inspections.
- Conduct classroom training and develop basic COMSEC training curriculum.
- Perform on-site COMSEC audits, including evaluation of administration, handling, security procedures, inventories, and destruction, and help coordinate audits to maintain annual periodicity.
- Provide COMSEC equipment Life Cycle Management (LCM) support.
- Provide support for COMSEC Shore Local Element management, assisting Local Element Managers with the management and security of COMSEC material.
- Perform equipment maintenance, upgrades, and troubleshooting for COMSEC hardware.
- Provide cybersecurity and COMSEC incident response support, ensure proper reporting chains are followed, and assist with continuity of operations.
- Develop and maintain COMSEC documentation and Standard Operating Procedures (SOPs).
- Maintain COMSEC guidance and instructions.
- Support RMF security control selection, implementation, configuration, audits, and assessments for COMSEC networks, enclaves, and equipment.
- Provide cybersecurity training and expertise for COMSEC networks, enclaves, and equipment.
- Develop and submit recurring reports, schedules, and other project deliverables.
Requirements
- US Citizen with Active Top Secret clearance and T5 background investigation.
- Must meet the requirements of CSWF 723 COMSEC Manager Advanced: Bachelor of Science (BS) degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science from an ABET accredited or CAE designated institution OR DoD/Military Training M0923X1 or A-531-0009 or A-531-0045 OR active CISM or CISSO or FITSP-M or GCSA or GCIH or GSLC or GICSP certification.
- 10+ years of experience in COMSEC management and operations.
- At least 5 years of experience managing Security/COMSEC projects.
- Experience with DoD Cybersecurity/RMF process.
- Experience working with CMS-1/CMS-3/COMSCINST 2280 series.
- Experience leading Navy COMSEC programs and managing a team of personnel.
- Experience contributing to the development of security documentation.
- Exceptional interpersonal, analytical, technical, communication, organizational, and decision-making skills.
- Proven experience managing project performance, including cost, schedule, personnel, quality, operations, and risk.
- This position requires CONUS/OCONUS travel.
