Description
- Reports to: Manager of Regions.
- Supervision exercised: Area Supervisors, SQRs, and AEXs across North America; functional oversight of TPP inspectors.
- Set regional priorities and execution standards aligned to BSQE’s operating model, QSPs, ITPs, and project requirements.
- Decide routine staffing, TPP, scheduling, and supplier issues; escalate per agreed thresholds.
- Run the regional cadence—bi-weekly project scorecards, monthly resource-loading reviews, and quarterly business reviews—with owners, dates, and closure evidence.
- Build a culture of accountability, transparency, and “no surprises” communication.
- Upskill Area Supervisors, SQRs, and AEXs through coaching, field calibration, one-on-ones, and structured development plans.
- Use the competency roster for fit-for-purpose assignments, gap closure, and succession planning.
- Lead People Day talent reviews, succession and knowledge-transfer plans, and leadership development (e.g., EBW, Supervisor Blueprint).
- Lead recruiting, 30/60/90-day onboarding, and stretch assignments; tie training budgets to forecast competency gaps.
- Ensure surveillance and expediting are risk-based, documented, and compliant with codes, specifications, SQPs, and QSPs.
- Review reports and NCR records for accuracy and audit readiness; act early on trends and repeat issues.
- Ensure AEXs track progress against PO milestones and drive recovery plans for critical deliveries.
- Maintain a critical-supplier watch list; engage before PO award (capability surveys, ESL audits, risk assessments) and ensure sub-tier visibility.
- Base surveillance-level and qualification recommendations on normalized data and demonstrated capacity, with project and Engineering concurrence.
- Own regional resource loading and coverage, matching assignments to competency, risk, geography, and criticality.
- Keep standardized loading data current in Supplier Assure and the BSQE calendar; extend planning toward 180/365-day visibility.
- Balance work across areas and regions before requesting headcount or TPP support; keep overtime sustainable.
- Route TPP requests through the PMO/Fieldglass process, confirm inspector qualifications, and hold providers accountable through quarterly reviews.
- Own supervisory-account and job-hour forecasts; review charging monthly and update mid-year and annual forecasts with Finance.
- Approve timesheets, expenses, and travel per company policy; prepare business cases for staffing, training, and tools.
- Ensure compliance with SQPs, QSPs, the Code of Conduct, ethics training, and company standards; support audits and management reviews.
- Put safety and well-being above all: PPE, safe work practices, and stop-work authority in supplier facilities.
- Protect the company, client, and supplier proprietary information, including inspection data, photos, video, and scans.
- Escalate compliance, safety, integrity, and employee-relations concerns promptly, partnering with HR.
- Drive BSQE’s 2027 priorities: forward-looking capacity planning, supplier risk and critical-delivery assurance, workforce development, digital execution at scale, and one consistent global regional operating model.
- Adopt AI-enabled, data-driven, and remote-surveillance tools with Engineering through the NOI workflow, addressing supplier permissions up front.
- Apply lessons learned, standard work, and WDGLL; lead after-action and trend reviews.
- Support digital delivery and nuclear (NQA-1) readiness where assigned.
- Project satisfaction (NRS) and competency roster status at target.
- Bi-weekly scorecards issued on time; actions closed by due date.
- Report timeliness and quality; anomaly and NCR closure within required timeframes.
- Critical inspections and deliveries covered ahead of need.
