Legal & Compliance (L&C) seeks to ensure BlackRock satisfies its regulatory obligations, protects BlackRock’s reputation, and provides advice to and partners with the business to meet clients’ expectations. We do this by:

Team Overview:
This role sits in the Compliance COO team within L&C and will partner closely with Employee Compliance (EC).
The EC team establishes and oversees compliance requirements for employee-related activities and evaluates adherence to these requirements to avoid perceived or actual conflicts. The scope of oversight includes personal investments, gifts and entertainment, outside activities, U.S. political contributions, and the employee certification process. The team advises employees on requirements, monitors employee adherence, and applies restrictions as needed.
The Compliance COO team is responsible for overall operations of BlackRock’s Compliance department globally. The partnerships will include, for example, leveraging data analytics to inform EC decision-making, developing digital reporting tools to enhance transparency and tracking for EC, and leading change management initiatives to support the adoption of new EC processes and drive continuous improvement.

Skills / Qualifications:
7+ years of relevant experience in technology product management, business analysis, platform support, or client service roles, preferably involving compliance, regulatory, risk, or control‑based systems.
Demonstrated interest in understanding and mastering end-to-end business workflows, with the ability to document requirements, assess system behavior, and support configuration‑driven solutions.
Strong written and verbal communication skills, with the ability to clearly articulate complex system behavior, requirements, and issues to technical and non‑technical stakeholders.
Strong analytical and problem‑solving skills, with experience investigating issues, identifying root causes, and supporting practical, risk-aware solutions.
Hands‑on comfort using AI‑enabled tools in day-to-day product or analytical work, applying appropriate judgment, governance, and data‑risk awareness.
Extensive experience working collaboratively with engineering teams and vendors to deliver technology solutions that meet defined business and control requirements.
Working familiarity with APIs and data in product or platform contexts, including the ability to read API specifications and understand request/response patterns, authentication methods, rate limits, and common failure scenarios.
Bachelor's degree in computer science, Engineering, Economics, Finance, or a related field, or equivalent practical experience.
Primary Responsibilities:
Platform & Process Support
Lead the ongoing operation, maintenance, and enhancement of the employee compliance platform across EC processes, including personal investments, gifts & entertainment, outside business activities, and political contributions.
Partner with EC stakeholders, internal engineering teams, and vendor representatives across multiple regions and time zones to help translate EC policy and process requirements into system configurations and operational solutions.
Maintain a working understanding of EC policies, compliance controls, and associated system requirements to support accurate implementation and execution.
Monitor and maintain EC technology solutions, including workflow automation, document extraction and review tools, reporting and analytics platforms, data integrations, and self-service applications (e.g., Power Platform, Azure Document Intelligence, and Copilot Studio) designed to enhance operational efficiency, scalability, employee experience, and control effectiveness.
System Configuration & Administration
Configure and maintain the platform’s self‑serve functionality to ensure workflows, rules, permissions, and controls remain aligned with EC policy and process changes.
Perform system administration activities, including maintaining user groups, static lists, and permissions to support workflow routing and appropriate access controls.
Testing & Quality Assurance
Develop, document, and execute detailed test cases to validate system behavior following configuration changes.
Validate fixes, enhancements, and configuration changes prior to production release.
Issue Identification & Troubleshooting
Investigate and resolve system issues, including user access problems, login restrictions, blocked submissions, and unexpected system behavior.
Analyze platform rules, workflows, and outcomes to help identify root causes and enable configuration‑based solutions.
Escalate and own issues, ensuring clear documentation of findings, impacts, and expected outcomes.
Vendor Coordination
Engage with platform vendor customer success team members, including drafting, submitting, and tracking tickets through resolution.
Assist in reviewing vendor responses and proposed resolutions, validating outcomes through testing before approval for closure.
Provide effective check‑and‑challenge to ensure vendor solutions meet EC requirements and control expectations.
User Support & Continuous Improvement
Provide day-to-day support to EC users by answering questions, explaining system behavior, and documenting recurring issues or process gaps.
Identify opportunities to improve system usability, efficiency, and control effectiveness, escalating ideas and observations to senior team members.
Develop documentation and knowledge‑sharing methods to support consistent system usage and operational resilience.
