The primary responsibilities for the job are to perform a variety of complex technical engineering design, drafting and permitting work supporting higher-level engineering staff.
This is a full-time, regular, non-exempt union position. This position is covered under the provisions of an agreement between the City and the OPEIU union. The schedule for this position is M-F, 8am to 5pm.
Salary for this position is subject to a collective bargaining agreement with negotiated step increases based on seniority. Candidates meeting the minimum requirements for the position will be at the beginning of the listed range, equal to Step 1. Directly related experience, certifications and relevant credentials exceeding minimum requirements will be considered for step credit at hire, with such credit not to exceed Step 4, the approximate midpoint of the listed range, unless otherwise stipulated in the applicable collective bargaining agreement.

Job Details
Essential Functions:
- Participate in the preparation of documents supporting Public Works Capital Improvement Projects including public meeting information, plans and bid documents. Coordinate public works projects with applicable city, state and federal officials and other relevant agencies and parties.
- Apply survey information to create designs and drawings for various engineering and planning projects including base mapping, and presentation layouts. Design/drafting for sewer rehabilitation projects as well as support for development review.
- Research utility requirements for new developments and existing services; review utility plans from consultants and engineers. Conduct research of ownership, legal descriptions or other such data needed to complete information required in preparation of Public Works Capital Improvement Projects.
- Respond to customer and public inquiries and complaints; explain and interpret codes, policies, standards, fees, and procedures to members of the public, contractors, engineers, architects and other public or utility organization employees to resolve problems; improve understanding of City programs and to ensure adherence to procedures in complex technical matters. Attend community and neighborhood meetings related to the program.
- Perform onsite visits throughout the life of a project; collect field data, verify conditions, note potential or developing problems, and make recommendations.
- Research and investigate right of way vacations, as well as general questions regarding on-site/off-site sewer collection complaints and inquiries.
- Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
- Two (2) years of increasingly technical engineering experience is required in sanitary sewer engineering or related discipline.
- One (1) year of AutoCAD Civil 3D, work including pipe networks is preferred.
- Associate's Degree from an accredited college with major course work in engineering or a related field
- Equivalent combinations of education and experience may be considered.
Computer Skills
- Intermediate skills in AutoCAD
- Intermediate skills in Microsoft Word, Excel and Outlook
- Basic skills in Geographic Information Systems (GIS/ArcMap)
Required Licenses and/or Certifications
- Possession of a Valid Driver’s License
- Ability to obtain a Transportation Worker Identification Credential (TWIC) issued by Department of Homeland Security.
Knowledge
- Principles and practices of civil engineering and construction management
- AutoCAD Civil 3D as it relates to the design of pipe networks
- Municipal wastewater treatment plant systems
- Wastewater chemistry
- Materials, methods, safety standards, and techniques related to sewer collection and treatment construction
- Terminology, methods, practices and techniques of drafting, computer aided design, and geographic information systems
- Pertinent federal, state and local laws that pertain to: sewer collection and treatment
- Modern office procedures, methods and computer equipment
- Use of personal computers and basic software
