This position works out of the Personnel Services Support division and is classified as "Confidential" meaning that, per California public sector labor law, the duties performed deal with sensitive labor relations matters such as collective bargaining, negotiations, & grievance handling.  Therefore, they are non (union) representated and are placed on the Confidential salary schedule as follows:
PUSD Classification Salary Range: $33.66 - $43.08 per hour

Anticipated Hiring Salary Range: $33.66 per hour (step 1) - $39.03 per hour (step 4)


Selection Procedure
Applications will be screened, and those candidates whose backgrounds best match the requirements of the position will be invited to participate in a competitive examination process, which may include any combination of the following: Training & Experience evaluation (T&E), multiple-choice question test, job-related performance exercise, and technical/ oral appraisal interview. Examination procedures are subject to change as deemed necessary by the Director of the Personnel Commission.
Candidates who pass all of the examination processes are ranked on an eligibility list according to their score(s). Selection for the position will be made from among the top three (3) ranks of candidates.  The eligibility list will be used for hiring purposes in other vacancies in the same, or equivalent,  job classification and will be active for six (6) months (Merit Rule 50.100.1).

BASIC FUNCTION:
Under the direction of the Director, Human Resources, perform a variety of technical functions in support of the District's certificated and classified personnel programs; coordinate classified and certificated hiring process; facilitate the certificated credentialing process for current and prospective employees; process all new personnel for employment within the District; prepare, audit and maintain a variety of related personnel files, records and reports; maintain confidentiality of sensitive and privileged information.
REPRESENTATIVE DUTIES:
Perform technical functions in support of the District's certificated and classified personnel programs; maintain confidentiality of sensitive and privileged information; assure compliance with applicable laws, codes, rules and regulations; analyze background of covered certificated employees for NCLB compliance. E
 
Provide information and assistance to District personnel, staff and the public regarding a variety of personnel matters, such as promotional opportunities, position vacancies, credentialing requirements, examination requirements and personnel regulations, policies and procedures. E
 
Process new personnel and paperwork for employment within the District; verify years of service and experience of new employees; compute salary placements for new classified employees. E
 
Coordinate and facilitate new hire orientations; assemble orientation packets and informational materials; assist employees and applicants in completing and submitting a variety of forms; set up facilities. E
 
Evaluate transcripts and records of certificated staff to determine eligibility for credentials and waivers; notify employees regarding missing items; maintain record of college units earned for proper placement on salary schedule; audit certificated employees for continued compliance on an annual/semi-annual basis as it relates to assignment. E
 
Assure certificated personnel and substitutes hold valid and appropriate credentials for their assignment and are paid at the appropriate level; advise administrators of misassignments and salary placements. E
 
Develop and maintain certificated position matrix to determine teacher placement and the need for specific certificated hiring; establish, audit and maintain a variety of personnel files and records including extra-curricular assignments according to established procedures, policies, rules and regulations; notify supervisors when employee performance evaluations are due. E
 
Input, update and access a variety of records and information in assigned computer system; generate reports as requested. E
 
Prepare and distribute contracts for certificated employees; notify the County Office of Education regarding types of contracts held. E
 
Compose a variety of correspondence including inter-office communications, lists, requisitions, forms, letters, Board items, memoranda, contracts, special projects, legal documents and other materials; assist in the preparation of handbooks and directories. E
 
Calculate, analyze and summarize statistical salary data and projections for budgeting purposes; notify appropriate department of employee salary and status changes; provide statistical data to County, State and federal agencies. E
 
Maintain position control for vacancies; compile and maintain information regarding personnel staffing unit plans and needs for school sites; determine average salaries and compute staffing unit values; help sites identify sources of funding available to meet staffing needs. E
 
Communicate with District employees, the County Office of Education and outside agencies to exchange information, resolve issues and coordinate activities; provide statistical data to outside agencies as requested. E
 
Operate a variety of office equipment including a computer and assigned software, copier, fax machine, calculator and a typewriter. E
 
Attend a variety of meetings, conferences and in-service trainings as assigned.
 
Perform related duties as assigned.

NOTE: At the end of some of the duty statements, there is an "E" which identifies essential duties required of the classification.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to: an associates of arts degree in a related field (business, human resources, I/O psychology, etc.) and three years of responsible clerical or human resources experience involving public contact. Prior school district experience is preferred.

SELF-CERTIFICATION OF TYPING/KEYBOARDING SKILLS:
 * This classification requires that incumbents be skilled in typing/keyboarding at a minimum of 45 words per minute.  A typing test will not be given.  Applicants must certify in writing that they have such skills.  Demonstrated proficiency will be expected during the probationary period for the class.

In accordance with Personnel Commission Rules and Regulations of Classified Service # 70.200.1, new employees to Poway Unified School District will be placed at Step 1 of the official salary range designated for the position.  Any variances in initial placement are addressed in, and shall be carried out in agreement with, this rule.
