The Conservation and Planning Coordinator plays a critical role in advancing the implementation of the Eternal Mongolia PFP. Reporting to the Mongolia PFP Director, the Coordinator will support conservation strategy and planning efforts, co-lead, oversee and coordinate project activities towards protected area management, sustainable financing and community management. The position will require close collaboration with various project partners, including government agencies, the Mongolian Nature’s Legacy Foundation (MNLF), Project Coordination Unit (PCU), regional offices, TNC global and Mongolia teams, and other conservation organizations. The coordinator will be instrumental in facilitating the execution of the goals and milestones of Eternal Mongolia, monitoring and reporting, and ensuring the integration of local and governmental inputs into the planning and implementation process.

Conserving Mongolia’s grasslands, including the Eastern Steppe—the world’s largest intact temperate grassland—is crucial to the country’s future. These grasslands face significant threats, including increasing demand for minerals and natural resources, as well as growing pressures from livestock production.

Earlier 2024, the Government of Mongolia, TNC, and others announced the launch of Eternal Mongolia—a Project Finance for Permanence (PFP) initiative that will deliver lasting conservation and sustainable community development with a total financing of USD $198 million of new investment over 15 years. Eternal Mongolia will dramatically expand and strengthen the effectiveness of the country’s entire National Protected Area network, support sustainable herding practices, invest in the sustainable tourism industry, and set an unprecedented example to the rest of the world about the value of land and freshwater conservation.

RESPONSIBILITIES & SCOPE

  • Manage, coordinate and develop effective project planning and implementation:

    • Lead strategic planning for the project as well as formulation and periodic revisions of the project’s annual work plan, including plans for budget and procurement that are developed in close coordination with BU/TNC, PFP global and key partners of Eternal Mongolia.

    • Lead and provide guidance on technical matters related to PFP Implementation Plan, its conservation and community development goals, and ensure synergies with BU Strategy.

    • Support BU teams in accessing MNLF grants within TNC’s areas of expertise and PFP’s conservation and community development goals.

    • Support MNLF and PCU with elaboration of the PFP implementation plan, medium-term and annual work plans and M&E frameworks. Review and provide inputs on Annual workplans and budget as requested by MNLF and PCU.

    • Assist PFP director in the management, coordination and supervision of project implementation to ensure the overall project relevance and performance, the effective realization and quality of outputs as agreed with BU/TNC and PFP global team.

    • Undertake technical review of reports produced by the project team, consultants and partners, and ensure high technical standards are met.

  • Lead reporting, monitoring and evaluation:

    • Provide technical input in the preparation of corporate, donor and government reports in line with reporting template and schedule, and donor requirements; preparing regular updates for TNC leadership and Enduring Earth Partnership on Eternal Mongolia's progress, obstacles, and achievements.

    • Facilitate tracking Eternal Mongolia’s milestones and progress against the project monitoring and evaluation plan, monitor disbursements, and evaluate progress toward TNC’s 2030 goals and Enduring Earth metrics, preparing evidences of achievement for TNC’s recording system (HUB), and providing regular reports to TNC leadership and donors to update on progress and address challenges.

    • Facilitate PFP director in project monitoring and evaluation to identify expected delays, manage and monitor risks, and inform respective leads for consideration and decision on possible actions.

  • Develop Strategic Partnerships:

    • Cultivate and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national and regional stakeholders to support and ensure accurate interpretation of project communications and visibility efforts. Make recommendations to the Communications team on activities with potential for public and government relations, advocacy requirement and synergies.

    • Provide technical support to the implementing partners and act as a liaison between TNC and partners.

    • Support resource mobilization efforts and project proposal development for grants program.

  • Facilitate knowledge sharing, capacity building, and advocacy efforts:

    • Assess capacity building needs and opportunities, ensuring that training sessions, project workshops, and other relevant activities are effectively planned and implemented in collaboration with technical experts and key stakeholders, including key partners of Eternal Mongolia, NGOs, private sector, donors and academia.

    • Facilitate innovative knowledge sharing mechanisms and develop knowledge resources to benefit project partners and enhance TNC’s engagement in this field.

  • Field and Office Work:

    • Travel to remote locations for fieldwork, including facilitating workshops and providing hands-on training.

    • Manage logistics for field activities and ensure smooth execution.

    • Compile information and create reports in the office, managing databases and tracking progress.

What You’ll Bring:

  • Bachelor’s degree in biology, Ecology, Natural Resources, Environment, Social Science or related discipline.
  • At least 5 years of related work experience in conservation and sustainability, conservation planning and practice, project implementation.
  • Experience working with and guiding team members, including assigning tasks, providing feedback, and supporting performance improvement.
  • Experience in developing and managing multiple projects.
  • Experience in designing and maintaining a database to meet organizational needs. 
  • Experience training individuals and groups (if required).
  • Experience using applications such as Microsoft Word, Excel, and Web Browsers.
  • Proficient in strategic development and interpersonal communication skills in both Mongolian and English languages

Desired Qualifications

  • 5-10 years related work experience or equivalent combination of education and experience. 
  • Ability to complete tasks independently within assigned time frames. 
  • Ability to manage multiple priorities, with assignments sometimes coming from a number of sources and work independently.
  • Experience utilizing databases for data entry and report production preferred.
  • Experience working with current trends and practices in relevant discipline(s) (e.g. long-term fiscal planning, biodiversity, climate mitigation, community development)
  • Well-developed skills in negotiation and diplomacy. Able to influence and work productively with government officials, a wide array of stakeholders and institutions that frequently disagree with and are in competition with one another.
